Based on Article 15 of Circular 02/2024/TT-BVHTTDL, which stipulates the standards and conditions for promotion to the professional title of Actor Class 1, code V.10.04.12, as follows:

Standards and Conditions for Promotion to Class 1 Professional Title of Actor, Code V.10.04.12

Employees may be considered for promotion to the Class 1 professional title of Actor, Code V.10.04.12, when meeting the requirements stipulated in Clause 1, Article 2 of this Circular and the following standards and conditions:

1. Currently holding the Class 1 2 professional title of Actor, Code V.10.04.13.

2. Meeting the standards for education, training, and the requirements for public employees who are candidates for promotion to the Class 1 professional title of Actor, Code V.10.04.12, as stipulated in Clauses 2 and 4, Article 8 of Circular 10/2022/TT-BVHTTDL.

Therefore, from August 1, 2024, the standards and conditions for promotion to the Class 1 professional title of Actor include:

Employees may be considered for promotion to the Class 1 professional title of Actor, Code V.10.04.12, when meeting the general standards and conditions in Clause 1, Article 2 of Circular 02/2024/TT-BVHTTDL and the following specific standards and conditions:

(1) Currently holding the Class 1 2 professional title of Actor, Code V.10.04.13.

(2) Meeting the standards for education, training, and requirements for public employees who are candidates for promotion to the Class 1 professional title of Actor, Code V.10.04.12, as stipulated in Clauses 2 and 4, Article 8 of Circular 10/2022/TT-BVHTTDL. Specifically:

- Standards for education and training:

+ Holding a university degree or higher relevant to the fields of performing arts and cinema as required by the job position. In case of holding a university degree or higher in another field, one must have been awarded the title “People’s Artist”, “Meritorious Artist”, or received the “Ho Chi Minh Award”, “State Award” for literature and arts;

+ Holding a certificate of professional title standards for public employees in acting.

- Requirements for public employees taking the exam or considered for promotion to the Class 1 professional title of Actor:

+ Having held the Class 1 2 professional title of Actor or equivalent for at least 6 years. In cases of equivalent time, at least 1 year (12 months) must be spent holding the Class 1 2 professional title of Actor up to the deadline for submission of application for the exam or promotion consideration;

+ Meeting one of the following requirements:

++ During the time holding the Class 1 2 professional title of Actor or equivalent, having received at least 2 awards for excellent acting from the Ministry-level or equivalent specialized Art Councils, or having at least 2 roles, performances receiving top prizes in national professional competitions, festivals, or performances (or national level).

++ Being awarded the title “People’s Artist” or the “Ho Chi Minh Award” for literature and arts.

Current duties of Class 1 actors in Vietnam

Based on Clause 1, Article 8 of Circular 10/2022/TT-BVHTTDL, the duties of Class 1 actors in Vietnam include:

(1) Taking on major roles with multi-dimensional and complex inner performances in highly artistic and ideologically valuable stage and film works; with large-scale productions;

(2) Expressing artistic images with unique creativity for the main characters assigned, and related characters, based on the ideas of directors, choreographers, dance trainers, and music conductors;

(3) Deeply researching the content of scripts, works; engaging in real-life experiences to enhance knowledge and deeply and truthfully portray roles and performances;

(4) Leading, instructing, organizing as assigned, and strictly performing professional processes in rehearsals, previews, final rehearsals, and performances;

(5) Summarizing experiences from roles and performances undertaken; participating in reviewing and summarizing professional expertise.

General Standards and Conditions for Promotion of Professional Titles in Vietnam as per Circular 02

Based on Article 2 of Circular 02/2024/TT-BVHTTDL, the general standards and conditions for promotion to professional titles are stipulated as follows:

- General standards and conditions to be registered for promotion to professional titles for public employees in the fields of library, cultural heritage, grassroots culture, cultural propagandists, fine arts, performing arts, and cinema:

+ The public service unit has the need and the number of public employees corresponding to the professional title Class 1 being considered for promotion, as approved by the competent authority according to the job position requirements.

+ Public employees meet the standards and conditions stipulated in points a and b, Clause 1, Article 32 of Decree 115/2020/ND-CP (amended as per Clause 16, Article 1 of Decree 85/2023/ND-CP)

And the requirements of the job position corresponding to the professional title Class 1 being considered for promotion as stipulated in Circular 10/2023/TT-BVHTTDL dated September 8, 2023, of the Minister of Culture, Sports, and Tourism guiding the job positions of leadership, management, and professional titles in the field of culture, sports, and tourism; and approved by the competent authority to participate in the professional title promotion examination.

Note: Public employees holding professional titles in the fields of fine arts, performing arts, and cinema who have been awarded the title “People’s Artist”, “Meritorious Artist”, or received the “Ho Chi Minh Award”, “State Award” for literature and arts may use the title or award once to be considered for promotion to the next higher professional title.
