What is the new policy on shipping goods by automobiles effective from September 1, 2022 in Vietnam?
Under Clause 1, Article 1 of Decree 47/2022/ND-CP, the regulations are as follows:
Article 1. Amendments to certain articles of Decree No. 10/2020/ND-CP dated January 17, 2020 on auto transport business and conditions for auto transport business:
1. Addition of point dd to clause 3 Article 11:
“dd) Auto passenger transport businesses, drivers and staffs serving on automobiles (if any) (hereinafter referred to as “consignors”) shall, when receiving consignment goods (consignees do not accompany the goods by), require the consignees to fully and accurately provide information including names of goods, volumes (if any), full names, addresses, ID numbers and phone numbers of consignees and consignors.".
Shortly, auto passenger transport businesses shall, when receiving consignment goods (consignees do not accompany the goods by), require the consignees to fully and accurately provide information including names of goods, volumes (if any), full names, addresses, ID numbers and phone numbers of consignees and consignors. This new policy is being applied to ensure the safety of goods transportation.
Decree 47/2022/ND-CP takes effect from September 1, 2022.

What is the policy on the pilot program for labor, vocational orientation, and training for inmates outside prisons from September 1, 2022 in Vietnam?
According to article 1 of Resolution 54/2022/QH15, the regulations are as follows:
Implementing a pilot program of labor, vocational orientation, and training for prison inmates outside prisons under the Ministry of Public Security
1. This resolution stipulates the pilot organization of labor activities, vocational orientation, and training for prison inmates outside prisons under the Ministry of Public Security, wherein prisons may pilot cooperation with domestic organizations to organize labor activities, vocational orientation, and training for inmates outside prisons.
The prison is responsible for planning cooperation between the prison and domestic organizations, managing and supervising the labor, vocational orientation, and training areas outside the prison, and organizing labor activities, vocational orientation, and training for inmates as if they were in the prison. The cooperating organization is responsible for investing in, constructing the infrastructure of the labor, vocational orientation, and training areas, handing them over to the prison to manage, and cooperating with the prison to organize labor activities, vocational orientation, and training for inmates outside the prison.
The cooperation plan between the prison and domestic organizations is approved by the Criminal Sentence Execution Management Agency under the Ministry of Public Security.
2. The number of prisons applying the pilot program according to this resolution is not more than one-third of the total prisons under the Ministry of Public Security. The list of prisons applying the pilot program is decided by the Ministry of Public Security based on the principles and criteria prescribed by the Government of Vietnam.
3. The pilot program of labor activities, vocational orientation, and training for prison inmates outside prisons is conducted according to the following principles:
a) Ensuring security and safety in organizing labor activities, vocational orientation, and training for inmates outside prisons; effectively serving the re-education and reintegration into the community of inmates; helping inmates find jobs after completing their sentences;
b) Inmates participating in labor, vocational orientation, and training activities outside prisons must do so on a voluntary, equal basis, be paid a portion of their labor, and have their rights and obligations as prescribed by the Law on Criminal Sentence Execution;
c) The income of the prison-cooperating organization from the results of inmates' labor, vocational orientation, and training activities outside the prison during the pilot period is exempt from corporate income tax;
d) The sectors and industries organized for labor, vocational orientation, and training activities for inmates outside the prison are those producing goods for domestic consumption as prescribed by law.

Shortly, the State will pilot organizing labor, vocational orientation, and training for inmates outside prisons under the Ministry of Public Security.
This new policy of the State is intended to help inmates interact with outside organizations to better understand vocational orientation and training, thus creating opportunities for inmates to have stable employment after being released.
Resolution 54/2022/QH15 takes effect from September 1, 2022.
Are fees for verifying citizen information and extracting information in the national population database in Vietnam subject to reduction?
Under Article 4 of Circular 48/2022/TT-BTC, the regulations are as follows:
Fee amount
1. Fees for verifying citizen information and extracting information
a) From September 17, 2022 to December 31, 2023 inclusive, the fee shall equal 50% of the value under Section I of the Appendix on fee for extracting and using information in the National population database attached hereto.
b) From January 1, 2024, the fee shall equal the value under Section I of the Appendix on fee for extracting and using information in the National population database attached hereto.
2. Fees for extracting statistics; fees for extracting statistics, analysis results; fees for extracting statistics, analysis results, and forecasting results: The fee shall equal the value under the Appendix on fee for extracting and using information in the National population database attached hereto.
Under Section I of the Appendix issued together with Circular 48/2022/TT-BTC, the fee rates are specified as follows:
Thus, from September 17, 2022, citizens will only have to pay 50% of the fee for verifying citizen information and extracting information in the national population database in Vietnam as stipulated above.
Circular 48/2022/TT-BTC takes effect from September 17, 2022.
The above are some new policies that will take effect from September 2022.
