Pursuant to Subsection 2, Section A, Part II, Appendix List of internal administrative procedures in the field of geology and minerals within the administrative system under the management function of the Ministry of Natural Resources and Environment, issued with Decision 1082/QD-BTNMT in 2024, the procedures for formulating planning for geological baseline survey of minerals as follows:
(1) Implementation sequence
Step 1: The Ministry of Natural Resources and Environment, in coordination with relevant ministries and agencies, develops tasks for formulating planning to be submitted to the Prime Minister for approval.
Step 2: The Ministry of Natural Resources and Environment selects a consulting organization to formulate planning, develops the planning, and submits it for comments according to the provisions in Article 19 of the Planning Law.
Step 3: The Ministry of Natural Resources and Environment incorporates and explains the opinions and suggestions received and improves the planning to be submitted to the Council for Planning Appraisal.
Step 4: The Ministry of Natural Resources and Environment finalizes the planning based on the conclusions of the Council for Planning Appraisal and submits it to the Prime Minister for approval.
Step 5: The Prime Minister signs the Decision approving the planning.

The contents of geological baseline surveys of minerals are prescribed in Article 22 of the Law on Mineral 2010 as follows:
Contents of geological baseline surveys of minerals
1. A geological baseline survey of minerals has the following contents:
a/ Survey and discovery of minerals simultaneously with drawing of maps for regional geology, catastrophic geology, environmental geology, marine mineral geology and specialized geological and mineral maps and researches;
b/ Assessment of mineral potential by kind or group of minerals or geological structures of prospect to discover new mineral areas.
2. The Ministry of Natural Resources and Environment shall specify the contents of geological baseline surveys of minerals; procedures for appraising and approving projects on geological baseline surveys of minerals and reporting on the outcomes of geological baseline surveys of minerals.
Thus, geological baseline surveys of minerals include 02 contents:
- Survey and discovery of minerals simultaneously with drawing of maps for regional geology, catastrophic geology, environmental geology, marine mineral geology and specialized geological and mineral maps and researches;
- Assessment of mineral potential by kind or group of minerals or geological structures of prospect to discover new mineral areas.

2. Bases for formulating the planning for geological baseline survey of minerals are those prescribed by the law on planning and include the following:
a) Result of implementation of the planning for geological baseline survey of minerals in the previous period;
b) Geological premises and mineral evidences related to newly discovered minerals.
3. Formulation, appraisal, approval, publishing and implementation of the planning for geological baseline survey of minerals shall comply with regulations of the law on planning
