Pursuant to Article 5 of Circular 10/2022/TT-BYT stipulates as follows:
Disclosure of information and retention of project results for rare herbal material
1. Disclosure of information about rare herbal material projects shall be in accordance with the provisions of Article 29 of Decree No. 27/2002/ND-CP and other relevant legal regulations.
2. The disclosure of information about rare herbal material projects includes the following information:
a) Information about the valuable medicinal herb project includes: Name, objectives, content, products, list of subjects eligible to benefit from policies, leading unit of the linkage, members of the linkage, implementation time, total investment level, investment level of the participating enterprises, summary of the project results, to be publicly announced on the electronic information page of the valuable medicinal herb project management agency, the governing agency of the valuable medicinal herb program, and the lead unit of the valuable medicinal herb project component or on other mass media as per current regulations.
b) Communication about the project results for rare herbal material shall be carried out in accordance with the provisions of the Press Law and the provisions of Clause 2, Article 4 of Circular No. 15/2022/TT-BTC dated March 4, 2022 of the Minister of Finance, regulating the management and use of non-business funds for the implementation of the national target program for socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, Phase I: from 2021 to 2025 (hereinafter abbreviated as Circular No. 15/2022/TT-BTC).
c) Localities implementing the project, the leading unit of the valuable medicinal herb project, and the technology application support organization are responsible for disseminating, popularizing, and expanding the results of the project.
3. The retention of the project results for rare herbal material shall be in accordance with the provisions of the law on archiving.
According to the above regulations, when disclosing information about rare herbal material projects, it is mandatory to disclose information such as name, objectives, content, products, list of subjects eligible to benefit from policies, leading unit of the linkage, members of the linkage, implementation time, total investment level, investment level of the participating enterprises, and summary of the project results.

Disclosure of information about the national target program
1. The program owner, component project owner, governing agency of the program, agencies, units, and subordinate levels shall disclose information about the national target program according to their functions and duties.
2. The contents of the information disclosure about the national target program include:
a) Management documents, administration, organization for implementing the national target program; investment decisions for the national target program in each phase; criteria, allocation norms for the national target program budget.
b) Implementation plans of the program for each 5-year period and annually at each level; list of investment projects in the area; mobilization status of resources and other funds.
c) Reports on the results of the national target program; financial reports as prescribed (including: settlement reports on the use of funds, implementation volume, and disbursement results of investment projects).
d) Results of inspection, verification handling of violations, corrupt cases related to officials involved in managing, administering, and implementing the national target program.
dd) Feedback from the public and results of feedback handling.
3. The form, timing of information disclosure about the national target program shall follow the provisions of the law on information access.
The program owner, component project owner of the valuable medicinal herb project, and their subordinate levels will disclose information about the valuable medicinal herb project under the national target program.
The disclosure of information about rare herbal material projects under the national target program must ensure the contents as prescribed above.

Pursuant to Article 28 of Decree 27/2022/ND-CP stipulates as follows:
Communication about the national target program
1. Requirements for implementing communication activities about the national target program:
a) Design communication content about the national target program suitable to cultural characteristics, customs, and receiving capacity of each target group in each area.
b) Diversify communication forms; prioritize communication forms with the participation of the local community.
c) Integrate contents in communication activities about the national target program to ensure economy, efficiency, and avoid duplication and waste.
2. Communication activities about the national target program:
a) Develop plans, design communication content about the national target program.
b) Implement communication about legal provisions, guidance documents related to the national target program.
c) Implement communication about good practices, exemplary models, achieved results, difficulties, and obstacles arising in the management and implementation of the national target program.
d) Implement policy dialogue activities in the national target program.
dd) Organize press competitions to propagate the national target program.
3. Forms of communication:
a) Issue specialized columns, communication publications, digital products, and other communication forms (if any).
b) Community activities.
c) Through reputable individuals, exemplary farmers.
Thus, communication activities about rare herbal material projects under the national target program must ensure requirements on content design, diversify communication forms, and integrate contents in communication activities as regulated above.
