Pursuant to the provisions in Part II of Administrative procedures for amendments, supplements and abolition in the fields of Fine Arts, Photography and Exhibitions under the scope of management functions of the Ministry of Culture, Sports and Tourism attached to Decision 3698/QD-BVHTTDL in 2023, the procedure for approving the content of imported fine art works and photographic works is as follows:
(1) Implementation sequence:
+ Organizations belonging to central agencies requesting approval for the content of imported fine arts and photographic works shall send 01 set of documents directly by mail to the Department of Fine Arts, Photography and Exhibition.
+ Within 05 working days from the date of receipt of the dossier, if the dossier is not complete and valid, the competent authority shall notify the trader in writing to request additional complete and valid dossiers. rule.
+ Within 07 working days from the date of receipt of complete and valid documents, the competent authority will respond in writing with the results of approval of the content of imported works. In case of disapproval of the work's content, the competent authority must respond in writing and clearly state the reason.
The document approving the content of the work is the basis for traders to carry out import procedures at customs.
(2) Submission methods: Submit directly or by mail to the Department of Fine Arts, Photography and Exhibitions or submit online through the Public Service Portal of the Ministry of Culture, Sports and Tourism.
(3) Components and quantity of documents:
+ Profile components:
(1) Application from the importing trader (Appendix VI issued together with Circular 13/2023/TT-BVHTTDL dated October 30, 2023 amending and supplementing regulations related to citizenship documents at a Circular issued by the Minister of Culture, Sports and Tourism)
(2) Images of imported works, clearly stating the material and size.
+ Number of documents: 01 set.
(4) Processing time limit:
Within 05 working days from the date of receipt of the dossier, if the dossier is not complete and valid, the competent authority shall notify the trader in writing to request additional valid dossier.
Within 07 working days from the date of receipt of complete and valid documents, the competent authority will respond in writing with the results of approval of the content of imported works. In case of disapproval of the work's content, the competent authority must respond in writing and clearly state the reason.

For works of art
+ For the first 10 works: 300,000 VND/work/appraisal.
+ For the 11th to 49th work: 270,000 VND/work/appraisal.
+ For the 50th work onwards: 240,000 VND/work/appraisal, maximum not exceeding 15,000,000 VND
For photographic works:
+ For the first 10 works: 100,000 VND/work/appraisal.
+ For the 11th to 49th work: 90,000 VND/work/appraisal.
+ For the 50th work onwards: 80,000 VND/work/appraisal.

Which fine art works and photographic works are banned from being imported into Vietnam?
Pursuant to the provisions of Article 6 of Circular 28/2014/TT-BVHTTDL, the following fine art works and photographic works are prohibited from being imported into Vietnam:
- The following goods shall be banned from import:
+ Inciting people to come out against the Socialist Republic of Vietnam and sabotaging the united bloc of the whole people;
+ Propaganda to incite violence, war of expansion; cause hatred among the peoples; spread reactionary ideas, culture, obscene and dissolute lifestyles, criminal acts, debaucheries, superstitions against practices and customs, harming ecological environmental health;
+ Information that discloses secrecy of the Communist Party and State, secrecy of military, security, economy, foreign policy, privacy of individuals and other secrets as defined by the law;
+ Distorting historical truth; denying revolution achievements; hurting the people, great people and national heroes, heroines; slandering and hurting reputation of agencies, organizations and dignity of individuals;
+ Information that is not appropriate for ethical, cultural and traditional values of the people;
- Any cultural product that is defined as being banned or suspended from circulation, subject to revocation, confiscation, destruction or violating the law on copyrights;
Decision 3698/QD-BVHTTDL in 2023 will take effect from January 15, 2024
