Pursuant to the provisions of subsection 1, section B, administrative procedures promulgated together with Decision No. 1206/QD-BCT in 2023, stipulating the order of issuance of license to provide specialized electricity consulting services issued by local authorities as follows:
- Within 03 working days from the date of receipt of the application file for grant, modification and supplementation of the electricity activity license, the electricity activity license-issuing agency shall notify the organization thereof in writing. Organizations and individuals apply for a license if the application is incomplete or invalid.
In the written notice, it must clearly state the reason and request for additional and modification of data, documents and related information to complete the dossier;
- Within 60 working days from the date of receipt of the request for supplementation or modification of data, documents and related information from the electricity activity license-issuing agency, the organization or individual requesting the issuance of license to provide specialized electricity consulting services in Vietnam must supplement, amend data, documents, related information and reply in writing.
Upon the expiry of the above time limit, if the organization or individual fails to amend or supplement the dossier as required, the electricity activity permit-granting agency may return the dossier of application for an electricity activity license;
- Within 15 working days from the date of receipt of complete and valid dossiers, the electricity activity license-issuing agency is responsible for appraising the dossier and granting the electricity activity license.

Pursuant to the provisions of subsection 1, section B, administrative procedures promulgated together with Decision No. 1206/QD-BCT in 2023 stipulating the composition and number of dossiers for a license to provide specialized electricity consulting services in Vietnam issued by local authorities as follows:
- A written request for an electricity activity license
- A copy of the enterprise registration certificate or establishment decision, the establishment certificate (for organizations that do not have an enterprise registration certificate) of the organization applying for the license.
- An excerpt list of consultants holding the title of manager, chief supervisor and other consultants; a copy of a university diploma or higher, a construction practice certificate (for occupations requiring a practicing certificate according to the provisions of the construction law), documents proving the working time in the field of consulting (CV certified by the employer or equivalent documents), fixed-term or indefinite-term labor contracts of experts advise
- Documents proving the experience of the consultants (Decision on assignment of tasks or certification of the investor of the work or project performed or documents of equivalent value).

Pursuant to the provisions of subsection 1, section B, administrative procedures promulgated together with Decision No. 1206/QD-BCT in 2023 stipulating the requirements and conditions for carrying out the procedures for issuance of a license to provide specialized electricity consulting services issued by local authorities as follows:
* For the granting of a license for design consultancy on transmission lines and substations with voltage up to 35kV, register the business in the locality.
- Consultants holding the title of manager must have a university degree or higher in electricity; have at least 5 years of working experience in the field of consulting; has been in charge of at least 01 project or participated in designing at least 02 projects of power lines and transformer stations of equivalent class; have a construction practice certificate in the field of design of equivalent class.
- Other consultants must have a university degree or higher in one of the majors of geodesy, geology, construction, electricity, electrical systems, electrical equipment, automation; have at least 5 years of working experience in the field of consulting; has participated in designing at least 01 project of transmission line and substation of equivalent class; have a construction practice certificate in the field of design of equivalent class.
* For licensing consultancy and supervision of construction of lines and substations with voltage up to 35kV, local business registration
- Consultants holding the title of chief supervisor must have a university degree or higher in electricity; have at least 5 years of working experience in the field of consulting; has assumed the position of chief supervisor of at least 01 project or participated in the construction supervision of at least 02 construction projects of transmission lines and substations of equivalent class; have a construction practice certificate in the field of construction supervision of equivalent class.
- Other consultants must have a university degree or higher in one of the majors of construction, electricity, electrical systems, electrical equipment, automation; have at least work experience
05 years in consulting field; has participated in construction supervision of at least 01 project of transmission line and substation of equivalent class; have a construction practice certificate in the field of construction supervision of equivalent class.
