General standards and conditions:
(1) Political qualities, ethics, and lifestyle
- Absolutely loyal to the goals and ideals of the Communist Party; steadfast in Marxism-Leninism and Ho Chi Minh's ideology. Firm political stance, viewpoint, and bravery; resolutely defending the platform, policies of the Communist Party, Constitution, and laws of the State. Committed to work, absolutely following the organization's assignment.
- Possessing pure ethical qualities; simple, modest, sincere lifestyle; diligent, frugal, honest, impartial, and fair within internal unity; avoiding opportunism, and not exploiting one's position for personal gain; preventing family members from taking advantage of one's position for profiteering. Highly responsible with work; conscious of anti-corruption, preventing negative behavior, wastefulness, and combating the decline in political ideology, ethics, and lifestyle, signs of "self-evolution," "self-transformation" within the organization.
- Loyal, honest, devoted, cautious, straightforward; exemplary, strictly adhering to work discipline, speech discipline; keeping the confidentiality of work contents.
(2) Professional qualifications
Having a university degree or higher, proficient in professional expertise, political theory, state management, foreign languages, and informatics, meeting the required tasks.
(3) Competence and reputation
Understanding the assigned field; capable of advising, proposing effective tasks and solutions; having a scientific working style, ability to work independently; trusted and respected by leaders, colleagues at the workplace, and coordinated agencies or individuals.
Specific standards and conditions
The specific standards and conditions for the Assistant to the General Secretary are as follows:
- Adequate professional qualification, deep understanding of the assigned field; capable of research, analysis, information synthesis, and advising; able to coordinate work.
- Holding a head position or equivalent or having a leadership position allowance coefficient equivalent to a head for at least 3 years; in special cases, reporting to competent authorities for consideration and decision.

According to Article 7 Regulation 30-QD/TW 2021:

a) The General Secretary, the President, the Prime Minister of the Government of Vietnam, and the Chairman of the National Assembly can use no more than 4 assistants.
b) The Standing Committee of the Secretariat can use no more than 3 assistants.
c) Members of the Politburo can use no more than 2 assistants.
d) Members of the Secretariat, Vice Presidents, Deputy Prime Ministers of the Government of Vietnam, and Vice Chairmen of the National Assembly can use 1 assistant.
In cases of necessity, if more assistants are needed than prescribed, a report should be submitted to the Politburo for consideration and decision.
2. Number of secretaries
a) Leadership positions in Clause 1, Article 2 of this Regulation can use no more than 2 secretaries.
b) Leadership positions in Point b, Clause 2, Article 2 of this Regulation can use 1 secretary.

According to Article 8 Regulation 30-QD/TW 2021 the procedure for appointing the Assistant to the General Secretary and the President in Vietnam is as follows:
- The leading comrade discusses and agrees with the collective leadership, which is the Party committee, party delegation, or the leadership of the agency where no Party committee, party delegation is established (at central departments, ministries, and agencies); or with the standing committee of the provincial Party committee, city Party committee, directly subordinate party committee regarding the personnel plan for appointing the assistant.
- Organize an expanded collective leadership conference (at central agencies, it is the Party committee, party delegation, agency leadership, unit leaders, members of the agency’s Party executive committee, heads of mass organizations, heads of departments and equivalents; at provincial Party committees, city Party committees, directly subordinate party committees it is the Party executive committee) to vote on the personnel plan for appointing the assistant (by secret ballot and not announcing the result at the conference).
- The agency leadership considers the results of the vote of confidence of the expanded collective leadership conference, votes on introducing the personnel plan for appointment (by secret ballot and must obtain more than 50% of the votes of the collective leadership).
- The agency leadership or the Party committee, organization completes the appointment dossier (similar to the appointment dossier for the central management cadre), and reports to the Secretariat (through the Central Organization Committee) for consideration and decision.
