What are the principles of library assessment for preschool and general education institutions in Vietnam?

Pursuant to the provisions of Clause 1, Article 25 of Circular 16/2022/TT-BGDDT of Vietnam with the following contents:

Library assessment
1. Principles of library assessment
a) Ensure objectivity, accuracy, truthfulness, publicity, transparency and equality in evaluating libraries of preschools, primary schools, secondary schools and high schools with many levels of education through statistical methods; calculate and collect data at libraries;
b) Periodic assessment at the end of the school year.

Thus, the principles of library assessment for preschool and general education institutions are implemented as follows:

- Ensuring objectivity, accuracy, honesty, publicity, transparency and equality in evaluating libraries of preschool, primary, secondary and high schools with many levels of education through statistical methods, calculating mathematics, data collection at libraries;

How to carry out library assessment for preschool and general education institutions?

Pursuant to the provisions of Article 25 of Circular 16/2022/TT-BGDDT of Vietnam, based on the assessment principles mentioned in the above section, the library assessment for preschool and general education institutions is carried out as follows:

Regarding the library ratings:

- Libraries meet Level 1: All standards: Information resources, facilities, specialized equipment, library activities, library management must meet Level 1 standards at this document;

- Libraries meet Level 2: All standards: Information resources, facilities, specialized equipment, library activities, library management must meet Level 2 standards in this document.

The library conducts self-assessment according to the following regulations:

- Report on self-assessment of library activities of preschools, elementary schools, junior high schools and high schools with many levels (the highest level is junior high school) made by librarians, The principal checks, approves and sends to the Education and Training Department the application for appraisal and recognition;

- Report on self-assessment of library activities of senior secondary schools and secondary schools with many levels (the highest level is senior secondary school) performed by librarians, the Principal checks, approves and sends to the Department of Education and Training for appraisal and recognition;

- The library self-assesses its activities annually at the end of the school year according to the provisions of this document and sends a report on the results of the self-assessment to the education management agency no later than 60 days after the end of the school year.

Regarding library assessment and accreditation:

- The educational management agency shall evaluate and recognize the library meeting the standard level by one or the following methods:

+ Approving the report on the results of self-assessment of the library's activities;

+ Directly evaluate activities at the library;

+ Online through data processing software system;

- Assessment and recognition of libraries of preschools, elementary schools, junior high schools and high schools with many levels (the highest level is junior high school) by the Department of Education and Training;

- Assessment and recognition of libraries of high schools and high schools with many levels (the highest level is high school) by the Department of Education and Training;

- The library assessment and accreditation cycle is 5 years.

When does the preschool library conduct the assessment and accreditation of education quality, recognizing the school as meeting national standards according to the new regulations?

Pursuant to Article 27 of Circular 16/2022/TT-BGDDT of Vietnam, there are the following provisions:

Transition Regulations
1. For preschool libraries that conduct educational quality accreditation assessment and recognition of schools meeting national standards, this document shall be applied after 05 years from the effective date of this document.
2. Libraries of primary, secondary and high schools with many levels of education that have been certified for educational quality accreditation and recognized as meeting national standards before the effective date of this document, it will continue to be recognized according to the recognized level; when performing re-accreditation or re-accreditation, the higher level shall comply with the provisions of this document.
3. For investment projects on new construction or renovation of libraries of preschools, primary schools, secondary schools and high schools with multiple levels of education, which have already been approved for investment or decided to allow investment before the office is approved. If this version takes effect, the implementation will continue according to the approved content.

According to the above regulations, the preschool library shall assess the quality of education and recognize the school as meeting national standards according to new regulations after 5 years from the effective date of Circular 16/2022/TT-BGDDT of Vietnam.

Circular 16/2022/TT-BGDDT of Vietnam takes effect from January 7, 2023.
