Pursuant to Article 5 of Circular 32/2023/TT-BCA, the provisions are as follows:
Patrol, control, and handling of violations by the Traffic Police Department
1. The Traffic Police Department directs the Traffic Control and Patrol Guidance Division to allocate personnel and organize patrols, control, and handling of violations on the expressways that pass through the administrative boundaries of at least 02 provinces or centrally governed cities.
2. In necessary cases, the Traffic Police Department may directly organize personnel or coordinate with the Police, local authorities, and relevant forces to carry out patrols, control, and handling of violations on the national road traffic routes nationwide according to the plans issued by the Head of the Traffic Police Department or above.
Thus, the Traffic Police Department directs the Traffic Control and Patrol Guidance Division to allocate personnel and organize patrols, control, and handling of violations on the expressways that pass through the administrative boundaries of at least 02 provinces or centrally governed cities.

Pursuant to Clause 2 of Article 6 of Circular 32/2023/TT-BCA, the provisions are as follows:
Routes and areas for patrol, control, and handling of violations by the Provincial Police, centrally governed cities

2. The district-level police arrange personnel and organize patrols, control, and handling of violations on the road traffic routes within the administrative boundaries of the district, including:
a) National highways that are not covered by the provisions in point b of point 1 of this Article;
b) Sections of national highways that pass through towns, cities under provinces, centrally governed cities, or townships under districts as planned by the Director of the Provincial Police;
c) Provincial roads, district roads, commune roads, and other roads within the jurisdiction; specialized roads; urban roads that are not covered by the provisions in point c of point 1 of this Article;
d) Coordinate with the Traffic Control and Patrol Guidance Division to patrol, control, and handle violations on the road traffic routes within the administrative boundaries as planned by the Director of the Provincial Police.
Accordingly, the district-level police arrange personnel and organize patrols, control, and handling of violations on the road traffic routes within the administrative boundaries of the district, including:
- National highways that are not covered by the following road types:
+ Key national highways, national highways with complex traffic order and safety situations (including bypass sections in districts, towns, cities under provinces, centrally governed cities, or townships under districts);
+ Road traffic routes that are important for local socio-economic development, security, and defense;
- Sections of national highways that pass through towns, cities under provinces, centrally governed cities, or townships under districts as planned by the Director of the Provincial Police;
- Provincial roads, district roads, commune roads, and other roads within the jurisdiction; specialized roads; urban roads that are not covered by the following road types:
+ Urban roads in centrally governed cities, including main roads and roads with complex traffic order and safety situations;
+ Coordinate with the Traffic Control and Patrol Guidance Division to patrol, control, and handle violations on the road traffic routes within the administrative boundaries as planned by the Director of the Provincial Police.
What are the requirements for Vietnamese traffic police officers in carrying out patrol, control, and handling of violations?
Pursuant to the provisions of Article 3 of Circular 32/2023/TT-BCA:
Requirements for traffic police officers in carrying out patrol, control, and handling of violations
1. Comply with the regulations of road traffic laws, administrative violation handling laws, this Circular, and other relevant legal provisions.
2. Carry out assigned tasks in a correct, complete, and responsible manner according to the regulations and plans for patrol and control issued by competent authorities; exercise democracy in ensuring traffic order and safety and in accordance with the People's Police Regulations.
3. When interacting with the public and individuals who have violated the law, maintain proper etiquette, demeanor, attitude, and appropriate cultural behavior.
4. Detect, prevent, and promptly handle violations of road traffic laws and other legal violations in accordance with the prescribed procedures and authorities.
5. Ensure compliance with other requirements and regulations of the Ministry of Public Security.
Therefore, while carrying out the tasks of patrol, control, and handling of violations, traffic police officers are responsible for complying with the above-mentioned requirements.
Circular 32/2023/TT-BCA comes into force from September 15, 2023.
