Pursuant to Article 16 of the Regulation on Vietnam National examination for gifted and talented students promulgated together with Circular 56/2011/TT-BGDT (amended and supplemented by Clause 3, Article 1 of Circular 41/2012/TT-BGDDT and Clause 3, Article 1 of Circular 41/2012/TT-BGDDT), Article 1 of Circular 02/2023/TT-BGDDT stipulates:
Number of candidates
1. National exam for excellent students:
a) The team of each competition subject of each contestant unit (except for the Hanoi contestant) has a maximum of 06 candidates; the team has the maximum number of candidates, and 80% or more of the candidates win prizes in two (2) consecutive national competitions for excellent students, which are considered to be increased to the maximum of 10 candidates by the Ministry of Education and Training.
b) The team of each exam subject in the Hanoi competition unit has a maximum of 12 candidates; the team has the maximum number of candidates, and 80% or more of the candidates win prizes in two (2) consecutive national competitions for excellent students, which are considered to have been increased to the maximum of 20 candidates by the Ministry of Education and Training.
Olympic team selection exam: The number of candidates participating in each subject is decided by the Ministry of Education and Training each year, ensuring that the requirements specified in Clause 2 and Article 4 of this Regulation are fully met.
According to the old regulations, the number of candidates in a team can be increased to a maximum of 10 (for a team, each subject of the Hanoi competition unit is a maximum of 20) when the maximum number of candidates is reached, and 80% of the candidates or more won prizes in two (02) national competitions for excellent students in a row right before the year of the exam.
In which, for the condition "80% of the candidates or more won prizes in two (2) national examinations for outstanding students in a row right before the exam year,"Then the new regulation was amended to "80% of the candidates or more won prizes in two (2) consecutive national exams for excellent students." That is, the new circular has removed the phrase "right before the exam year."
Thus, in order to be considered for an increase in the number of candidates, the condition is no longer limited to two consecutive years that must be immediately before the year of the exam, but only needs to have achievements in two consecutive national excellent student selection exams. may be considered by the Ministry of Education and Training to increase the number of candidates to the maximum.

Pursuant to Article 4 Regulations on Vietnam National examination for gifted and talented students in Vietnam promulgated together with Circular 56/2011/TT-BGDT (amended and supplemented by Clause 1, Article 1 of Circular 41/2012/TT-BGDDT), and Article 1 of Circular 02/2023/TT-BGDDT stipulates the subjects and conditions for the Vietnam national examination for gifted and talented students as follows:
- Vietnam National examination for gifted and talented students in Vietnam:
Each ministry of education and training department, boarding general school for ethnic minorities, and university, academy, and university with a specialized upper secondary school may be registered as a project unit;
The candidate is a student studying at the high school level with a rating of conduct (or training) and academic performance (or study) of good or higher according to the results of the final term (or school year) adjacent to the exams and be chosen for the participating unit's team;
Each candidate is only allowed to participate in one exam.
Olympic team selection exam: candidates are high school students and fall into one of the following categories:
+ To be chosen by the Ministry of Education and Training from among students who have won prizes in the national exam for outstanding students in the same year, using the principle of selection from high to low based on test scores, while ensuring that the number of students chosen for each subject does not exceed eight times the number of students required to compete in the international Olympic competition in that subject.
+ Fail to participate in the national competition for excellent students in the same year, but participated in training to prepare for the regional and international Olympic competitions in the previous year.

Pursuant to Article 18 of the Regulation on Vietnam National examination for gifted and talented students promulgated together with Circular 56/2011/TT-BGDT (amended by Clause 3 and Article 1 of Circular 02/2023/TT-BGDDT), the candidate's profile Participating in the Vietnam National examination for gifted and talented students includes the following:
- The decision of the participating unit's head on the formation of teams to compete in the Vietnam National examination for gifted and talented students (enclosed with a list of students from each team);
- A list of potential exam candidates;
- The main academic record of the grade level (if the exam is held before the end of the first semester of the school year) or the certificate of classification of the student's conduct (or training) and academic (or academic) performance during the period preceding each candidate's exam, certified by the school principal (if the exam is held immediately following the end of Semester I of the school year);
- Birth certificate or a valid copy of the birth certificate;
- Exam card
