Pursuant to Resolution 104/2023/QH15 on the state budget estimates for 2024, it is stipulated that from July 1, 2024, comprehensive reforms of salary policies will be implemented in accordance with Resolution 27-NQ/TW of 2018.

It also implements a reward and incentive system based on labor productivity, aiming to enhance the quality and efficiency of work, professional ethics, and contribute to cleanliness and improve the effectiveness of the political system.

Pursuant to Resolution 27-NQ/TW of 2018, guidelines are provided for the construction of new payrolls applicable to officials based on their positions, titles, and leadership positions, replacing the existing payroll system. The transition from the old salary to the new salary must ensure that it is not lower than the current salary, including:
Payroll 1:
Applicable position payrolls for officials holding leadership positions (elected and appointed) in the political system from the central to the communal level, following the principles:
- The salary level must reflect the hierarchy in the political system. Those holding leadership positions will receive salaries corresponding to their positions. If a person holds multiple positions, they will receive the highest salary for the highest position. If two leadership positions are equivalent, they will receive the same salary level. The salary level of higher-level leaders must be higher than that of lower-level leaders.
- A salary level is specified for each type of equivalent position. When constructing position payrolls at the central level, no classification by ministries, sectors, departments, committees, or equivalent units is applied. Different salary levels for the same leadership position, based on administrative unit classification at the local level, are implemented through allowances.
- The classification of equivalent leadership positions within the political system for designing position payrolls is decided by the Politburo after reporting to the Central Executive Committee.
Payroll 2:
Professional and technical payrolls based on officials' fields and professional titles are applicable to officials who do not hold leadership positions. Each professional field and professional title has multiple salary levels, following the principles:
- For the same level of job complexity, the salary level is the same. For higher labor conditions or job privileges, additional allowances are provided. The classification and number of levels in professional fields and professional titles are rearranged, encouraging officials to improve their professional knowledge and skills.
- Appointments to professional fields or professional titles must be linked to job positions and the structure of professional fields and professional titles, which are implemented by the agencies, organizations, and units managing officials.
Pursuant to Appendix IV issued with Resolution 01/NQ-CP of 2024, the government has assigned the Ministry of Home Affairs to lead the implementation, and by May 2024, the new salary regime for officials, civil servants, and armed forces personnel must be completed.
Resolution 01/NQ-CP of 2024 also explicitly states the implementation of salary reforms in accordance with Resolution 27-NQ/TW of 2018 of the Central Executive Committee regarding salary policy reforms for officials, civil servants, armed forces personnel, and workers in enterprises.
Therefore, the salary reform applicable to officials in 2024 will be implemented in May 2024.

Who are Vietnamese officials?
Pursuant to the provisions in Article 4 of the Law on Officials 2008 amended by Clause 1, Article 1 of the Law on amendments to Law on Officials and Law on Public Employees 2019, it can be understood:
Officials are Vietnamese citizens who are recruited and appointed to ranks, posts or titles in agencies of the Communist Party of Vietnam, the State, socio-political organizations at the central, provincial and district levels; in People’s Army agencies and units, other than officers, professional military personnel and defense workers; in People’s Police offices and units other than officers and professional non-commissioned officers, included in the payrolls and salaried from the state budget.
