According to the provisions of Clauses 2 and 3, Article 4 of Circular 38/2022/TT-BGTVT of Vietnam stipulating the standards of professional qualifications for class 1 marine search and rescue - Code: V.12.45.01 as follows:
Standards of training and retraining qualifications:
+ Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;
+ Possess a certificate of training according to the standards of professional titles of public employees specialized in maritime search and rescue.
- Standards of professional and professional competence:
+ Firmly grasp the guidelines, lines and policies of the Party and laws of the State; management knowledge in the field of maritime search and rescue and the provisions of the law on public service regimes, officials, functions and tasks of the Vietnam Maritime Search and Rescue Coordination Center;
+ Mastering the situation and development trend of maritime search and rescue in the country and the world; timely update modern technologies in the world's maritime search and rescue; organize research in service of information management and processing;
+ Capable of proposing and advising on policy making for the development of maritime search and rescue;
+ Strong writing and presentation skills; well solve the assigned tasks;
+ Capable of analyzing, synthesizing, systematizing and proposing methods to complete or solve practical problems being raised within the scope of work;
+ Capable of organizing and implementing the application of scientific and technical advances to improve and raise the quality and efficiency of work in the field of maritime search and rescue;

Pursuant to the provisions of Clauses 2 and 3, Article 6 of Circular 38/2022/TT-BGTVT of Vietnam stipulating the standards of professional qualifications and skills of class 3 marine search and rescue, Code: V.12.45. 03 as follows:
Standards of training and retraining qualifications:
+ Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;
+ Possess a certificate of training according to the standards of professional titles of public employees specialized in maritime search and rescue.
- Standards of professional and professional competence
- Firmly grasp the guidelines, guidelines and policies of the Party and laws of the State; regimes and policies of the industry, field and basic knowledge in the field of maritime search and rescue;
- Understand the objectives and objects of operation in the maritime domain, the system of principles and management mechanisms of the specialized maritime search and rescue operation;
- Understand the process of developing specific plans, plans and decisions and have good knowledge of the search and rescue industry and field;
- Having research methods, summarizing and proposing and improving professional skills; having the capacity to carry out work to ensure progress, quality and efficiency;
- Understand the reality, grasp the development trend of the search and rescue industry and field;

Article 3 of Circular 38/2022/TT-BGTVT of Vietnam stipulates general standards of professional ethics of marine search and rescue public employees as follows:
- Comply with the guidelines, guidelines and policies of the Party and laws of the State.
- Honesty, objectivity, high sense of responsibility for the assigned work; properly and fully perform the obligations of public employees in professional activities.
- Consciously cultivate ethics, preserve professional quality, honor and prestige; do not abuse their assigned positions and tasks for personal gain; solidarity, creativity, self-improvement, willingness to absorb and learn new knowledge; have a sense of coordination, help colleagues, share experiences at work; actively participate in scientific research, technical innovation initiatives to develop careers and improve qualifications.
Circular 38/2022/TT-BGTVT of Vietnam takes effect from March 1, 2023.
