Step 1: Access the Vietnam National Public Service Portal or the Provincial Public Service Portal:

- If choosing to submit an application online, those who require birth registration can access the Vietnam National Public Service Portal or the Provincial Public Service Portal, register an account (if they do not have an account), authenticate Users follow the instructions, log in to the system, properly identify the competent district-level People's Committee.
