Pursuant to the provisions of Article 5 of Decree 139/2018/ND-CP (amended by Clause 4, Article 1 of Decree 30/2023/ND-CP) stipulating requirements for motor vehicle inspection service business as follows:
Organizations shall meet requirements for facilities, organizational structure and personnel prescribed in Decree 139/2018/ND-CP and National Technical Regulation on registration units eligible for obtaining certificates of eligibility issued by the Ministry of Transport

What are the requirements for organizational structure and personnel of the registration units in Vietnam according to Decree 30/2023/ND-CP?
Pursuant to the provisions of Article 7 of Decree 139/2018/ND-CP (amended by Clause 6, Article 1 of Decree 30/2023/ND-CP), Requirements for organizational structure and personnel are prescribed as follows:
The organizational structure of a registration unit shall have at least the following divisions:
- Management division includes the Director, Deputy Director or registration staff with a view to organizing management and administration of the registration unit; in which there must be at least 01 head of the unit eligible for signing the inspection certificate specified in Article 24 of Decree 139/2018/ND-CP;
- Inspection division includes staff in charge of inspection division and inspectors with a view to inspecting and evaluating the technical condition of vehicles;
- Office includes inspection staff and other staff with a view to performing office works and supporting inspection activities.
The personnel of a registration unit includes:
- At least 01 eligible head:
+ The head of registration unit is a person who administrates the inspection activities of the registration unit and sign inspection certificates.
+ The head of registration unit must be an inspector who has performed inspection for at least 36 months and has been appointed as per the law.
- At least 01 staff in charge of inspection division;
- At least 02 inspectors in each inspection line with a view to performing all stages of inspection. The personnel specified in Points a and b of this Clause may participate in inspection in inspection lines and may be considered as inspectors in such inspection lines;
- Inspection staff with a view to performing tasks: receive, return, store documentation, insert data, search, examine, and compare dossiers of vehicles undergoing inspection and print certificate of inspection.
What are the requirements for facilities of the registration units in Vietnam according to Decree 30/2023/ND-CP?
Pursuant to the provisions of Article 6 of Decree 139/2018/ND-CP (amended by Clause 5, Article 1 of Decree 30/2023/ND-CP), the requirements for facilities are specified as follows
Premises of the registration unit mean a land plot for facilities of motor vehicle inspection to be located, with the areas regulated below:
- For registration units with one Type I inspection line, minimum area of the premises for inspection activities is 1,250 m2;
- For registration units with one Type II inspection line, minimum area of the premises for inspection activities is 1,500 m2;
- For registration units with two inspection lines, minimum area of the premises for inspection activities is 2,500 m2;
- For registration units with at least three inspection lines, usable area for each corresponding additional inspection line should not be less than 625 m2;
Inspection station
- Inspection stations with only one Type I inspection line: Minimum size including clearance around the vehicle (length x width x height): 30 x 4 x 3.5 (m);
- Inspection stations with only one Type II inspection line: Minimum size including clearance around the vehicle (length x width x height): 36 x 5 x 4.5 (m);
- For inspection stations with several adjacent inspection lines, the distance between centers of inspection lines should be at least 4 meters and the distance between the center of the outermost line and inner face of the station's wall should be at least 2.5 meters.
- In case inspection lines are positioned in several inspection stations, minimum total length of the inspection stations should be equal to the length of corresponding inspection lines as prescribed in Point a, Point b of this Clause.
Note: The inspection line must be located or erected with inspection tools and equipment in conformity with National Technical Regulation promulgated by the Ministry of Transport, ensuring the whole inspection of systems, subassembly, parts of motor vehicles on roads to meet regulations on technical safety and environmental protection as prescribed in the Law on Road Traffic.
