What are the regulations on provincial-level procedures for issuance of fire prevention and fighting equipment inspection certificate in Vietnam?
Pursuant to sub-section 15, Part B, Section II, of the Administrative Procedures issued together with Decision 3384/QD-BCA-C07 2024 guiding the provincial-level procedures for issuance of fire prevention and fighting equipment inspection certificate as follows:
- Step 1: Individuals or organizations prepare the dossier in accordance with the law.
- Step 2: Individuals or organizations submit the dossier to the Provincial Department of Fire Protection, Firefighting, and Rescue Police.
- Step 3: The receiving officer checks the validity and components of the dossier (documents submitted can be originals, certified copies, photocopies with originals for comparison when submitting in person or via public postal service; originals or electronic certified copies when submitting online through the national public service portal, Ministry of Public Security’s portal).
+ If the dossier is valid and complete, a receipt of administrative procedure for fire protection and firefighting will be issued to the applicant, and one copy will be kept on file or an acceptance notice will be sent via email or phone message to the submitting entity;
+ If the dossier is incomplete or invalid, it will be returned with instructions for completion, and the information will be recorded in a guidance sheet with one copy for the applicant and one for filing, or the supplementary guidelines will be communicated via email or phone message to the submitting entity.
- Step 4: Based on the appointment date on the receipt of administrative procedure for fire protection and firefighting or the notice via email or phone message, the individual or organization can collect the result directly at the submission place, via public postal service, or receive the electronic result on the submitted service account.
- Method of Implementation:
+ Directly: Submit the dossier directly at the One-Stop Department of the Provincial, City-level Fire Protection, Firefighting, and Rescue Police.
+ Public Postal Service: Submit the dossier via public postal service.
+ Online: Submit the dossier at the National Public Service Portal or the Ministry of Public Security's Public Service Portal.
- Processing Time:
No more than 05 working days from the date of receiving a complete dossier as prescribed.
If the fire prevention and fighting equipment inspection certificate is not issued, a written response stating the reason must be provided.

According to Clause 11, Article 38, Decree 136/2020/ND-CP amended by Point d, Clause 13, Article 1, Decree 50/2024/ND-CP stipulating the authority to issue the fire prevention and fighting equipment inspection certificate in Vietnam as follows:

11. The Provincial Department of Fire Protection, Firefighting, and Rescue Police is authorized to issue the Certificate of Inspection for the fire protection and firefighting equipment specified in Appendix VII attached to this Decree of the entity requesting the inspection certificate, with samples taken for inspection within their managed area.
Thus, the Provincial Department of Fire Protection, Firefighting, and Rescue Police is the competent authority to issue the fire prevention and fighting equipment inspection certificate.
Components and quantity of the application for Issuing the fire prevention and fighting equipment inspection certificate at the Provincial Level in Vietnam
According to sub-section 15, Part B, Section II, of the Administrative Procedures issued together with Decision 3384/QD-BCA-C07 2024 guiding the provincial-level procedures for issuance of fire prevention and fighting equipment inspection certificate in Vietnam as follows:
(1) Application form for the fire prevention and fighting equipment inspection certificate (Form PC27), original, quantity: 01.
(2) Inspection report of fire protection and firefighting equipment from the consulting service provider, original or certified copy or copy with original for comparison, quantity: 01.
(3) Sample collection report of fire protection and firefighting equipment (Form PC28), original or certified copy or copy with original for comparison, quantity: 01.
(4) Certificate of origin or manufacture of the equipment, original or certified copy or copy with original for comparison, quantity: 01.
(5) Quality certificate of the equipment (if any), original or certified copy or copy with original for comparison, quantity: 01.
(6) Technical documents of the equipment to be inspected, original or certified copy or copy with original for comparison, quantity: 01.
