3. Communications
3.1. Expenses for providing telephones, paying for telephone bills at home and mobile phones for officials in trade unions as follows:
3.2. Expenses for phone payment
- Landline phone at home: In addition expenses for the device as prescribed above, standard titles are paid for installation and network connection according to financial invoices and only one time payment for installation costs when promoted and transferred to the agency.
- Mobile phone:
+ If an cadre who has been paid by the trade union to buy a mobile phone, is transferred to another agency during the congress or stops holding his/her position, the agency will not recover the money for the provision of mobile phones. If the mobilization is within a trade union, the receiving agency does not pay for the provision of mobile phones.
+ The titles that are granted mobile phones as prescribed in the table for more than five years (05) are provided with money to buy a mobile phone once (calculated according to the term of the congress). In case of being additionally elected (or appointed) but for less than 5 years, they are still entitled to the allowance as prescribed. Employees are provided with money to buy cell phones when damaged, self-repair or replace.
- For the direct superior trade union which is an enterprise, the president of the full-time trade union shall receive a salary equivalent to the position of Deputy General Director of the enterprise, and shall be paid charges for landline telephones at home, mobile phones, and provided money to buy mobile phones as Deputy General Director according to the regulations of the enterprise.
- Public employees in trade union agencies are not eligible to pay phone charges at home and mobile phones as prescribed in the table above, but due to the requirement to perform assigned tasks, the agency must support electricity bills. During the telephone call, the head of the estimating unit decides the level of support, but the maximum expenditure must not exceed 100,000 VND/person/month.
- The subjects are entitled to pay telephone charges as specified in the above table, but due to the fact that the actual telephone charges to perform the task are not enough, the Head of the estimating unit considers and decides to increase expense, but do not exceed the telephone charges of the adjacent title. Trade union agencies and units are not allowed to use trade union finance to spend more than the level prescribed by the General Confederation and to spend on objects not specified in the regulations.
- The titles are entitled to pay phone charges at home and mobile phones when there is a decision to retire, or to move to another unit, the agency will stop paying phone charges from the date of decision, the case at the latest within the month there is a decision. For the President and Vice President of the General Confederation, when deciding to retire, the agency will pay an extra month of phone charges."

4.1. Standards for using car

- Leaders of departments and units under the General Confederation; Provincial, municipal and equivalent Labor Confederations and grassroots direct superior trade unions with a coefficient of leadership allowance from 0.7 to less than 1.25 (excluding part-time allowance) are used. car when the agency sends on a business trip.
