On March 28, 2024, the Ministry of Culture, Sports and Tourism issued Decision 775/QD-BVHTTDL 2024 announcing the amended and supplemented administrative procedures in the field of Physical Training and Sports under the management scope of the Ministry of Culture, Sports and Tourism
Pursuant to Section 18 Part II of Decision 775/QD-BVHTTDL 2024, the requirements and conditions for organizations requesting Certificates of eligibility for doing the sports business for Lion-Dragon Dance are as follows
(1) Infrastructure:
- Training, competition, and performance activities of Lion-Dragon Dance indoors must meet the following requirements:
+ The training area must have a minimum area of 200m2;
+ The floor surface must be flat and non-slippery;
+ The distance from the floor to the ceiling must be at least 5m. In case of using a decorative canopy, the distance from the floor to the ceiling must be at least 7m;
+ Lighting system ensuring brightness of 150 Lux or above;
+ There must be sanitary facilities, changing areas, and storage space for personal belongings of participants;
+ There must be a set of regulations specifying training hours, eligible participants, ineligible participants, attire during training, and safety measures during training.
- Training, competition, and performance activities of Lion-Dragon Dance outdoors must meet the following requirements:
+ The training area must have a minimum area of 200m2;
+ The floor surface must be flat and non-slippery;
+ Lighting system ensuring brightness of 150 Lux or above;
+ There must be sanitary facilities, changing areas, and storage space for personal belongings of participants;
+ There must be a set of regulations specifying training hours, eligible participants, ineligible participants, attire during training, and safety measures during training.
(2) Equipment:
- Lion head, Dragon body, Unicorn head, Lion tail, and other costumes and props such as drums, gongs, cymbals must meet safety standards and comply with the provisions of the current Lion-Dragon Dance competition law or the traditions of each locality.
- Equipment and props used for training, competition, and performance that are considered primitive weapons must be managed and used in accordance with the law.
- Decorative canopy: The height of the highest column must not exceed 3m, and protective padding must be placed around the decorative canopy.
- Climbing poles for the Lion must be securely fixed, with a maximum height not exceeding 10m. Poles taller than 6m must be made of metal. The base of the pole must be firm, with safety ropes, protective padding around the pole, and safety harnesses to ensure the safety of participants.
(3) Training instructor density: Each training instructor should not exceed 30 participants for one training session.
(4) Professional staff: There must be a team of suitable professionals and staff members for the activities.
Therefore, organizations requesting Certificates of eligibility for doing the sports business for Lion-Dragon Dance need to meet the above-mentioned requirements in order to be considered and granted Certificates of eligibility for doing the sports business.

What are the procedures for issuance of Certificates of eligibility for doing the sports business for Lion-Dragon Dance in Vietnam?
Pursuant to Section 18 Part II of Decision 775/QD-BVHTTDL 2024, the procedures for issuing Certificates of eligibility for doing the sports business for Lion-Dragon Dance are as follows:
- Enterprises shall submit their application via postal service or electronically or directly to the specialized sports agency under the provincial People's Committee where the sports business location is registered or where the enterprise's main office is located in the case of enterprises with multiple sports business locations.
- The specialized sports agency under the provincial People's Committee (referred to as the Certificate issuing agency) shall issue an acknowledgment receipt to the enterprise.
- In case the application needs to be modified or supplemented, the Certificate issuing agency shall directly notify or inform the enterprise in writing about the necessary modifications or supplements within a period of 03 working days from the date of receiving the application.
Therefore, organizations requesting Certificates of eligibility for doing the sports business for Lion-Dragon Dance need to follow the above-mentioned administrative procedures in order to be considered and granted Certificates of eligibility for doing the sports business.

- Application form for the issuance of Certificates of eligibility for doing the sports business (according to Form No. 02 in Appendix III of Decree 31/2024/ND-CP).
