What is the objective of the Ministry of Transport's Cybersecurity Human Resources Training Plan until 2025, with a vision to 2030?
Pursuant to Section 1, Article 1 of Decision 126/QD-BGTVT of 2023, the objectives of the Ministry of Transport's Cybersecurity Human Resources Training Plan until 2025, with a vision to 2030, are stipulated as follows:
General Objectives
- Develop and establish a team of cybersecurity personnel and experts with sufficient skills and qualifications to meet the requirements of the Ministry of Transport.
- Enhance the capability to prevent and combat cyber threats for the cybersecurity staff of the Ministry of Transport through training activities and equipping skills related to cybersecurity.
Objectives until 2030
- 100% of information technology and cybersecurity management officials at the agencies and units of the Ministry are to be trained and briefed on cybersecurity management work.
- 100% of specialized information technology and cybersecurity staff at the agencies and units of the Ministry are to be trained and briefed, and receive knowledge and skill development on cybersecurity.
- 100% of officials and public employees participating in information technology application and digital transformation activities at state agencies of the Ministry are to be trained and briefed on basic cybersecurity knowledge and skills.

What are the content, tasks, and solutions of the Ministry of Transport's Cybersecurity Human Resources Training Plan until 2025, with a vision to 2030?
Pursuant to the regulations in Section 2, Article 1 of Decision 126/QD-BGTVT of 2023 stipulating the content, tasks, and solutions of the Ministry of Transport's Cybersecurity Human Resources Training Plan until 2025, with a vision to 2030, as follows:
Training and fostering in politics and ideology
Training on political ideology, spirit, and responsibility to serve the nation; swearing loyalty and service to the country; maintaining confidentiality regarding the content, methods, and work assigned after no longer serving the State; committing to adhere to professional ethics regulations on cybersecurity.
Enriching, updating knowledge on policies, laws on cybersecurity
Regularly enriching and updating knowledge on the policies of the Communist Party and the laws of the State on newly promulgated cybersecurity.
Training, drilling, fostering knowledge, skills on cybersecurity
Focusing on training, drilling, fostering several contents: awareness and knowledge on ensuring safety and cybersecurity; certification for ethical hacking (CEH); meeting global and Vietnamese standards (such as ISO/IEC 27001:2013; PCI:DSS; SWIFT CSP); internal vulnerability scanning (IVA); external vulnerability scanning (EVA); web/mobile application penetration testing; information system security and safety checking; combating cyber attacks, handling cybersecurity incidents; malware analysis; digital investigation, and other contents according to actual needs.
Training subjects
- Leadership, managers, specialized staff on information technology and information security, cybersecurity in the agencies and units of the Ministry.
- Members of the Ministry's Cyber Information Security Incident Response Team.
- Officials and public employees participating in information technology application, digital transformation activities in state agencies of the Ministry.
How is the funding for the Ministry of Transport's Cybersecurity Human Resources Training Plan until 2025, with a vision to 2030 regulated?
Pursuant to the regulations in Section 3, Article 1 of Decision 126/QD-BGTVT of 2023, the funding for the Ministry of Transport's Cybersecurity Human Resources Training Plan until 2025, with a vision to 2030 is regulated as follows:
- The funds for implementing the Plan are allocated from the annual state budget or other lawful funding sources as per regulations.
- Based on the tasks assigned in this Plan, units are to prepare budget estimates for implementation and include them in the annual state budget expenditure estimates submitted to the competent financial authorities for approval.
- For enterprises under the Ministry: Units are to balance their own funds to carry out the tasks.
