How many rounds are there in the public employee examination in Vietnam?

According to the provisions of Article 9 of Decree 115/2020/ND-CP as amended by Clause 4, Article 1 of Decree 85/2023/ND-CP.

The public employee recruitment examination in Vietnam is conducted in two rounds:

Round 1: General Knowledge Test

Form: Computer-based multiple-choice test

- Part I: General knowledge, 60 questions about public employee law, Communist Party policies and guidelines, and policies and laws in the recruitment sector.

If the entrant has met the initial quality assurance requirements according to the official quality assurance regulations, they may be exempt from Part I.

- Part II: Foreign language, 30 questions in one of the five languages: English, Russian, French, German, Chinese, or another foreign language as required by the job position.

For positions that do not require foreign language proficiency in the education and training standards and according to the job description and competency framework, Part II of the exam is not mandatory.

Round 2: Professional Expertise Test

- Form:

According to the nature, characteristics, and requirements of the job position, the head of the recruiting authority chooses one of three forms: Oral, practical, or written.

If the written form is chosen, one of three formats can be selected: Multiple-choice, essay, or a combination of both.

- Content:

The professional expertise test content must be According to the duties and professional capacity standards of the public employee title and align with the job's requirements. In the same recruitment exam, if there are positions requiring different specializations, the public employee recruitment council will develop different professional expertise tests corresponding to the job requirements. All activities relating to developing the test must comply with legal confidentiality regulations.

Who is exempt from the foreign language exam in the public employee recruitment in Vietnam​?

According to the provisions of Article 9 Decree 115/2020/ND-CP as amended by Clause 4, Article 1 Decree 85/2023/ND-CP, for positions that do not require foreign language proficiency in the education and training standards and according to the job description and competency framework, the foreign language test is not mandatory. However, if the test is conducted, there are three groups exempt from the foreign language test.

Specifically, according to Clause 3, Article 9 Decree 115/2020/ND-CP as amended by Clause 4, Article 1 Decree 85/2023/ND-CP.

Exemption from the foreign language test applies in the following cases:

- Hold a degree in a foreign language specialty (English, Russian, French, German, Chinese, or another foreign language as required by the job position) at the same or higher educational level than required for the job position.

- Hold a degree at the same or higher educational level than required for the job position, studied abroad or in a foreign language (English, Russian, French, German, Chinese, or another language) in Vietnam, recognized by competent authorities or automatically recognized according to legal regulations.

- Hold a professional qualification that meets the foreign language output standards equivalently or higher than those required for the job position.

- Hold a minority language certificate and apply for a position directly related to minority people or a position in a minority area; or being a minority applying for a job directly related to minority people or in a minority area.

Thus, candidates in public employee recruitment falling into one of the above cases will be exempt from the foreign language test.

How many correct answers in the public employee exam are enough to be considered passed? What are the conditions to determine who passes the public employee exam?

According to the provisions of Article 9 Decree 115/2020/ND-CP as amended by Clause 4, Article 1 Decree 85/2023/ND-CP, candidates must pass Round 1 and Round 2 in the recruitment exam. Accordingly:

- For round 1, if candidates correctly answer at least 50% of the questions in each part, they can proceed to round 2.

- For round 2, it is scored on a 100-point scale.

The conditions to determine those who pass the public employee exam are specified in Article 10 Decree 115/2020/ND-CP as amended by Clause 5, Article 1 Decree 85/2023/ND-CP as follows:

Determining the successful candidates in the public employee recruitment exam

1. Successful candidates in the public employee recruitment exam must meet the following conditions:

a) Achieve at least 50 points in the second round.

b) Have the score in the second round combined with the priority points stipulated in Article 6 of this Decree (if any), ranked in descending order until the recruitment quota for the position is filled.

2. If there are two or more candidates with the same total score as specified in Point b, Clause 1 of this Article for the final position, the candidate who scores higher on the general knowledge test in round 1 will be selected (if applicable).

If the tie persists, the head of the recruiting authority will decide the successful candidate.

3. In cases where candidates have registered for two preferences but are not selected for the first preference, they may be considered for the second preference if there are still vacancies after considering all first preferences, including the cases of candidates with the next highest results according to Clause 4, Article 18 of this Decree.

If there are two or more candidates with the same score in the second preference, the successful candidate will be determined according to Clause 2 of this Article.

If the position still has vacancies after considering both preferences, According to the exam results, the examination council will report to the head of the recruiting authority to decide on recruiting candidates with the next highest results compared to the successful candidate for another equivalent position in terms of standards and conditions for the vacant position, within the same examination council, applying the same exam method or writing (round 2) and sharing the same test paper. The candidate recruited under this circumstance must meet the provisions of Point a, Clause 1 of this Article. For positions with no applicants, the head of the recruiting authority decides the recruitment according to this regulation.

4. Candidates who are not recruited in the public employee exam stipulated in this Article will not be allowed to retain their results for future exams.

Thus, public employee candidates need to achieve at least 50 points in round 2. The passing results will be ranked in descending order until the recruitment quota is filled.
