What are the procedures for awarding the "Ho Chi Minh Prize" and the "State Prize of Vietnam" in literature and art at the state-level specialized council?

Pursuant to Article 16 of Decree 36/2024/ND-CP, the sequence and procedures for awarding the "Ho Chi Minh Prize" and the "State Prize of Vietnam" in literature and art at the state-level specialized council are as follows:

- Publicly announce the list of authors with literary and artistic works proposed for the "Ho Chi Minh Prize" and the "State Prize of Vietnam" in literature and art on the electronic portal of the Ministry of Culture, Sports, and Tourism for a period of 15 days, starting from the end date of the submission deadline set by the basic-level council, to gather public opinions.

- Receive and process recommendations from the public within 15 days from the date of the end of the period for public announcement of the list of authors with literary and artistic works proposed for the "Ho Chi Minh Prize" and the "State Prize of Vietnam" in literature and art on the electronic portal of the Ministry of Culture, Sports, and Tourism.

- Examine, discuss, and evaluate each literary and artistic work proposed for the "Ho Chi Minh Prize" or the "State Prize of Vietnam" in literature and art according to the regulations in Articles 7, 8, and 9 of Decree 36/2024/ND-CP within a period of 20 days from the date the standing agency of the council reports to the council members for their opinions on the files.

- Within 15 days from the date of the end of the meeting of the councils, the standing agency is responsible for notifying in writing the results of the awarding of the "Ho Chi Minh Prize" and the "State Prize of Vietnam" in literature and art by the state-level specialized councils to the basic-level council.

Within 5 days from the date the basic-level council receives the written notification of the results from the state-level specialized council, the standing agency of the basic-level council is responsible for notifying in writing the authors with the recommended files for the "Ho Chi Minh Prize" or the "State Prize of Vietnam" in literature and art.

- Receive and process recommendations within 20 days from the date of the notification of the awarding results by the councils.

- Within 20 days from the date of the end of the deadline for receiving and processing recommendations, complete the files for the recommended "Ho Chi Minh Prize" or the "State Prize of Vietnam" in literature and art, which must obtain at least 80% approval votes from the total number of council members present at the meeting, and submit to the standing agency of the State-level Council. The file (01 set) includes:

+ Documents specified in points a, b, c, d, e, and g of Clause 6, Article 15 of Decree 36/2024/ND-CP;

+ Decision to establish the State-level specialized council.

- The duration of the activities for awarding the "Ho Chi Minh Prize" and the "State Prize of Vietnam" in literature and art at the state-level specialized council shall not exceed 115 days.

How much are the bonuses of of the Ho Chi Minh Prize and the State Prize of Vietnam?

Pursuant to Article 57 of Decree 98/2023/ND-CP regarding the bonuses of the Ho Chi Minh Prize and the State Prize of Vietnam, the following provisions apply:

Bonuses of the "Ho Chi Minh Prize" and the "State Prize of Vietnam":
1. The "Ho Chi Minh Prize" in the field of science and technology and the "Ho Chi Minh Prize" in literature and art are awarded with a diplomas, frames, and a bonus of 270.0 times the statutory pay rate.
2. The "State Prize of Vietnam" in the field of science and technology and the "State Prize of Vietnam" in literature and art are awarded with a diplomas, frames, and a bonus of 170.0 times the statutory pay rate.

With the statutory pay rate from July 1, 2023 being 1,800,000 VND (Clause 2, Article 3 of Decree 24/2023/ND-CP), authors whose works receive the Ho Chi Minh Prize will receive a bonus of 486 million VND.

Authors whose works receive the State Prize of Vietnam will receive a bonus of 306 million VND.

*Note: From July 1, 2024, when implementing salary reforms, the statutory pay rate will be annulled. Therefore, there will be changes in the bonuses of the Ho Chi Minh Prize and the State Prize of Vietnam.

What are the principles for consideration for awarding the "Ho Chi Minh Prize" or "State Prize of Vietnam" in literature and art?

Pursuant to Article 4 of Decree 36/2024/ND-CP, the principles for consideration for awarding the "Ho Chi Minh Prize" or "State Prize of Vietnam" in literature and art are as follows:

- Implementation must adhere to the following principles:

+ Accuracy, transparency, openness, fairness, and timeliness.

+ Ensuring consistency between the form of the award, the recipients, and the achievements or merits obtained.

+ An individual can receive the award multiple times, but multiple awards or forms of recognition cannot be given for a single achievement. The level of recognition should correspond to the level of achievement.

- Literary or artistic works, including individual works or collections of works (referred to as works) by an author, can only be considered for the award in a specific field of literature or art.

- Literary or artistic works by an author that have already been awarded the "State Prize of Vietnam" in literature and art cannot be combined with other works for consideration for the "Ho Chi Minh Prize" in literature and art.

- Councils at different levels are only authorized to submit cases that meet the criteria, standards, procedures, and requirements as prescribed to higher levels for consideration.

Decree 36/2024/ND-CP comes into force from May 20, 2024.
