Pursuant to subsection 1, Section I, Part II, Procedures attached to Decision 707/QD-BXD in 2023, procedures for inspection and acceptance of completion of construction works by specialized construction agencies under the Ministries in charge of specialized construction works is carried out as follows:
Step 1: Before 15 days for special-grade and grade-I works or 10 days before the remaining works compared to the date the investor plans to organize the acceptance test for completion of work items, construction works, The investor shall send 01 set of application for inspection of the acceptance of completed work items or construction works to the division receiving and returning the results of administrative procedures under the specialized construction management ministry or the division that receives and returns administrative complaint settlement results belongs to a specialized agency of the Ministries in charge of specialized construction works.
Step 2: The construction agency shall inspect the conditions for acceptance of work items and construction works.
In case the work is not inspected during the construction process, the compliance with regulations on quality management and safety in the construction of works by the investor, contractors and contractors will be carried out for acceptance and completion of work items and construction works.
Step 3: Within 30 days for grade I and special grade works and 20 days for the remaining works from the date of receipt of the application for inspection and acceptance, the construction authority under the Ministries in charge of specialized construction works shall issue a notice of results of inspection and acceptance of completed work items and construction works.

Pursuant to Appendix VIb issued together with Decree 06/2021/ND-CP, documents for inspection on completion of construction works include the following:
- Decision on construction investment policy and construction investment pre-feasibility study report (if any).
- Decision approving the construction investment project and the construction investment feasibility study report or the economic - technical report on construction investment.
- Design tasks, appraisal documents, consultation with relevant agencies in the appraisal of construction investment projects and basic designs.
- Plan on compensation for site clearance and construction and resettlement (if any).
- Documents of competent state agencies and organizations (if any) on: planning agreement, agreement or approval to use or connect to technical works outside the fence; environmental impact assessment, safety assurance (traffic safety, safety for neighboring works) and other relevant documents.
- Decision on land allocation or land lease issued by a competent authority or a land lease contract in case land is not granted.
- Construction permits, except for cases exempted from construction permits.
- Decision on appointment of contractors, approve results of contractor selection and construction contracts between investors and contractors.
- Documents evidencing eligibility conditions of contractors as prescribed.
- Other relevant dossiers and documents in the construction investment preparation stage.

Pursuant to Appendix VIb issued together with Decree 06/2021/ND-CP, the construction quality management dossier includes the following papers:
- List of design changes during the construction process and the appraisal and approval documents of the competent authority
- As-built drawings (with a list of drawings attached).
- Plans and measures to check and control construction quality.
- Documents certifying origin of goods, goods labels, documents announcing standards applicable to products and goods; regulation conformity certification, announcement of regulation conformity, notification of receipt of dossiers of regulation conformity announcement from specialized agencies; standard conformity certification (if any) in accordance with the Law on Product Quality.
- The results of monitoring (if any), measurement and testing during the construction process.
- Minutes of pre-acceptance test of construction work, part or stage of work (if any) during the construction process.
- The results of control tests, quality control of works, tests of bearing capacity of construction structures (if any).
- Records of quality management of equipment installed in the works.
- Process of operation and exploitation of works (if any); project maintenance procedures.
- Written agreement, approval and certification of competent state agencies and organizations (if any).
- Dossiers of work incident resolution (if any).
- Appendix of shortcomings that need to be repaired and remedied (if any) after the work items or construction works are put into use.
- Minutes of acceptance of completed work items, construction works.
- Written notice of the competent authority specified in Clause 2, Article 24 of Decree 06/2021/ND-CP (if any).
- Relevant documents and documents during the inspection and acceptance as prescribed in Article 24 of Decree 06/2021/ND-CP (if any).
- Other relevant documents/documents/documents in the construction phase and construction acceptance test.
