After being admitted to the Communist Party of Vietnam, communist party members shall declare their membership forms for party management. The declaration is guided in Clause 2.2 of Subsection 2 of Section I of Guideline 12-HD/BTCTW as follows:

A. Declare entries in the header

- Specify the names of provincial and equivalent CPV Committees, district CPV Committees and equivalents, internal CPV Committees, CPV Sub-Committees, and branches of communist party members who are active in the party. If it is an internal branch, write the name of the internal branch in the line "CPV Committees, internal branches", not in the line "branch".

- Communist party membership record number: The party organization managing the communist party membership file shall be recorded according to the instructions in Section 1, Part II.

- Communist party membership card number: List the number of the communist party membership card in the party card that has been changed or issued since the implementation of Directive 29-CT/TW dated October 17, 2003 of the Secretariat until now. The membership card number consists of 8 digits, each digit is written in a pre-printed box in the communist party membership card form in order from left to right. Example:

- communist party member's photo: Color photo, portrait style, 3 x 4 cm. communist party members in the armed forces are photos wearing autumn-winter military uniforms, wearing millet hats.

B. Declare entries in the body

(1) Full name: Write the correct surname, middle letter, and first name stated in the identity card or citizen identity card, in capital letters, for example, NGUYEN VAN HUNG.

(2) Male and female: If it is male, it is written "Male", if it is female, it is written "Female".

(3) Full name: Write the correct surname, middle letter, and first name stated on the birth certificate.

Entries 4, 5, 6, 7, 8, 9:

Entries: 4 (birth date), 5 (place of birth), 6 (hometown), 7 (place of residence), 8 (ethnicity), 9 (religion): Write as the corresponding contents of entries (5, 6, 7, 8, 9, 10) of the applicant's resume (mentioned in Point 1.3 of Section I).

(10) Family composition in the communist party membership card form: List the class composition of the parent or nurturer since childhood as prescribed in the 1954 land reform (in the North) or in the 1976 industrial, agricultural, and commercial rehabilitation in the Southern provinces and cities from Quang Tri onwards such as: Late peasants, impoverished peasants, middle farmers, rich farmers, landowners, civil servants, public servants, poor people, small businesses, small owners, petty bourgeois, bourgeois... If the family composition is not specified at the above and present times, this entry shall be left blank.

(11) Current occupation, specifying: Worker, farmer, civil servant, civil servant, office worker, soldier, writer, journalist, business owner; students, students or not yet employed...

(12) Date of entry into the Communist Party of Vietnam and official date: Record the date, month, and year of the branch that held the ceremony of admission to the Communist Party of Vietnam and was recognized as an official communist party member (as shown in the communist party membership resume). At the branch: specify the names of the branches, internal CPV Committees, district CPV Committees, province CPV Committees, or CPV Committees directly under the Central Government.

Inductees to the Communist Party of Vietnam: Clearly state the full name, position, and working unit of each person who introduces them to the Communist Party of Vietnam and where they are now; If the Executive Committee of the internal-level trade union makes a referral, clearly state the name of the internal-level youth union organization and the organization of the immediate superior youth union (if the internal-level trade union executive committee introduces, the same content shall be written).

(13) Date of employment:

Specify the date, month, year, name, and address of the agency or unit recruiting as cadres, civil servants, public employees, workers ...

- Participated in the revolution before August 19, 1945: Record the date, month, and year of participation in an organization or mass led by the Communist Party of Indochina.

- From 20-8-1945 to 7-1954: Record the date, month and year of participation in an organ of the organizational system of the Indochinese Communist Party; Workers' Party of Vietnam; participate in activities in the system of government and mass organizations at the internal level or higher; day of entry to work in agencies, enterprises, schools, armed forces.

- From 8-1954 to 30-4-1975: Northern provinces (from Vinh Linh, Quang Binh onwards): write the date, month, and year of being recruited to work at agencies under the organizational system of the Workers' Party of Vietnam, the government, political organizations, agencies, enterprises, schools, armed forces... of the Democratic Republic of Vietnam, entitled to salaries from the state budget. Southern provinces shall record dates, months, and years of operation in an agency, a government organization or mass organization from the internal level under the organizational system of the Workers' Party of Vietnam, the Southern People's Revolutionary Party, or the National Front for the Liberation of South Vietnam; or the date assigned by the revolution to clear and continuous operation.

- From 01-5-1975: Record the date, month, and year of being recruited to work at agencies under the organizational system of the Workers' Party of Vietnam and the Communist Party of Vietnam; the government, political organizations, agencies, enterprises, schools, and armed forces of the Socialist Republic of Vietnam.

