Pursuant to Section I, Part II, administrative procedures are amended and supplemented in the field of tourism under the management function of the Ministry of Culture, Sports and Tourism issued together with Decision 1975/QD-BVHTTDL In 2023, the order of carrying out the procedures for the issuance of the latest international travel service business license is carried out according to the following steps:
Step 1: The enterprise applying for an international travel service business license submits an application to the Vietnam National Administration of Tourism.
Step 2: Within 10 days from the date of receipt of a valid application, the Vietnam National Administration of Tourism shall appraise and grant an international travel service business license to the enterprise and notify the Department of Tourism/ Department of Culture, Sports and Tourism where the business is located.
In case of refusal, it must be notified in writing and clearly state the reason.
Submission: Send in person or online via the Public Service Portal of the Ministry of Culture, Sports and Tourism or by post to the Ministry of Culture, Sports and Tourism (via the Vietnam National Administration of Tourism) .

- An application form for an international travel service business license (Form No. 04, Appendix II issued together with Circular 06/2017/TT-BVHTTDL).
- A certified true copy of the Certificate of Business Registration or the Certificate of Investment Registration issued by a competent state agency;
- A certificate of deposit for international travel service business;
- A certified true copy of the diploma or higher degree in tourism of the person in charge of the travel service business; or a certified true copy of a college degree or higher in another major and a certified true copy of the certificate of international tourism operations. Diplomas granted by foreign training institutions must be recognized according to regulations of the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs;
- A certified copy of the appointment decision or the labor contract between the travel service business and the person in charge of the travel service business.

Pursuant to Section I, Part II, administrative procedures are amended and supplemented in the field of tourism under the management function of the Ministry of Culture, Sports and Tourism issued together with Decision 1975/QD-BVHTTDL in 2023, the conditions to carry out the procedures for granting an international travel service business license are as follows:
- Be an enterprise established in accordance with the law on enterprises;
- Deposit for international travel service business at commercial banks, cooperative banks or branches of foreign banks established and operating in Vietnam:
+ Business travel services for international tourists to Vietnam: VND 50,000,000 (Fifty million VND);
+ Business travel services for tourists going abroad: 100,000,000 VND (One hundred million VND);
+ Business travel services for international tourists to Vietnam and tourists abroad: 100,000,000 VND (One hundred million VND).
- The person in charge of the travel service business must have a college degree or higher, majoring in travel; If he/she graduates from a college or higher in another major, he/she must have an international tourism management certificate.
- The person in charge of the tour operator business is the person holding one of the following titles: Chairman of the Board of Directors; the chairman of the members' council; company president; private business owners; general manager; director or deputy director; Head of travel service business.
- Major in travel is shown on the diploma of one of the following professions, professions or majors:
+ Management of tourism and travel services;
+ Travel management;
+ Tour operator;
+ Marketing tourism;
+ Tourism;
+ Travel and tourism;
+ Management and business of tourism;
+ MICE tourism management;
+ Travel agency;
+ Tour guide;
+ Sectors, professions or majors that can show one of the phrases "tourist", "travel", "tour guide" trained and awarded by an educational institution in Vietnam before the time of Circular 06/2017/TT-BVHTTDL.
+ Sectors, professions or majors that can show one of the phrases "tourist", "travel", "tour guide" which are trained and awarded diplomas by foreign training institutions.
In case the diploma does not show the fields, occupations or majors that can show one of the phrases "tourism", "travel", "tour guide", the graduation transcript or diploma appendix must be added. represents industries, occupations and specialties, including one of the phrases "tourist", "travel", "tour guide".
