What are the requirements for joining the Communist Party of Vietnam (CPV) in 2024?

Pursuant to Clause 2, Article 1, of the 2011 Charter of the Communist Party of Vietnam, Vietnamese citizens aged 18 and above who recognize and voluntarily abide by the Party's political line, its Charter, CPV member criteria, and perform activities within a Party grassroots organization can be considered for membership in the Communist Party of Vietnam. They must also demonstrate outstanding qualities and enjoy the trust of the people.

Pursuant to Clause 1, Article 4 of the 2011 Charter of the Communist Party of Vietnam and Instructions 01-HD/TW in 2021, individuals must meet the following conditions to be considered for membership in the Communist Party of Vietnam:

(1) Age requirement:

- At the time of the Party cell's consideration for admission, individuals must be between 18 and 60 years old (calculated by month).

- The admission of individuals over 60 years old into the Communist Party of Vietnam will be considered and decided by the relevant Central Committee.

Admission of individuals over 60 years old into the Communist Party of Vietnam will only be considered if they meet the following conditions:

- Good health and reputation.

- Engaging in Party work and residing in grassroots organizations without Party members or as required in special cases.

- Approval from the standing committee of the relevant Central Committee through written consent before the authorized Party Committee makes the admission decision.

(2) Educational qualifications:

- Individuals seeking membership in the Communist Party of Vietnam must have completed at least secondary education.

- For individuals living in mountainous, island, ethnic minority areas, areas with particularly difficult socio-economic conditions, and other specific cases that do not meet the general requirements, guidance from the Party Central Committee will be followed.

For individuals living in mountainous, border, island, ethnic minority areas, areas with particularly difficult socio-economic conditions, or for fishermen who frequently work at sea or on islands, if they do not meet the requirements stipulated in the Party Charter of the 13th Central Executive Committee, they must have at least completed primary education.

For elderly individuals, village elders, respected individuals living in mountainous, border, island, ethnic minority areas, areas with particularly difficult socio-economic conditions, or for fishermen who frequently work at sea or on islands, they must at least be able to read and write in Vietnamese and receive written approval from the standing committee of the relevant Central Committee before the authorized Party Committee makes the admission decision.

(3) Recognition and voluntary commitment:

- Individuals seeking membership in the Communist Party of Vietnam must recognize and voluntarily abide by the Party's political line, its Charter, CPV member criteria, and perform activities within a Party grassroots organization.

(4) Demonstrating outstanding qualities and enjoying the trust of the people.

(5) Enhancing awareness of the Communist Party of Vietnam:

Individuals joining the Communist Party of Vietnam must attend a training course on Communist Party of Vietnam awareness and obtain a certificate issued by the district-level political center or an equivalent organization. In areas without a political center, the admission of CPV members will be determined by the authorized Party Committee.

(6) Submitting a voluntary application to join the Communist Party of Vietnam:

Individuals seeking membership in the Communist Party of Vietnam must submit a self-written application clearly stating their understanding of the purpose, ideals of the Communist Party of Vietnam, and their motives for joining.

(7) Truthfully reporting personal background to the Party cell:

Individuals seeking membership in the Communist Party of Vietnam must provide a complete, clear, and truthful personal background report according to regulations and take responsibility for the content provided. If there are any issues that are not understood or accurately remembered, they must report it to the Party cell.

The personal background report must be reviewed and concluded by the grassroots Party Committee before certification content is recorded, signed, and stamped.

(8) Introduced by 02 official CPV members:

In organizations where there is a Ho Chi Minh Communist Youth Union, individuals joining the Communist Party of Vietnam as young people must be members of the youth union and be officially introduced by the grassroots youth union and one official CPV member.

In organizations or enterprises where there is no Ho Chi Minh Communist Youth Union, individuals joining the Communist Party of Vietnam must be members of the trade union and be officially introduced by the grassroots trade union and one official CPV member.

If the above-mentioned conditions are met, individuals will be considered for membership in the Communist Party of Vietnam.

Pursuant to the regulations in Article 3 of the 2011 Charter of the Communist Party of Vietnam, CPV members have the following rights:

- To be informed and discuss issues related to the Party's political line, the Charter of the Communist Party of Vietnam, the Party's directions, policies, and to vote on the work of the Communist Party of Vietnam.

- To nominate, recommend, and elect leaders of the Communist Party of Vietnam according to the regulations of the Central Committee.

- To criticize, question the activities of party organizations and CPV members at all levels within the scope of the organization; to report, make suggestions to responsible agencies and request responses.

- To express opinions when the party organization reviews, decides on work, or imposes disciplinary measures.

CPV probationary members have the same rights, except for the right to vote, nominate, and elect leaders of the Communist Party of Vietnam.

- To be absolutely loyal to the revolutionary ideals and purposes of the Communist Party of Vietnam, strictly adhere to the Party's political line, the Charter of the Communist Party of Vietnam, resolutions, directives of the Communist Party of Vietnam, and the laws of the State; to fulfill assigned tasks well; to unquestioningly follow the assignments and deployments of the Communist Party of Vietnam.

- To continuously learn, train, improve knowledge, work capacity, political qualities, revolutionary ethics, and maintain a healthy lifestyle; to struggle against individualism, opportunism, sectarianism, corruption, waste, and other negative phenomena. To comply with the regulations of the Central Committee regarding things that CPV members should not do.

- To maintain close ties with the people, respect and promote the people's right to self-determination; to take care of the material and spiritual lives and protect the legitimate rights and interests of the people; to actively participate in mass work, social work at work and at home; to propagate and mobilize families and people to implement the Party's line, policies, and the laws of the State.

- To participate in building and safeguarding the Party's line, policies, and organization; to obey discipline, preserve unity within the Communist Party of Vietnam; to regularly engage in self-criticism and criticism, be honest with the Communist Party of Vietnam; to carry out the work of developing CPV members; to participate in party activities and pay party dues as required