- For some key positions of the Party and internal authorities in communes, wards, and townships (after 7-1954 in the North and after 4-1975 in the South until the date of promulgation of the Ordinance on Cadres and Civil Servants by the State (dated 26-02-1998) such as: Chairman, Vice Chairman, member of the People's Committee secretary; Secretary, Deputy Secretary, Standing Member of the CPV committees of communes and wards; commune captain, deputy commune, chief politician, deputy communal politician; Head and Deputy Director of the Commune Security and Public Security Department) are immediately recruited into agencies, units into workers, officials, etc. then the recruitment date shall be counted from the date of receipt of salary under the state budget.

- From 26-02-1998 to 31-12-2009: Record the date, month and year of being recruited as cadres and civil servants in accordance with the Ordinance on Cadres and Civil Servants.

- From January 1, 2010 onwards: record the date, month and year of being recruited as cadres and civil servants in accordance with the Law on Cadres and Civil Servants.

- From 01-01-2012 onwards: record the date, month and year of being recruited as an official in accordance with the Law on Public Employees.

(14) Date of admission to the Ho Chi Minh Communist Youth Union: List the date, month and year of admission to the Ho Chi Minh Communist Youth Union.

(15) Days of participation in other social organizations such as trade unions, farmers' associations, Red Cross, youth unions, veterans' associations, women's associations, etc.

(16) Date of enlistment or discharge: Record the date of decision to enlist (joining the army, police or youth volunteering, doing military service or securing traffic), the highest rank or position in the army, police, volunteer youth. If discharged, specify the date of service, change of branch, or retirement. If re-enlisted, write full dates, months, and years of demobilization and re-enlistment.

(17) Current qualifications: Stated as in entry 12 "current qualifications" in the resume of the applicant for communist party membership.

(18) Health status: Record your current health situation: good, average, poor; chronic disease...

- Type Invalid: Specify what type of invalid. If you enjoy the martyr's family system, the family has meritorious service to the revolution, mark "X" in the corresponding box.

(19) National identity card number (or citizen identification number): Write down the identity card number or citizen identification number that has been issued.

(20) If exempt from party work and activities, the date, month, year, and time of exemption shall be specified.

(21) Summary of operation and work:

Specify each period: From what month, year to month, year; what profession, what position to hold in any agencies and units... chronological, continuous; If there is a period of interruption, the reason must be clearly stated.

(22) Training and fostering in professional, professional, political theory, foreign languages, etc.:

d/ Be handled according to law (specifying: imprisonment, suspended sentences, non-custodial rehabilitation, warnings ..., which level to decide, by which government, from what day, month and year to what day, month, year, where).

dd) Have worked in the old regime (which agency, unit, location, title, position, working time ...).

(28) Relations with foreign countries:

a) Have gone abroad: Which countries, the time of travel, what level to do, and which level to send (only record trips abroad of 3 months or more).

b/ Participate in or have relations with any political, economic, and social organizations abroad (what to do, which organization, where the head office is located...?).

c) Have relatives (natural father, mother; father, mother-in-law or husband; spouse; children, siblings) abroad (clearly stating: full name, relationship, name of the country where you are staying, what to do, address ...).

(29) Family Relations:

Clearly state the full name, year of birth, hometown, occupation, title, position, working unit, current residence (at home or abroad) of the natural parents, parents-in-law (or the person who nurtured themselves since childhood); spouses, siblings and legally registered natural and adopted children.

(30) Economic circumstances of oneself and family: State at the time of declaration.

+ Total income of the household (for 1 year): Including salary, other sources of themselves and members living together in the same household economically.

+ Housing, residential land, production and business land (clearly stating the origin: houses granted, rented, self-purchased, self-built, houses inherited, houses donated or given; land assigned to use, land inherited, land transferred, land rented... total area) of themselves and other members living together in the same household (members who have moved out separately do not declare here).

+ Economic activities: Specify the economy of individuals, households, cooperatives, private enterprises, limited liability companies, private joint stock companies, farm owners ..., number of hired employees.

+ Areat-valued assets: List the assets of yourself and your household with a value of VND 50 million or more such as cars, ships, boats ...

Note: The internal CPV committee shall stamp all pages of the communist party member's resume and membership form with the wet seal of the CPV committee; Affix the border stamp to the photo on the communist party membership resume and communist party membership card form with the wet seal of the CPV committee. After the branch organizes the admission ceremony to the Communist Party of Vietnam, communist party members must declare their communist party membership card forms within 30 working days for the Party organization to manage.

What are the requirements for admission to the Communist Party of Vietnam?

