On September 29, 2023, the Minister of Public Security issued Circular 45/2023/TT-BCA which regulates the provision of information of the People's Public Security forces in the online environment.
In that Circular, the Ministry of Public Security decided to deploy the following online communication channels:
According to Article 4 of Circular 45/2023/TT-BCA regulating the channels of information provision by the Ministry of Public Security on the online environment as follows:
Online communication channels of the Vietnam Ministry of Public Security
1. The Ministry of Public Security’s web portal .
2. Based on specific conditions, the Minister of Public Security shall decide to deploy the following online communication channels for organizations and individuals:
a) Ministerial-level data portal;
b) Social media;
c) Email;
d) Applications on mobile devices;
dd) Telephone hotline.
3. The online communication channels of the Vietnam Ministry of Public Security must ensure the provision of information synchronously and uniformly with the information on the Ministry of Public Security’s web portal .
4. The online communication channels of the Vietnam Ministry of Public Security must meet the requirements specified in Clause 3, Article 5 of Decree No. 42/2022/ND-CP.
Thus, based on specific conditions, the Ministry of Public Security decided to deploy the following online communication channels for organizations and individuals, including:
- Ministerial-level data portal;
- Social media;
- Email;
- Applications on mobile devices;
- Telephone hotline;
- Ministry of Public Security’s web portal.

What is the information provided by the Vietnam Ministry of Public Security on the online environment?
According to Article 5 of Circular 45/2023/TT-BCA, the information provided by the Vietnam Ministry of Public Security on the online environment includes:
- Information provided by the Ministry of Public Security on the online environment includes the content specified in Clause 1, Article 4 of Decree 42/2022/ND-CP and the following contents:
+ Information on the direction, administration, and activities of the leaders of the Ministry of Public Security;
+ The situation and results of various police efforts. The statements and information provided to the press by the spokesperson of the Ministry of Public Security, the authorized spokesperson of the Ministry of Public Security on matters of police work that are of social concern;
+ Information about cases and issues being investigated by the investigative agency, the agency assigned to perform some investigative activities of the Ministry of Public Security, provincial-level police agencies that deem it necessary to provide information on the online environment for the investigation, verification, and crime prevention efforts, and law violations regarding security and order;
+ The Ministry's responses to voter petitions;
+ The public reception schedule of the leaders of the Ministry of Public Security;
+ Information to rebut false, hostile perspectives, and misinformation about the Communist Party, the state, the police, and activities to protect national security, and ensure social order and safety, fight against crime, and law violations;
+ Interpol news briefs;
+ Information about wanted and searched individuals;
+ Information about organizations and individuals related to terrorism and terrorist financing;
+ Thematic information: Crime warnings; guidance for crime reporting;
+ Building an all-people protection movement for national security; law-making;
+ Advanced models, beautiful images, and examples of good people and good deeds, brave examples of police officers and soldiers, and other thematic propagations suitable to actual work;
+ Information about online public services being implemented by the Ministry of Public Security;
+ Other information as decided by the leaders of the Ministry of Public Security or the Chief of the Office of the Ministry of Public Security.
Note: The information provided by the Ministry of Public Security on the online environment will be promptly updated in case of any changes.
Who directs the provision of information by the Vietnam Ministry of Public Security on the online environment?
According to Article 7 of Circular 45/2023/TT-BCA regulating the management of information provision and online communication channels of the Vietnam Ministry of Public Security:

1. The Minister of Public Security directs the management and provision of information by the Ministry of Public Security on the online environment.
2. The Office of the Ministry of Public Security is the lead agency assisting the Minister of Public Security in managing and providing information on the Ministry of Public Security's web portal . The Office of the Ministry of Public Security directly manages the domains bocongan.gov.vn and mps.gov.vn; considers and grants subdomains of bocongan.gov.vn and mps.gov.vn to units under the Ministry, people's police academies, schools, and hospitals under the Ministry of Public Security as regulated by this Circular.

Additionally, the Office of the Ministry of Public Security is the lead agency assisting the Minister of Public Security in managing and providing information on the Ministry of Public Security's web portal.
