Pursuant to subsection 1 Section D Part II Administrative procedures promulgated together with Decision 3191/QD-BCA in 2022 stipulating the procedures for registration and issuance of license plates for the first time as follows:

Step 1: The vehicle owner logs in to the public service portal and declares information on the electronic vehicle registration form (form No. 01A/58) and receives the order number and an appointment to process the application via email or via text message to complete vehicle registration procedures at the vehicle registration office.

Step 2: Go to the Traffic Police Department and the vehicle registration officer to receive and enter the vehicle owner's online registration file code on the vehicle registration and management system to check the online registration declaration information of the vehicle owner; print the electronic vehicle registration certificate on the system.

If you directly submit the vehicle registration dossier at the vehicle registration agency, then declare the vehicle registration certificate (form 01) according to regulations.

Step 3: Instruct the car owner to sign and clearly write his or her name on the Vehicle Registration Certificate and paste a copy of the vehicle's engine number and chassis number on the Electronic Vehicle Registration Certificate.

Step 4: Check the vehicle owner's information:

Enter the citizen identification number, the full name of the vehicle owner (for individuals), transfer the citizen identification data to the vehicle registration database; check and compare the personal information of the vehicle owner: the name and address of the vehicle owner with the content of citizen identification information in the electronic vehicle registration declaration with the vehicle's documents.

Check and compare documents of people who come to carry out vehicle registration procedures (for agencies and organizations).

Step 5: E-invoice:

Access the vehicle registration and management system, enter the e-invoice authentication code recorded in the e-vehicle registration declaration to check e-invoice information, print e-invoices and check and compare information. Information and content of e-invoices: Vehicle sales enterprise, address, car buyer and vehicle's characteristics and parameters with vehicle records. If the e-invoice data has not been connected or shared, the car owner is required to submit a car sale invoice as prescribed.

Step 6: Electronic registration fee documents:

Access the vehicle registration and management system, search for the electronic registration fee file code recorded in the electronic vehicle registration certificate; download and print the registration fee electronic data and check and compare the content of fulfilling the obligation to pay the electronic registration fee: information of the vehicle owner (name, address), information of the vehicle (trademark). , model number, engine number, chassis number, vehicle type), license plate number (if any), property value for calculation of registration fee, registration fee amount, registration fee payment date with vehicle records.

Step 7: Electronic proof of origin:

Access the vehicle registration and management system, search for vehicle origin documents recorded in the Electronic Vehicle Registration Certificate, and download and print electronic data on vehicle origin documents. Check and compare the information and data of the electronic customs declaration and the data of domestically manufactured and assembled vehicles with the content recorded in the electronic vehicle registration declaration and vehicle records.

Step 8: In case the application does not comply with the prescribed procedures, the electronic data information is incomplete, incorrect compared to the vehicle record, or there is no electronic data information: the registration officer must provide instructions. specifically, fully once and record additional content in the Instruction sheet for supplementing vehicle registration procedures; sign, write full name and take responsibility for such instructions.

Step 9:

- Directly compare the contents of the vehicle registration certificate with the actual vehicle, including: Brand, vehicle type, engine number, chassis number, paint color, number of seats, number of standing seats, number of seats, year of manufacture , payload and other specifications; check the whole, detailed shape, size, total frame, total engine of the vehicle;

In case the customs office confirms that the vehicle only has a VIN, no engine or chassis number, the VIN will replace the chassis number (take a photo of the VIN instead of the chassis number), and close the engine number according to the license plate.

Step 10: Enter vehicle owner information and vehicle information into the vehicle registration and management system; Update status: temporarily imported vehicles for re-export, duty-free vehicles, vehicles whose chassis number and engine number (if any) has been re-closed by the registration agency, car mortgaged by the bank.

Step 11: Guide car owners to check information: Vehicle and vehicle owners, issue random license plates on the vehicle registration and management system according to regulations; Record the license plate number on the vehicle registration certificate.

Step 13: Collect vehicle registration fee as prescribed.

Step 14: Return the license plate (instruct the car owner to install the license plate in the position according to the vehicle's design); In case a car can only install 2 long license plates or 1 short plate and 1 long plate, the license plate will be changed, the cost of the car owner shall be paid according to regulations.

Step 15: Instruct the vehicle owner to draw, record the license plate, transport volume, self-mass, and name of the vehicle owner for all types of cars according to regulations.
