What are the procedures for birth registration involving foreign elements via e-portal in Vietnam?
Pursuant to subsection 1, Section B, Part II of the Appendix issued together with Decision 2228/QD-BTP in 2022, stipulating the procedures for birth registration involving foreign elements online as follows:
Step 1: Access the Vietnam National Public Service Portal or the Provincial Public Service Portal:
- If choosing to submit an application online, those who require birth registration can access the Vietnam National Public Service Portal or the Provincial Public Service Portal, register an account (if they do not have an account), authenticate Users follow the instructions, log in to the system, properly identify the competent district-level People's Committee.
Persons requesting online birth registration shall provide information in an interactive electronic form for birth registration (provided on the Public Service Portal), attach copies or electronic copies of papers and documents according to the law; pay fees and charges through the online payment function or by other methods as prescribed by law, complete the application.
Step 2: The official receives the application

Step 3: Civil status officials verify the records

Note: In case parents choose Vietnamese nationality for their children, they will transfer the information to the Vietnam National Database to issue their Personal Identification Number.
Step 4: Return the result
After the Vietnam National Database returns the Personal Identification Number, civil status officials print the Birth Certificate, submit it to the Head of the People's Committee for signature, and send it to the single-window department to return the results to the requester.
Step 5: Citizens check the information
Persons who request birth registration check the information on the birth certificate, in the birth registration book and sign in the birth registration book and receive the birth certificate.
How much is the fee for birth registration involving foreign elements in Vietnam?
Pursuant to subsection 1, Section B, Part II of the Appendix issued together with Decision 2228/QD-BTP in 2022, the fee for the registration of births involving foreign elements is currently applied according to the following regulations:
- The specific fee level shall be decided by the People's Council of the province or city directly under the Central Government.
- Exemption of fees for family members with meritorious services to the revolution; people from poor households; People with disabilities.
- Fees for issuance of copies of birth certificates (if required) comply with the provisions of Circular 281/2016/TT-BTC.
