What are the latest criteria for consideration for awarding the title of Advanced Laborer in the Inspection sector in Vietnam in 2024?
Pursuant to the regulations in Article 3 of Circular 03/2024/TT-TTCP providing guidelines for the criteria for consideration for awarding the title of Advanced Laborer in the Inspection sector,
Criteria for consideration for awarding the title of Advanced Laborer applicable to individuals in the Government Inspectorate of Vietnam are as follows:
- Excellent completion of tasks;
- Demonstrating self-reliance, self-improvement, solidarity, mutual support, and active participation in emulation movements.
Note regarding time milestones for the consideration of Advanced Laborer
- Individuals who participate in short-term training or professional development for less than 1 year and comply with the regulations of the training institution will have their study time counted as work experience at the agency, organization, or unit for the purpose of considering the title of "Advanced Laborer."
In cases where individuals are selected to participate in training or professional development for 1 year or more, the time spent in training or professional development will be counted as work experience for the purpose of considering the title of "Advanced Laborer." In addition to the general criteria and conditions, individuals must comply with the regulations of the training institution, complete their study tasks, and achieve a good or higher rating (depending on the grading system used for the training or professional development courses such as average, good, and excellent...).
- Maternity leave, as stipulated, will be counted for the consideration of the title of "Advanced Laborer."
- For individuals who are transferred to the Government Inspectorate of Vietnam during the year of the award consideration, the unit proposing the award for that individual must seek comments from the previous working unit before the transfer, if the individual has worked at that unit for 6 months or more.
- In cases where individuals are assigned or seconded to work at another agency, organization, or unit for a certain period of time, the consideration of the title of "Advanced Laborer" will be carried out by the assigning or seconding agency or unit. The receiving agency, organization, or unit is responsible for providing comments on the individual's compliance with the Party's guidelines, policies and laws of the State, as well as the internal regulations of the agency or unit, and for fulfilling the assigned tasks during the period of assignment or secondment at the receiving agency, organization, or unit.
The title of "Advanced Laborer" will not be considered in the following cases:
- Individuals who have been recruited or have had a labor contract for less than 6 months;
- Individuals who have been absent from work for a period of 3 to less than 6 months, as regulated by the law, except in cases specified in clause 3 of this Article;
- Individuals who are under disciplinary review or under investigation, inspection, or examination due to signs of violations or when there are pending complaints or denunciations being verified.

How much is the bonus for the Advanced Laborer title in Vietnam?
Pursuant to the regulations in Article 54 of Decree 98/2023/ND-CP on the latest bonuses for emulation titles in 2024, the bonus for the Advanced Laborer title is as follows:
Bonuses for emulation titles
1. For individuals:
a) The title of "National Emulation Fighter" is awarded with diplomas, frames, badges, badge cases, and a bonus of 4.5 times the statutory pay rate.
b) The title of "Emulation Soldier at the unit, department, industry, or province level" is awarded with diplomas, frames, badges, badge cases, and a bonus of 3.0 times the statutory pay rate.
c) The title of "Emulation Soldier at the grassroots level" is awarded with diplomas, frames, and a bonus of 1.0 times the statutory pay rate.
d) The title of "Advanced Laborer" is awarded with a bonus of 0.3 times the statutory pay rate.
2. For collectives:
a) The title of "Excellent Labor Collective" or "Victorious Unit" is awarded with diplomas, frames, and a bonus of 1.5 times the statutory pay rate.
b) The title of "Advanced Labor Collective" or "Advanced Unit" is awarded with a bonus of 0.8 times the statutory pay rate.
c) The title of exemplary commune, ward, or town is awarded with diplomas, frames, and a bonus of 2.0 times the statutory pay rate.
d) The title of cultural hamlet or neighborhood is awarded with diplomas, frames, and a bonus of 1.5 times the statutory pay rate.
dd) The title of "Government Emulation Flag" is awarded with a flag and a bonus of 12.0 times the statutory pay rate.
e) The title of emulation flag of a ministry, department, industry, or province is awarded with a flag and a bonus of 8.0 times the statutory pay rate.
g) The title of emulation flag of a military region, army corps, military branch, armed branch, general department, or equivalent of the Ministry of Defense, or the Government's General Staff; the emulation flag of the National University is awarded with a flag and a bonus of 6.0 times the statutory pay rate.
Therefore, based on the above regulations, the bonus for the title of Advanced Laborer is calculated based on the statutory pay rate,
The statutory pay rate is currently 1.800.000 VND/month (according to Clause 2 Article 3 of Decree 24/2023/ND-CP).
For individuals: The title of Advanced Laborer is awarded with a bonus of 0.3 times the statutory pay rate, equivalent to 540.000 VND.
For collectives: The title of Advanced Labor Collective is awarded with a bonus of 0.8 times the statutory pay rate, equivalent to 1.440.000 VND.
However, starting from July 1, 2024, when implementing salary reform, the statutory pay rate will be abolished. Therefore, there may be new guidelines on bonuses in the future..
What are the commendation types in Vietnam?
Pursuant to the provisions of Article 8 of the Law on Emulation and Commendation 2022, there are commendation types as follows:
- Commendations for meritorious services are for individuals or collectives that regularly achieve excellent achievements in Fatherland Construction and Defense.
- Irregular commendations are timely commendations for individuals, collectives, or households that irregularly achieve excellent achievements.
- Emulation movement commendations are for individuals, collectives, or households that have excellent achievements in emulation movements launched and directed by competent authorities within a specific time or thematic emulations for political tasks of the CPV or the State.
- Contribution process commendations are for individuals who have long-term participation in revolutionary periods or Fatherland Construction and Defense, hold the leading or managerial positions in state agencies, public service providers, political organizations, socio-political organizations, social-political-vocational organizations, social organizations, or socio-vocational organizations with tasks assigned by the CPV or State, conduct meritorious services, or contribute achievements to the revolutionary cause of the CPV and the nation.
- Seniority-based commendations are for individuals of the People’s Army and the People’s Public Security who have achievements and working histories in the people’s armed forces.
- Diplomatic commendations are for Vietnamese individuals or collectives residing abroad; foreign individuals or collectives that contribute achievements to the Fatherland Construction and Defense of Vietnam.
