What are the standards and conditions for considering the promotion to the professional title of Class 2 Painter in Vietnam from August 1, 2024?
Based on Article 10 of Circular 02/2024/TT-BVHTTDL which stipulates the standards and conditions for considering the promotion to the professional title of Class 2 Painter, code V.10.08.26:
Standards and conditions for considering the promotion to the professional title of Painter Class II, code V.10.08.26
Public employees being considered for promotion to the professional title of Painter Class II, code V.10.08.26, must meet the regulations in Clause 1, Article 2 of this Circular and the following standards and conditions:
1. Currently holding the professional title of Painter Class III, code V.10.08.27.
2. Meet the standards of education, training, and requirements for public employees considered for promotion to the professional title of Painter Class II, code V.10.08.26, as specified in Clauses 2 and 4, Article 5 of Circular 09/2022/TT-BVHTTDL dated October 28, 2022, issued by the Minister of Culture, Sports and Tourism, which stipulates the standards for the professional title and salary Classs for public employees in the field of fine arts (hereinafter referred to as Circular 09/2022/TT-BVHTTDL).
From August 1, 2024, the standards and conditions for considering the promotion to the professional title of Class 2 Painter in Vietnam include:
(1) Currently holding the professional title of Painter Class 3, code V.10.08.27.
(2) Meeting the standards of education, training, and requirements for public employees considered for promotion to the professional title of Class 2 Painter, code V.10.08.26, as specified in Clauses 2 and 4, Article 5 of Circular 09/2022/TT-BVHTTDL.
Specifically: as follows:
- Standards of education and training:
+ Holding a university degree or higher relevant to the fine arts field. In the case of holding a university degree or higher in another field, the individual must have been awarded the title of "People's Artist," "Meritorious Artist," or received the "Ho Chi Minh Prize," "State Prize" for literature and arts;
+ Possessing a certificate of training in professional standards for public employees in the fine arts field.
- Requirements for public employees considered for promotion to the professional title of Class 2 Painter:
+ Having held the professional title of Painter Class 3 or equivalent for at least 9 years (excluding probationary and trial periods). If having equivalent time, there must be at least 1 year (12 months) currently holding the professional title of Painter Class 3 by the deadline for application submission for the examination or promotion consideration;
+ Meeting one of the following requirements:
++ During the period of holding the professional title of Painter Class 3 or equivalent, having at least one work, piece recognized for artistic quality by the Ministry-level Art Council or equivalent, or having received an award at national professional contests, festivals, exhibitions of literature and arts (or national level).
++ Being awarded the title of "People's Artist," "Meritorious Artist," or receiving the "Ho Chi Minh Prize," "State Prize" for literature and arts.

What is the current salary coefficient of Class 2 Painter in Vietnam?
Based on point a, Clause 1, Article 9 of Circular 09/2022/TT-BVHTTDL which stipulates the salary arrangement method for the professional title of Class 2 Painter, code V.10.08.26 as follows:
Salary arrangement method
1. The professional titles of public employees in the fine arts field stipulated in this Circular shall apply Salary Table 3 (Professional, vocational salary table for officials and public employees in state public service providers) issued with Decree 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) The professional title of Painter Class I applies the salary scale of public employees of category A3, group 1 (A3.1), with a salary coefficient from 6.20 to 8.00;
b) The professional title of Painter Class II applies the salary scale of public employees of category A2, group 1 (A2.1), with a salary coefficient from 4.40 to 6.78;
c) The professional title of Painter Class III applies the salary scale of public employees of category A1, with a salary coefficient from 2.34 to 4.98;
d) The professional title of Painter Class IV applies the salary scale of public employees of category B, with a salary coefficient from 1.86 to 4.06.
The professional title of Class 2 Painter applies the salary scale of public employees of category A2, group 1 (A2.1) with a salary coefficient from 4.40 to 6.78.
What are the current duties of Class 2 Painter in Vietnam?
Based on Clause 1, Article 5 of Circular 09/2022/TT-BVHTTDL which stipulates the duties of Class 2 Painter, code V.10.08.26 as follows:
- Leading the organization and implementation of medium-scale and medium-complexity fine arts projects and works;
- Summarizing, drawing experiences, researching, and proposing issues related to the artistic creation process;
- Participating in scientific research projects, analyzing artistic creation trends in the country and abroad;
- Monitoring, evaluating the social impact of projects and works after being publicized to draw experiences and propose new artistic creation trends for future projects and works.
