Which authorities conduct inspection and supervision of honey production facilities in Vietnam?
According to the provisions of Article 4 of Circular No. 15/2022/TT-BNNPTNT, the authorities that inspects and supervises honey production facilities in Vietnam includes:
- The Department of Animal Health shall inspect and supervise honey production facilities (which include beekeeping facilities, honey purchasing facilities, and honey processing facilities) for export; honey production facilities for both export and domestic consumption.
- Departments of Agriculture and Rural Development shall inspect and supervise honey production facilities other than those mentioned under Clause 1 of this Article.
- Department of Animal Health and Departments of Agriculture and Rural Development shall be collectively referred to as inspection and supervision authorities.
Thus, the Department of Animal Health has the responsibilities specified in Article 13 of Circular No. 15/2022/TT-BNNPTNT as follows:
- Carry out tasks under Point b Clause 3 Article 5 hereof.
- On an annual basis, review, adjust, and revise Supervision program pertaining to indicators, sample analysis methods, maximum permissible residue level in honey, and list of facilities placed under supervision and notify agencies, organizations, and individuals relating to Supervision program.
- Produce list and update dossiers, codes of production facilities of export honey in supervision program; systematically store all relevant information and data.
- Inspect origin tracing and correction results of facilities from which samples that do not meet veterinary hygiene and food safety standards are collected during supervision in accordance with Circular No. 17/2021/TT-BNNPTNT.
- Conduct inspection in order to issue certificate of veterinary hygiene for production facilities of export honey in accordance with Point a Clause 1, Clauses 2 through 6 Article 37 of Circular No. 09/2016/TT-BNNPTNT amended by Clause 10 Article 1 of Circular No. 10/2022/TT-BNNPTNT.
- Consolidate and report figures, provide explanation for issues pertaining to the implementation of Supervision program; produce annual, periodic, and irregular reports at request of Ministry of Agriculture and Rural Development pertaining to implementation results; consolidate information, analyze, and assess appropriate activities in order to propose necessary corrective measures or adjustment and revision to Supervision program.
- Manage, use, and distribute expenditure on implementing approved Supervision program to entities affiliated to the Department of Animal Health as per the law.
- Popularize, publicize, and guide honey production facilities to adhere to this Circular and regulations, standards and regulations pertaining to residues in honey products, the use of veterinary drugs in preventing and treating diseases of bees in order to meet veterinary health and food safety standards in honey production.
- Organize training and provide professional guidance for agencies, organizations, and individuals related to the implementation of Supervision program.
- Take charge and cooperate with inspectorates of competent authorities of importing countries; report, provide information at request of competent authorities of importing countries.

According to the provisions of Article 8 of Circular No. 15/2022/TT-BNNPTNT:
Basis for developing Supervision program
1. List of honey production facilities that have obtained certificate of veterinary hygiene or certificates equivalent to certificate of veterinary hygiene together with information pertaining to the facilities (name, address, phone number, email), date of issue, validity, and issuing authority.
2. Honey yield of the year preceding the year in which Supervision program is developed.
3. Test results of honey and bee feed samples of Supervision program implemented 3 years prior to the year in which Supervision program is developed.
4. Warnings and recommendations of competent authorities pertaining to food safety for honey in order to determine indicators that potentially lead to food safety violation.
5. Requirements and regulations of Vietnam pertaining to the use of chemicals, antibiotics, veterinary drugs prohibited or restricted for use in animal health; regulations of importing countries with respect to honey production for export.
What are the details of the veterinary hygiene and food safety supervision program for honey in Vietnam?
According to the provisions of Article 9 of Circular No. 15/2022/TT-BNNPTNT, the veterinary hygiene and food safety supervision program for honey has the following details:
- Supervise compliance of honey production facilities with regulations and law on veterinary health and food safety
+ With respect to production facilities of export honey: supervise in accordance with Clause 1 and Clause 2 Article 7 hereof;
+ With respect to honey production facilities other than those specified under Point a of this Clause: supervise in accordance with Circular No. 17/2018/TT-BNNPTNT and Circular No. 38/2018/TT-BNNPTNT;
+ With respect to honey production facilities with unqualified supervision indicators: comply with Clause 4 Article 7 hereof.
- Develop supervision sample pool and announce the plan for implementing Supervision program, including:
+ Quantity of honey samples collected from beekeeping facilities, honey purchasing facilities, and honey processing facilities in order to monitor residues and contaminating microorganisms;
+ Quantity of feed collected from beekeeping facilities in order to supervise the use of veterinary drug in beekeeping;
+ Notify the plan for implementing Supervision program to relevant agencies, entities, and facilities where samples are collected.
- Collect samples, adjust sampling plan (if necessary), and analyze samples based on annual approved indicators and analysis methods in accordance with Article 10 hereof.
- Deal with samples that do not meet veterinary hygiene and food safety standards in accordance with Article 11 hereof.
- Consolidate and produce report on annual supervision results for management purposes and at request of importing countries (in case of production facilities of export honey).
