How is the citizen reception regime of the provincial and municipal Party Committees directly under the Central Government regulated?
According to Article 6 of Regulation 09-QD/VPTW 2017, citizen reception policies are regulated as follows:
(1) Allowance regime
- Individuals who have not yet received job-based responsibility allowances, when performing tasks of receiving citizens, handling complaints, denunciations, petitions, and reflections at reception offices or designated places, are entitled to an allowance of 100,000 VND/day/person;
- For those who are receiving job-based responsibility allowances, the allowance is 80,000 VND/day/person.
- Officials assigned or designated by authorized levels to perform tasks of receiving citizens, handling complaints, denunciations, petitions, reflections at the Central citizen reception office are entitled to an allowance of 150,000 VND/day/person;
- For those receiving job-based allowances, the allowance is 120,000 VND/day/person.
- The following individuals assigned or designated by the authorities to participate in citizen reception, maintaining security, order, and ensuring health services at reception offices or designated places are entitled to an allowance of 50,000 VND/day/person:
+ Cadres, officials;
+ Officers, non-commissioned officers, soldiers, professional servicemen, and national defense employees in the armed forces;
+ Civil defense, health, and traffic officers;
+ Heads, deputies of heads of agencies, organizations, units, and officials assigned by authorized levels with duties to handle complaints, denunciations, petitions, and reflections.
(2) Citizen reception attire regime
- Cadres, officials, and workers in specialized advisory and assisting agencies of provincial or municipal Party Committees are supported with a clothing allowance of 500,000 VND/person/year.
Note: The attire policy is not applied to: Cryptography officers; those entitled to clothing-making policies.

1- Gift giving regime for policy beneficiaries, revolutionary veterans, national contributors, Vietnamese Heroic Mothers, patriotic intellectuals, etc. Considering the actual situation and the allocated budget, the Standing Committee of the provincial or municipal Party Committee will make a decision.
2- Inquiry and condolence regime
a) Inquiry regime
- Members of the Standing Committee, members of the Executive Committee of the Provincial or Municipal Party Committee (including former members) when sick and hospitalized as decided by the Standing Committee, with a maximum expenditure of 2,000,000 VND/person. The Organizing Committee will present the Standing Committee for final approval and implement this expenditure policy.

Thus, the social work expenditure policies of the provincial and municipal Party Committees directly under the Central Government are as follows:
(1) Gift giving regime for policy beneficiaries, revolutionary veterans, national contributors, Vietnamese Heroic Mothers, patriotic intellectuals, etc.
Considering the actual situation and the allocated budget, the Standing Committee of the Provincial or Municipal Party Committee will make a decision.
(2) Inquiry and condolence regime
- Inquiry regime
+ Members of the Standing Committee, members of the Executive Committee of the Provincial or Municipal Party Committee (including former members) when sick and hospitalized: Maximum expenditure of 2,000,000 VND/person.
+ Cadres, officials, workers (including retirees) working in specialized advisory and assisting agencies of provincial or municipal Party Committees when sick and hospitalized: Maximum expenditure of 1,000,000 VND/person.
+ In case the aforementioned individuals have severe illnesses or special circumstances, the expenditure amount is as decided by the Standing Committee of the Provincial or Municipal Party Committee.
- Condolence regime
+ Members of the Standing Committee, members of the Executive Committee of the Provincial or Municipal Party Committee (including former members) upon death: Expenditure of 2,500,000 VND/person and 1 wreath.
+ Cadres, officials, workers (including retirees) working in specialized advisory and assisting agencies of provincial or municipal Party Committees upon death: Expenditure of 2,000,000 VND/person and 1 wreath.
+ Biological parents; parents-in-law (or parents of spouse); spouse; children of members of the Standing Committee, members of the Executive Committee of the Provincial or Municipal Party Committee (including former members) upon death: Expenditure of 1,500,000 VND/person and 1 wreath.
+ Biological parents; parents-in-law (or parents of spouse); spouse; children of officials, workers in specialized advisory and assisting agencies of provincial or municipal Party Committees.
How much is the expenditure regime for conferences of the provincial and municipal Party Committees directly under the Central Government?
According to Article 5 of Regulation 09-QD/VPTW 2017, conference expenditure policies include:
- Conferences of the provincial or municipal Party Committee, conferences convened and chaired by the Standing Committee of the Provincial or Municipal Party Committee (excluding regular conferences of the Standing Committee of the Provincial or Municipal Party Committee) are allocated for meals for delegates and guests during the conference period.
- The expenditure amount is 1.5 times the meal allowance for delegates who do not receive salaries from the state budget according to current regulations, and covers accommodation costs (for delegates from remote areas who need to stay overnight during the conference period).
- Annual summary conferences by specialized advisory and assisting agencies of provincial or municipal Party Committees are allocated for meals for delegates and guests during the conference period: The expenditure amount is equal to the meal allowance for delegates who do not receive salaries from the state budget according to current regulations.
- For other conferences, depending on the scale and nature of the conference, the Standing Committee of the Provincial or Municipal Party Committee will decide on meal allowances and accommodation costs for delegates and guests.