According to Clause 2 and Article 1 of the Charter of the Communist Party of Vietnam 2011, Vietnamese citizens aged eighteen years or older, having recognized and voluntarily implemented the Political Platform, Party Charter, and communist party membership standards and duties, have operated in an internal party organization, proving through practice that elites trusted by the people can be considered for admission to the Communist Party of Vietnam.

Under Clause 1, Article 4 of the Charter of the Communist Party of Vietnam 2011 and Guideline 01-HD/TW 2021. Individuals must meet the following requirements to be considered for admission to the Communist Party of Vietnam:

(1) Age:

- At the time of admission, communist party members must be from 18 years old to full 60 years old (monthly).

- The admission to the Communist Party of Vietnam of people over 60 years of age shall be considered and decided by the Central Committee of CPV.

Admission to the Communist Party of Vietnam must only be considered for those over 60 years of age when they meet the following requirements:

+ Have health and prestige;

+ Work or reside at an establishment where there is no Party organization, no communist party members or due to special requirements;

+ Be approved in writing by the Standing Committee of the Central Committee of CPV before the competent Party committee decides on admission.

(2) Education level:

- People applying to join the Communist Party of Vietnam must have a lower secondary school diploma or higher.

- Education level of people applying to join the Communist Party of Vietnam and living in mountainous areas, islands, ethnic minority areas, areas meeting with extremely difficult socio-economic conditions, and other specific cases due to Party development requirements, in case of failing to meet the general regulations, shall comply with the instructions of the Secretariat of CPV.

People applying to join the Communist Party of Vietnam and living in mountainous, border, island, ethnic minority areas and areas meeting with extremely difficult socio-economic conditions or fishermen who regularly work at sea or islands, if they fail to comply with the Regulations on the implementation of the Party Charter of the XIIIth Central Committee, must have a minimum education level to complete the primary education program.

Village elders, village heads, prestigious people, living in mountainous, border, island, ethnic minority areas, and areas with extremely difficult socio-economic conditions or fishermen who often work at sea and on islands, when applying to join the Communist Party of Vietnam, must be able to read and write the national language and be approved in writing by the standing committee of the Central Committee of CPV before the competent Party committee makes an admission decision.

(3) Acknowledge and voluntarily implement the Political Platform, the Party Charter, communist party membership standards and duties, and operating in an internal party organization

(4) Be an elite individual trusted by the people via practice

(5) Participate in Party awareness training classes:

People applying to join the Communist Party of Vietnam must attend Party awareness training classes, and have certificates issued by district-level political centers or equivalent; where there is no political center, it shall be granted by the committee competent to admit communist party members.

(6) Have a voluntary application to join the Communist Party of Vietnam:

People applying to join the Communist Party of Vietnam must make their own application, clearly stating their perceptions of the Communist Party of Vietnam's purpose and ideals and their motives for applying to join the Communist Party of Vietnam.

(7) Report the background to the branch honestly:

People applying to join the Communist Party of Vietnam shall self-declare their backgrounds, fully, clearly, and honestly as prescribed, and take responsibility for the declared contents; If there is any problem that is not understood and not remembered correctly, it must be reported to the branch.

The resume must be verified and concluded by the internal party committee before recording the contents of the certificate, signing and sealing.

(8) Be formally recommended by two official communist party members.

Where the Ho Chi Minh Communist Youth Union is organized, those who join the party at a young age must be union members, recommended by the internal executive committee, and an official communist party member.

In agencies and enterprises where there is no organization of the Ho Chi Minh Communist Youth Union, the person joining the party must be a trade union member, introduced by the internal trade union executive committee, and an official communist party member.

Thus, individuals meeting the above requirements shall be considered for admission to the Communist Party of Vietnam.

What is the time limit for becoming an official communist party member after being admitted to the Communist Party of Vietnam?

Under Article 5 of the Charter of the Communist Party of Vietnam 2011, the following provisions are provided:

1. A person admitted to the Communist Party of Vietnam must undergo a twelve-month reserve period from the date on which the branch organizes the admission ceremony. During the reserve period, the branch continues to educate, train, and assign official communist party members to help this reserve communist party member.
2. At the expiration of the reserve period, the branch shall consider recognizing official communist party members one by one and vote as at the time of admission; if they are not eligible for communist party membership, they shall propose to the competent Party Committee to decide to delete their names from the list of reserve communist party members.
3. Resolutions of branches on requests for recognition of official communist party members must be decided by competent committees.
4. For communist party members who have been officially recognized, the party age shall be counted from the date stated in the admission decision.

Accordingly, a person admitted to the Communist Party of Vietnam must undergo a twelve-month reserve period from the date on which the branch organizes the admission ceremony. At the expiration of the reserve period, the branch shall consider recognizing official communist party members one by one and vote at the time of admission.
