What is the process for awarding the Vietnamese Communist Party badge in 2023?
Pursuant to subsection 1.1 Section III of Guideline 12-HD/BTCTW in 2022, the guidelines on the process of awarding Vietnamese Communist Party badges are as follows:
* Vietnamese Communist Party members
Vietnamese Communist Party members with full 30, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90 years of Vietnamese Communist Party age make a declaration of branch proposal; Vietnamese Communist Party members who lost the Vietnamese Communist Party Badge make a report stating the reasons for losing the Vietnamese Communist Party Badge; For deceased Vietnamese Communist Party members, family members make a declaration for the branch to consider.
* Branches
Considering, if meeting the criteria specified in Point 27.3.1 of Regulation 24-QD/TW in 2021 and Point 18 of Guideline 01-HD/TW in 2021, it is recommended that the superior committee consider awarding the Vietnamese Communist Party Badge, reissuing the lost Vietnamese Communist Party Badge or posthumously awarding the Vietnamese Communist Party Badge to deceased Vietnamese Communist Party members.
* Grassroots Vietnamese Communist Party Committee
- Review and report to the Vietnamese Communist Party committee directly on the list of Vietnamese Communist Party members proposing to award the Vietnamese Communist Party Badge (or proposing to reissue the Vietnamese Communist Party Badge, posthumously awarding the Vietnamese Communist Party Badge) to Vietnamese Communist Party members.
- Organize a ceremony to award the Vietnamese Communist Party Badge to Vietnamese Communist Party members. The awarding of the Vietnamese Communist Party Badge to deceased Vietnamese Communist Party members is given to family representatives at a ceremony or held at the Vietnamese Communist Party member's family.
* District commissioners and equivalents
- Consider and request the Standing Committee of the Provincial Vietnamese Communist Party Committee (and equivalent) to award the Vietnamese Communist Party Badge, reissue the Vietnamese Communist Party Badge and posthumously award the Vietnamese Communist Party Badge to Vietnamese Communist Party members.
- After making a decision, the organizing committee of the Vietnamese Communist Party committee shall record the number of Vietnamese Communist Party badges on the list of Vietnamese Communist Party members, record certificates, in the Vietnamese Communist Party badge book, assign the Vietnamese Communist Party Badge along with the decision and certificate of awarding the Vietnamese Communist Party Badge to the grassroots committee to organize the awarding of the Vietnamese Communist Party Badge to Vietnamese Communist Party members.
- Assign committees and award Vietnamese Communist Party Badges to Vietnamese Communist Party members.
* Standing Committee of provincial committees and equivalents
On the basis of the proposal of the committee-level organizers:
- Consider and make a decision to award the Vietnamese Communist Party Badge, reissue the Vietnamese Communist Party Badge or posthumously award the Vietnamese Communist Party Badge (general decision and accompanying list, decision for individual Vietnamese Communist Party members).
- The Provincial Vietnamese Communist Party Committee Organizing Committee and equivalent after each annual review of the Vietnamese Communist Party Badge (3-2, 19-5, 2-9, 7-11) compile a list of Vietnamese Communist Party members to be awarded the Vietnamese Communist Party Badge for management.
Thus, the awarding of Vietnamese Communist Party badges is carried out in accordance with the above-mentioned process.

How are rewards for Vietnamese Communist Party members regulated?
Pursuant to subsection 19.2, Section 19 of Guideline 01-HD/TW in 2021, the reward for Vietnamese Communist Party members is as follows:
Reward Vietnamese Communist Party members periodically:
- Grassroots Vietnamese Communist Party committees and grassroots branches shall award certificates of merit to Vietnamese Communist Party members who meet the criteria of "Excellent completion of tasks" during the year.
- The Standing Committee of district committees and equivalents shall award certificates of merit to Vietnamese Communist Party members who meet the criteria of "Excellent completion of tasks" for 5 consecutive years.
- The Standing Committee of provincial committees and equivalents shall award certificates of merit to Vietnamese Communist Party members who meet the criteria of "Excellent completion of tasks" for 5 consecutive years.
The standard of Vietnamese Communist Party members "Successfully completing tasks" follows the Guidelines of the Central Organizing Committee.
Reward non-recurring Vietnamese Communist Party members:
- In addition to periodically considering and rewarding Vietnamese Communist Party members, superior Vietnamese Communist Party committees should promptly consider and reward Vietnamese Communist Party members with exceptionally excellent achievements, typical in each field, in the performance of assigned tasks such as in production, study, scientific research, cultural activities, art, education, physical education, sports, defense, security... be awarded prizes by competent authorities or take courageous actions in fighting, labor, preventing and combating natural disasters, fighting corruption, negativity and social evils, being awarded the titles of heroes and emulation soldiers by the State...
- The Standing Committee of district committees and equivalents shall award certificates of merit to Vietnamese Communist Party members with outstanding achievements and awarded prizes by the State in national entrance examinations and competitions; are typical emulation soldiers at the ministerial, sectoral, provincial and city levels.
- The Standing Committee of provincial committees and equivalents shall award certificates of merit to Vietnamese Communist Party members with exceptionally excellent achievements and awarded by international organizations; being awarded the title of hero and national emulation warrior by the State, winning the first prize in national entrance exams and competitions.
At what time will bonuses and funds reward Vietnamese Communist Party members be granted by the State?
Pursuant to subsection 19.3, Section 19 of Guideline 01-HD/TW in 2021, it is stated as follows:
19.3. Bonuses, reward funds
a) Bonuses accompanied by forms of reward of the Vietnamese Communist Party and the State shall comply with the regulations of the Secretariat, decrees of the Government, instructions of Vietnamese Communist Party and state financial agencies.
b) Annually (at the end of the third quarter), the organizing agency of the Vietnamese Communist Party committee shall make a budget for the next year's commendation of the Vietnamese Communist Party ministries, report to the standing committees of provinces, cities, ministries and sectors to transfer to state agencies and financial agencies at all levels to synthesize into the general reward budget of the committees, departments, ministries, departments and localities.
Accordingly, every year (at the end of quarter 3), the organizing agency of the Vietnamese Communist Party committee shall make a budget for the next year's reward of the Vietnamese Communist Party ministries, report to the standing committees of provinces, cities, ministries and sectors to transfer to state agencies, financial agencies at all levels to synthesize into the general reward budget of the committees, Departments, Ministries, Departments and Localities.
