What are the required documents for children in Vietnam when traveling by air?
Pursuant to Subsection 1 Section I of Appendix XIV promulgated together with Circular 13/2019/TT-BGTVT, the required documents for children in Vietnam when traveling by air are specified as follows:
(1) Children under 14 years old who do not have their own passport or attached to their parents' passport when checking in for domestic flights must present one of the following documents:
- Birth certificate;
- Certificate of the social organization for children nurtured by the social organization (valid only for 06 months from the date of certification).
Note: In case a child under 01 month old does not have a birth certificate, a birth notice is required.
(2) Children from full 14 years old or older check in the same as adults, but there are also some points to note as follows:
(2.1) For international flights, present the following identification documents:
- Passport or laissez-passer;
- Exit visa, permanent resident card, temporary residence card;
- Citizen identity card (if Vietnam and the concerned country have signed an international treaty or agreement allowing citizens of the contracting country to use citizen identity cards instead of using passports in each other's territory)...;
Note: For children who do not have their own passports, the child's full name, date, month, year of birth, and photo shall be written and affixed to the passport of the legal representative, including natural father, natural mother, adoptive father, adoptive mother or guardian.
(2.2) For domestic flights, present the following identification documents:
For children whose legal representative is a passenger bearing foreign nationality:
- Foreign passport or laissez-passer, exit visa;
- Permanent residence card, temporary residence card;
- Automobile or motorcycle driving license;
- Security control cards of airports and aerodromes with long-term use; identification cards of Vietnamese airlines.
For children whose legal representative is a passenger bearing Vietnamese nationality, 01 of the documents can be presented:
- Passport or laissez-passer;
- Exit visa, permanent resident card, temporary residence card;
- Identity card, citizen identity card;
- Identity cards and certificates of the people's police and people's army;
- Delegate card; Party membership card; Journalist card (if applicable)
- Automobile or motorcycle driving license;
- Card of the National Civil Aviation Security Committee; airport and aerodrome security control cards with long-term use (if any)
- Identification cards of Vietnamese airlines;
- Certificate of identity certified by the police authority of the ward or commune where permanent or temporary residence is registered (the certificate contains information showing the following contents:
+ Certifying agency, certifier; date, month, year of certification;
+ Full name, date of birth, gender, hometown, and permanent residence of the certified person; reason for certification.
A certificate with a photo, stamped and valid only within 30 days from the date of confirmation); certificate from the competent authority certifying that the passenger is the person who has just completed serving the sentence.
Note: The passenger's identification document used when traveling must be original and valid;
- Birth certificates or birth notices must be originals or certified copies;
- Documents without photos or with photos against the law shall not be accepted, except birth certificates, birth notices, and documents of competent authorities proving the escort.
Are birth certificates of children taking domestic fights in Vietnam required?
Pursuant to Subsection 1 Section I of Appendix XIV issued together with Circular 13/2019/TT-BGTVT as follows:
Children who do not have their own passport or attached to their parents' passport when checking in for domestic flights must present one of the following documents:
- Birth certificate;
- Certificate of the social organization for children nurtured by the social organization (valid only for 06 months from the date of certification).
Note: In case a child under 01 month old does not have a birth certificate, a birth notice is required.
Thus, in case there is no birth certificate, the certificate of the social organization can be used for children nurtured by the social organization or the birth notice can be used for a child under 01 month old.
Note: This document is only valid for 06 months from the date of certification.
Are children in Vietnam eligible for exemption from passport issuance fees?
Pursuant to the provisions of Clause 2, Article 5, Circular 25/2021/TT-BTC as follows:
Cases of fee exemption
1. Cases where fees are exempted
a) Guests (including spouse, children) of the Communist Party, the Government, the National Assembly or heads thereof invited personally.
b) Officials and employees of diplomatic missions, foreign consular missions and representative missions of international organizations in Vietnam and their family members (spouse and children under 18 years of age), regardless of passport type, that are not Vietnamese nationals and not residing in Vietnam are not required to submit fees on the basis of reciprocity.
c) Cases of exemption as per international agreement to which Vietnam is a signatory or reciprocity basis.
d) Cases of exemption as per international agreement to which Vietnam is a signatory or reciprocity basis.
e) Foreigners enter Vietnam to provide assistance or provide humanitarian support for Vietnamese organizations and individuals.
dd) Cases where visas and/or temporary residence is issued for foreigners in Vietnam violating the law and facing penalties without being financially capable and representative missions of home countries of the foreigners refuse to incur the fees or representative missions of home countries of the foreigners are not available in Vietnam.
Fee collectors shall decide whether the violating foreigners are eligible for exemption or not in this case and be legally responsible.
2. Exempt passport issuance fee for: Overseas Vietnamese who are subject to deportation decisions issued by competent agencies in host countries without possessing passports; overseas Vietnamese who must repatriate under international agreements on receiving citizens without passports and cases for humanitarian purposes.

Thus, children of guests (including spouses, and children) of the Communist Party, the Government, the National Assembly or heads included personally or children under 18 years of age of officials and employees of diplomatic missions, foreign consular missions, and representative missions of international organizations in Vietnam are eligible for exemption from passport issuance fees.
