What conditions must be met for livestock farms in Vietnam?
Pursuant to Article 55 of the 2018 Law on Animal Husbandry in Vietnam, every livestock farm must:
- be located in the area conformable to the local and regional socio-economic development strategy and breeding development strategy, and meet breeding density requirements specified in Clause 4 and 5 Article 53 of the 2018 Law on Animal Husbandry in Vietnam;
- be supplied with adequate water to ensure quality of breeding activities and livestock waste treatment;
- take measures to protect environment under law provisions on environmental protection;
- have breeding housing and breeding equipment suitable for each kind of livestock;
- have its breeding process, use of animal feeds, veterinary medicines and vaccines and other information recorded for the purpose of tracing origin of domesticated animals and retain such record for at least 1 years from the end of breeding period;
- sets up a safe distance from the farm to objects affected by breeding activities and from the contamination source to the breeding farm.
Any organization or individual running large-scale livestock farms in Vietnam must be granted a certificate of eligibility for animal husbandry.

What are the procedures and application for the certificate of eligibility of large-scale livestock farms for livestock production in Vietnam?
Pursuant to the provisions of Article 23 of Decree No. 13/2020/ND-CP stipulating the procedures and application for the certificates of eligibility of large-scale livestock farms for livestock production as follows:
An application for issuance of the certificate of eligibility of a large-scale livestock farm for livestock production includes:
- An application form, which is made using the Form No. 01.DKCN in the Appendix I of Decree No. 13/2020/ND-CP;
- A written explanation for satisfaction of conditions for livestock production, which is made using the Form No. 02.DKCN in the Appendix I of Decree No. 13/2020/ND-CP.
Procedures for issuance of the certificate of eligibility of a large-scale livestock farm for livestock production:
(1) The applicant shall submit the above application to the following competent authority:
- Provincial Departments of Agriculture and Rural Development
- If a large-scale livestock farm is located within at least two provinces, the Department of Agriculture and Rural Development of the province where the entity applies for investment registration shall issue, re-issue and revoke the certificate of eligibility of such large-scale livestock farm for livestock production.
(2) Within 10 working days from the receipt of the sufficient application, the competent authority shall appraise it.
If the application is unsatisfactory, the competent authority shall request the applicant to supplement and complete it.
If the application is satisfactory, within 20 working days, the competent authority shall establish an inspectorate responsible for site inspection of the large-scale livestock farm in accordance with Article 24 of Decree No. 13/2020/ND-CP.
If the applicant fails to satisfy the conditions, within 06 months from the date on which the inspection record is made, the applicant shall rectify deficiencies and submit a rectification report to the competent authority so that the appraisal and site inspection are carried out again (if necessary).
If the applicant satisfies all conditions, within 05 working days from the end of the site inspection, the competent authority shall issue the Certificate of eligibility for livestock production.
If the application is rejected, respond to the applicant and provide an explanation in writing.
How should the treatment of waste from livestock farms be done?
Pursuant to the provisions of Article 59 of the 2018 Law on Animal Husbandry in Vietnam stipulating the treatment of waste from livestock farms as follows:
Organically-originated solid waste shall be treated as follows:
- Owners of livestock farms shall take responsibility to treat organically-originated solid waste meeting national technical regulations before use of such waste as fertilizers for plants or aqua feeds;
- Organically-originated solid waste not undergoing treatment must be moved out the livestock farm to treatment places by dedicated equipment and vehicles;
- Livestock died from epidemics and other hazardous waste must be handled under law provisions on animal health and environmental protection.
Livestock wastewater shall be treated as follows:
- Owners of livestock farms shall take responsibility to collect and treat livestock wastewater meeting national technical regulations on livestock wastewater before discharging such wastewater into the waste receiving place under law provisions on environmental protection;
- Livestock wastewater undergoing treatment meeting national technical regulations on livestock waste may be used for plants;
- Livestock wastewater not undergoing treatment must be moved out the livestock farm to the waste treatment facility by dedicated equipment and vehicles.
Note: Owners of livestock farms shall treat exhaust gases from animal breeding meeting national technical regulations on livestock exhaust gases.
Treatment of other waste must comply with law provisions on veterinary and environmental protection.
