How are training, retraining, and benchmarking certificates in Military schools regulated?

According to the regulations in Article 5 of Circular 63/2022/TT-BQP on the form of training, retraining, and benchmarking certificates in Military schools:

- The certificate form complies with Appendix I attached to Circular 63/2020/TT-BQP, which includes:

+ The language used is in Vietnamese and English.

+ The layout consists of 04 (four) pages, each page measuring 21cm x 14.5cm.

+ Pages 1 and 4 have a red-brown background; page 1 has the National Emblem, and the letters on page 1 are in yellow. Pages 2 and 3 have a yellow background, with yellow-orange patterned borders; the Dong Son drum is printed in the middle of page 2, and the Khue Van Pavilion is printed in the middle of page 3; the certificate name is in red, while other letters are in black.

How are training, retraining, and benchmarking certificates in Military schools regulated?

Do certificates templates in Military schools need to have codes and serial numbers?

As per the regulations in Clause 2, Article 7 of Circular 63/2022/TT-BQP on the management, use of certificate templates in Military schools:

Management and use of certificate templates

1. The management and use of certificate templates must ensure strictness, safety, confidentiality, and registration and management according to regulations.

2. Certificate templates must have codes and serial numbers for management. The codes are uppercase letters, and the serial numbers are sequentially arranged from smallest to largest starting from the initiation of certificate template printing; ensuring differentiation from other types of certificate templates. Each serial number is unique to one certificate template.

3. Damaged, incorrectly written certificate templates, templates of inferior quality, or unused templates due to template changes must be processed by the competent issuing authority’s management committee. The committee will convene to review and draw up a report on the disposal process, clearly stating the quantity, serial numbers, reasons for disposal, the condition of the certificate templates before disposal, and the disposal method. The disposal report must be stored in the records for tracking and management.

4. Incorrectly written certificates already signed and stamped by the competent authority must be processed according to Clause 3 of this Article.

5. In cases where the certificate templates managed by Military schools are lost or destroyed, a report must be compiled, and responsibilities dealt with according to legal provisions. The incident must be reported in writing to the Department of Military Security under the General Political Department and the School Department under the General Staff to compile reports to the competent authority as per the regulations of the State and the Ministry of National Defense.

Thus, certificate templates are required to have serial numbers and codes to help Military schools and competent authorities manage them easily.

What responsibilities do Military schools have in the implementation of issuing training, retraining, and benchmarking certificates?

According to the regulations in Article 26 of Circular 63/2022/TT-BQP, the managing body of Military schools has responsibilities in the issuance of training, retraining, and benchmarking certificates as follows:

- Directing and guiding Military schools under their management on the use of anti-counterfeit labels, certificate templates, and the printing and issuance of certificates as per regulations.

- Inspecting and overseeing the implementation of regulations on the management and use of certificate templates at Military schools according to legal provisions.

- Coordinating with relevant units of the Ministry of National Defense to address issues arising from the management and use of certificate templates and the issuance of certificates.

Furthermore, according to Article 27 of Circular 63/2022/TT-BQP about the responsibilities of Directors and Principals of Military schools:

- Has the authority to sign certificates; if the Military school does not have an appointed director or principal, the person assigned or in charge of the Military school has the authority to sign certificates. A copy of the appointment or assignment decision must be kept in the certificate issuance records.

- Issuing regulations on the printing, storage, confidentiality, use of certificate templates, anti-counterfeit labels, issuance of certificates, clearly defining the responsibilities of each unit and individual, and handling penalties in case of violations.

- Issuing certificate copies from the original register; re-issuing certificates; updating certificate contents; issuing, revoking, and canceling certificates as per the regulations of this Circular.

In cases where a Military school that issued certificates is merged, divided, or realigned, the authority to update the certificate content lies with the director, principal, or head of the agency currently tasked with managing the original certificate register.

- Responsible to higher management bodies and state laws for the management, use of certificate templates, anti-counterfeit labels, printing, and issuance of certificates.

- Ensure the accuracy and responsibility for information in the records and in the original certificate register.

- Ensure infrastructure, equipment, and fire safety to store certificate templates and issuance management records.

- Inspect the management, use of certificate templates, and issuance of certificates within the Military school's jurisdiction.

- Verify the authenticity of certificates upon request from agencies, organizations, or individuals.

- By December 31 each year, report the number of certificates used and the number of certificates issued during the year to the General Staff (via the School Department).
