Selection requirements
Citizens are selected for performing obligations in the People's Public Security Service when they meet the following requirements:
1. Have a clear background.
2. Strictly comply with the policies and guidelines of the Communist Party, policies, and laws of the State; have no criminal record, not be under criminal prosecution or restriction measures; not be under educational measures at the commune, ward, commune-level town or be sent to compulsory healthcare or educational centers; possess good qualities, ethics, and receive public trust at their residence, place of study, or work.
3. Meet the political requirements of non-commissioned officers and soldiers serving under the obligation policies in the People's Public Security Service.
4. Possess at least a high school diploma. In mountainous, island communes, ethnic minority areas, and regions with particularly difficult socio-economic conditions, citizens with a secondary school diploma may be selected.
5. Have a balanced physique, no deformities, and meet the health requirements required to fulfill the obligations in the People's Public Security Service.

What are the duties and powers of the People's Public Security Force of Vietnam?
According to Article 16 of the Law on People's Public Security 2018, the duties and powers of the People's Public Security Force are prescribed as follows:
Duties and Powers of the People's Public Security Force
1. Collect information, analyze, evaluate, forecast the situation, and propose to the Communist Party and the State for issuing and directing the implementation of guidelines, policies, laws, and strategies to protect national security, ensure social order and safety, prevent and combat crimes and legal violations related to national security, social order, and safety; participate in the appraisal and evaluation of the impact on national security, social order, and safety concerning socio-economic development plans and projects according to legal regulations; closely combine the tasks of protecting national security, ensuring social order and safety, combating crimes and legal violations related to national security, social order, and safety with socio-economic development tasks; effectively coordinate security activities with defense and foreign affairs activities.
2. Proactively prevent, detect, stop, and fight to defeat plots and actions that infringe on national security, eliminate risks threatening national security; protect independence, sovereignty, unification, and territorial integrity of the Fatherland; protect the Communist Party, the State, the People, and socialist policies; protect political security, security in the fields of ideology-culture, economy, defense, foreign affairs, information, society, environment, science, and technology; protect national interests; protect the great national unity block; protect the life, health, honor, dignity, property, and freedom, democracy of citizens, and the legitimate rights and interests of agencies, organizations, and individuals.
3. Conduct intelligence activities according to legal regulations.
4. Protect senior leaders of the Communist Party, the State, international guests visiting and working in Vietnam; protect events, important politic, economic, diplomatic, scientific-technical, cultural, and social targets; protect important projects related to national security, foreign representative agencies, and representatives of international organizations in Vietnam; protect individuals holding or closely related to state secrets; secure the transportation of special goods according to legal regulations.
5. Manage national security protection and state secret protection; take charge of the management of entry, exit, transit, and residence of foreigners in Vietnam; manage the entry and exit of Vietnamese citizens according to legal regulations; control entry, exit, and transit at border gates according to legal regulations; cooperate with the People's Army, relevant sectors, and local authorities in border, island, marine, and airspace management and protection operations in accordance with law, treaties to which the Socialist Republic of Vietnam is a member, and related international agreements.
6. Manage cybersecurity, protect cybersecurity, and prevent and combat cybercrime according to legal regulations.
7. Manage criminal investigation and prevention and control of crimes. Take charge of antiterrorism, riot prevention, and resolution of complex situations related to national security, social order, and safety according to legal regulations. Proactively prevent, detect, stop, and fight crimes and legal violations related to social order and safety, environmental protection, resources, and food safety related to the environment; receive and resolve crime reports, denunciations, and motions for prosecution; prosecute, investigate crimes according to legal regulations; conduct criminal statistics; identify causes and conditions for the emergence of crimes and legal violations related to social order and safety, environmental protection, and propose remedial measures; educate law violators in the community according to legal regulations.
8. Manage the execution of criminal sentences, temporary detention, and custody; manage prisons, detention centers, temporary detention houses, compulsory education institutions, and juvenile reformatories; organize the execution of sentences, decisions on criminal matters, legal measures; supervise, educate juveniles exempt from criminal liability; manage individuals granted conditional early release; perform escort, arrest, managing exhibit storage, secure trials, and other judicial support tasks according to legal regulations.
9. Manage administrative sanctions and administrative measures related to national security, social order, and safety; impose administrative penalties and take administrative measures according to legal regulations; ensure security and order in enforcing coercive decisions upon request from competent authorities.
10. Manage residence, the national database on population and citizen identification, seals, public order, traffic safety, public order, weapons, explosives, explosive precursors, support tools, fire prevention, and rescue according to legal regulations; issue and manage citizen identification cards and other identification documents; register, issue, and manage motor vehicle number plates; engage in fire prevention, firefighting, and rescue operations, and manage security and order in conditional investment and business sectors according to legal regulations.
11. Lead and coordinate the management and implementation of propaganda, education on protecting national security, ensuring social order and safety, combating crimes and violations related to national security, social order, and safety; guide, inspect, audit, address complaints and denunciations, handle violations in activities related to protecting national security, ensuring social order and safety, combating crimes, and violations related to national security, social order, and safety.
12. Be the core force in building the people’s security foundation and the people’s security posture, building the movement for the protection of national security. Guide agencies and organizations in internal political security, economic security, ideological-cultural security, cybersecurity, information, communication security, social security, and environmental security.
13. Guide, train professional skills, and provide legal knowledge to grassroots public security organizations, civil defense, protect urban areas, and protect agencies and enterprises according to legal regulations.
14. Apply measures of public mobilization, law, diplomacy, economics, science-technology, profession, and armed force to protect national security, ensure social order and safety, combat crimes and violations related to national security, social order, and safety.
15. Use weapons, explosives, support tools, force, operational equipment, and other means to attack, pursue criminals, stop individuals committing offenses or other legal violations, and engage in legitimate self-defense according to legal regulations.
16. Decide or propose to suspend the activities of, or suspend temporarily, agencies, organizations, or individuals involved in activities that endanger or threaten national security, social order, and safety; require agencies, organizations, or individuals to provide information, materials, and objects when there are grounds to determine they are related to activities infringing on national security, social order, and safety according to legal regulations. Mobilize, requisition according to legal regulations means of communication, vehicles, and other means from those in use or control in urgent cases to protect national security, ensure social order and safety, or prevent ongoing or imminent social harm.
17. Implement measures to protect national security, ensure social order, and safety according to legal regulations during wartime, states of emergency, or when threats to national security, social order, and safety arise but have not yet reached the level requiring the declaration of a state of emergency.
18. Manage and develop security industry; research, apply, and mobilize scientific, technical, and technological achievements in protecting national security, ensuring social order and safety, combating crimes, and building the People's Public Security Force.
19. Build a revolutionary, regular, elite, and progressively modern People's Public Security Force, giving priority to modernizing certain units; be the core force in performing tasks of protecting national security, ensuring social order and safety, combating crimes and violations related to national security, social order, and safety.
20. Perform international obligations; cooperate internationally in combating crimes, protecting national security, ensuring social order and safety, and building the People's Public Security Force; carry out judicial assistance in criminal matters according to legal regulations. The Ministry of Public Security is the central authority of the Socialist Republic of Vietnam in extradition activities and the transfer of persons serving prison sentences.
21. Perform other duties and powers as prescribed by law.
