In Appendix 2 issued together with Circular 04/2024/TT-BTC, it is stipulated that there are 17 job positions for public employees in the financial sector from March 6, 2024, including:
- Rank 1 professional title: Senior specialist in insurance calculation;
- Rank 2 professional titles: Principal specialist in the implementation of the national database system on prices, Principal specialist in insurance calculation, Principal specialist in technology preservation trials, Principal specialist in quality testing of reserve goods, Principal specialist in inspection and calibration of preservation equipment, Principal specialist in analysis of import and export commodities;
- Rank 3 professional titles: Specialist in the implementation of the national database system on prices, Specialist in insurance calculation, Specialist in technology preservation trials, Specialist in quality testing of reserve goods, Specialist in inspection and calibration of preservation equipment, Specialist in analysis of import and export commodities, Specialist in laboratory and machine room management, sample reception, Specialist in financial services;

What is the basis for determining job positions for public employees in the financial sector in public service providers in Vietnam?
According to Clause 2, Article 3 of Circular 04/2024/TT-BTC, the determination of job positions for public employees in the financial sector is regulated as follows:

2. The basis for determining leadership, management positions, and public employee positions in the financial sector in public service providers shall be implemented according to Clause 1, Article 4 of Decree No. 106/2020/ND-CP.

Additionally, Clause 1, Article 4 of Decree 106/2020/ND-CP stipulates:
Basis for determining job positions, number of employees, and the structure of public employees according to professional titles
1. The basis for determining job positions includes:
a) Functions, tasks, powers, and organizational structure of public service providers;
b) The complexity, nature, characteristics, and scale of activities; the scope and subjects of service; the process of managing professional and operational tasks according to the specialized legal provisions.

Thus, based on the functions, tasks, powers, and organizational structure of public service providers to determine the job positions of public employees in the financial sector.
Additionally, the basis for determining job positions of public employees in the financial sector also includes the complexity, nature, characteristics, scale of activities; the scope and subjects of service; the process of managing professional and operational tasks according to specialized legal provisions.
What are the conditions for registering to recruit public employees in Vietnam?
According to Article 22 of the Law on Public Employees 2010 as amended by Point a, Clause 12, Article 2 of the Law amending the Law on Cadres, Civil Servants and the Law on Public Employees 2019, the conditions for registering to recruit public employees are as follows:
Conditions for registration for recruitment
1. Persons with the following conditions, regardless of ethnicity, gender, social status, belief, or religion, are eligible to register for recruitment as public employees:
a) Having Vietnamese nationality and residing in Vietnam;
b) Being 18 years or older. For some cultural, artistic, physical training, and sports activities, the recruitment age may be lower according to the law; with the written consent of the legal representative;
c) Having an application for registration;
d) Having a clear background history;
dd) Having diplomas, training certificates, or occupational practice certificates or suitable skills and talents for the job position;
e) Being in good health to perform the job or task;
g) Meeting other conditions according to the requirements of the job position defined by the public service provider but not contrary to the provisions of law.
2. The following persons are not eligible to register for recruitment as public employees:
a) Persons who have lost or are restricted in civil act capacity;
b) Persons who are being prosecuted for criminal liability; who are serving a criminal sentence or decision of the court; who are under administrative measures for compulsory detoxification, compulsory education, or in a reformatory school.
Furthermore, Article 5 of Decree 115/2020/ND-CP also stipulates the conditions for registering to recruit public employees as follows:
Conditions for registration for recruitment as public employees
1. The conditions for registration for recruitment shall be implemented according to Article 22 of the Law on Public Employees. Agencies and units with the authority to recruit public employees as specified in Clause 1, Article 24 of the Law on Public Employees may add other conditions according to the requirements of the job position specified at Point g, Clause 1, Article 22 of the Law on Public Employees but must not be lower than the general standards, must not be contrary to the provisions of law, and must not discriminate based on training types.
2. Persons registering for positions in the cultural, artistic, physical training, and sports fields may be younger than 18 years but must be at least 15 years old with the written consent of their legal representative.
Thus, a person with Vietnamese nationality and residing in Vietnam, 18 years or older (or younger for certain fields as regulated), having an application for registration, a clear background history, appropriate diplomas and certificates, good health, meeting the conditions according to the requirements of the job position, and not falling into the categories not eligible for registration, is eligible to register for recruitment as a public employee.
Note: Circular 04/2024/TT-BTC takes effect from March 6, 2024.
