What are the procedures to for renewal of Class A1 driving license on the Vietnam National Public Service Portal in 2023? How much is the fee?
Pursuant to Clause 2, Article 38 of Circular 12/2017/TT-BGTVT as amended by Clause 7, Article 2 of Circular 01/2021/TT-BGTVT, the person renewing his/her driving license will submit 01 application directly or on the Vietnam National Public Service Portal to Vietnam Road Administration or Department of Transport.
Accordingly, for online application submission, people can do so through the following two service portals:
Specifically, the procedure for renewal of Class A1 driving license is guided as follows:
(1) Implemented on the Vietnam National Public Service Portal (https://dichvucong.gov.vn)
Step 1: Log in to the system
Step 2: Choose the service to change your license
People click on "Online public services" → Select "Outstanding public services". Then click on the procedure "Change driving license"
Step 3: Choose an implementing agency
Step 4: Click submit online application
Step 5: Declare profile information
People do:
- Choose a receiving agency:
- Select the receiving location corresponding to the receiving agency
- Choose a reason to change your license
- License number: Enter the license number that has been issued a license number →Click "Look Up" => The system checks ID card information, full name in the license with identical account information
=> Display driver information and issued license information.
At the same time, the system connects to the road traffic violation database of the Traffic Police Department and Traffic Inspectorate to check the status of temporary license suspension or revocation.
- Information required to change: Users need to change information about citizen ID card number and permanent residence, then select these 2 items.
- Driver health information: Choose 1 of 2 options: use electronic health certificate or use electronic authentication health certificate:
+ If you choose "Use electronic health examination": Enter health certificate number information
→Click “Look Up” => System checks ID card information, full name in GKSK with identical account information => Displays driver health information
+ If you choose "Use GKSK for electronic authentication": Select the GKSK's electronic certification file on your personal computer.
- Upload a portrait photo as required (Green background photo)
- Attach documents: Driving license, ID card (Each document is a scanned file with full color on both sides, file format is pdf, docx)
- Commit to declaring information and click Continue
Step 6: Declare information to receive results at home
People do:
- Choose the method of receiving results: Receive directly at the issuing agency or receive at home.
- Check the recipient information again
- Declare the address to receive results (if you need to receive them at home)
=>Click Pay and submit application
Step 7: Pay online
People pay fees according to regulations. Follow the payment steps according to the selected bank
After successfully submitting the application, the system displays a notification of successful submission.
Step 8: Monitor application processing status
After successfully submitting the application, people will receive a notification about the submitted HS code to use when looking up HS.
In addition, people click "Download receipt" to their device to view detailed receipt information or click [View my profile] to monitor profile details.

At the same time, after the application is successfully submitted or the application is processed, people will receive a notification email from the system.

Step 1: Access the homepage via the link https://dvc4.gplx.gov.vn
Step 2: Select service
On the home page interface, people choose the service "Change driving license".

How to register an account on the Vietnam National Public Service Portal?
Step 1: Go to the homepage of the National Public Service Information Portal at: https://dichvucong.gov.vn
Select Registration.
Step 2: Individual/Enterprise/State agency choose the appropriate registration method.
EXAMPLE: Register via phone number (citizens only):
At the registration screen, citizens enter the appropriate information then click Register.
Note, fields marked with a red * are required.
Step 3: Enter the required information on the interface and click Register.
Step 4: Enter the OTP code sent to your phone.
Step 5: Enter password and receive registration notification.
