6. Application for registration of change to use of land/property on land due to change to the ownership of the land user/owner of property on land; decrease in land lot area due to natural erosion; change to restriction on land use rights; change to financial obligations; or change to property on land in comparison with registered content and issued certificate shall include:
a) Application for registration of change to land and property on land, made using Form No. 09/DK.
b) Original copy of the issued certificate;
c) Any of the following documents related to the change:
- Written approval of competent authority as per the law in case of change to name of individual or household representative;
- Written agreement of the household certified by the commune-level People’s Committee in case of change of the representative that is a household member; written information about the household head extracted from the national population database by the procedure-processing authority according to regulations in Article 14 of Government's Decree No. 104/2022/ND-CP dated December 21, 2022 on amendments to Decrees on submission and presentation of household registration books, temporary residence registration books upon carrying out administrative procedures or providing public services in case of change of the representative that is the household head;
- Written agreement of the residential community certified by the commune-level People’s Committee in case of change to the name of the community;
- Written confirmation of natural erosion made by the commune-level People’s Committee in case of decrease in area of the land lot/property on land due to natural erosion;
- Documents on fulfillment of financial obligations in case where the issued certificate records a debt or late fulfillment of financial obligations, unless the land user is exempt from fulfilling a part or all obligations due to change in law;
- Decision of the competent authority on change to restriction on land use rights/ownership of property on land stated in the certificate in case such restriction is imposed according to a decision on land allocation, land lease or recognition of land use rights; written consent for change to restriction of persons with relevant interests verified by the commune-level People’s Committee in case of change to restriction according to a written document on transfer of land use rights;
- Copy of one of the documents mentioned in Articles 31, 32, 33 and 34 of Decree No. 43/2014/ND-CP, showing the changed content in case of change to information on property on land stated in the certificate.
Therefore, when land users and owners of property attached to land change their financial obligations, the registration of changes must be carried out according to the aforementioned content.

The procedure for registration procedures of changes in land due to change to financial obligations of land users in the National Public Service Portal of Vietnam is guided in Appendix 2 issued with Official Dispatch 7706/BTNMT-TCQLDD in 2022 with the following steps:
Step 1: Land users register an account, log in to the National Public Service Portal and perform the following:
- Search and select the public service dossier submission: Registration of changes in land and property due to changes in financial obligations.
- Enter information in the Application for changes in land and property (Form 09) and check the information with the national enterprise registration database.
+ Case 01: If the verification is successful, save the registration information;
+ Case 02: If the verification fails, the system will notify the land user to update the information in the application.
- Attach copies or scans of other relevant documents to the dossier.
- Choose the method of sending the original Certificate, original documents, and receive the result of the administrative procedure through the postal service or directly at the receiving agency and return the result of the administrative procedure;
- Choose to confirm the changes on the issued Certificate or issue a new Certificate of land use right, ownership of residential houses, and other property attached to land.
- Choose to submit the dossier to the land registry (For localities that have not established a land registry: Department of Natural Resources and Environment) for acceptance and settlement of the dossier.
Step 2: Receive the dossier
After receiving the registration dossier, the officer in charge of the Dossier Reception and Result Return Division is responsible for checking the dossier information and notifying the land user through the National Public Service Portal account, email, or SMS, specifically as follows:
- Case 01: If the dossier does not meet the requirements, the officer will clearly state the reason for rejecting the dossier.
- Case 02: If the dossier is incomplete or invalid, the officer will send a notice to supplement and complete the dossier according to regulations.
- Case 03: If the dossier is complete and valid, the officer will receive the dossier and send a Receipt and Result Return Form.
For cases where the dossier is complete and valid, the Dossier Reception and Result Return Division sends the complete and valid dossier to the land registry/Department of Natural Resources and Environment for settlement.
Step 3: Settle the dossier
- The leaders of the land registry/Department of Natural Resources and Environment access the National Public Service Portal of the Ministry of Natural Resources and Environment or the provincial public service portal to perform the assignment of processing procedures (Division/Office/Officer).
- The land registry/Department of Natural Resources and Environment returns the result to the Dossier Reception and Result Return Division.
Step 4: Return the result
The officer of the Dossier Reception and Result Return Division returns the result of the administrative procedure according to the chosen form by the land user (through the postal service or directly at the receiving agency and return the result of the administrative procedure).
