Eligible candidates:

- Public Security officers in active duty.

- Citizens who have completed their mandatory duty to join the People's Public Security with a discharge decision within 12 months prior to the month of selection.

- Students of the Cultural School.

- Citizens who are permanent residents in the local area where they register for the initial selection.

General selection criteria:

In addition to meeting the requirements set by the Ministry of Education and Training, candidates must meet the following criteria:

- Meet the political and ethical standards as regulated by the Ministry of Public Security.

In the case of ethnic minorities, the required score is 6.5 or higher (This criterion does not apply to Public Security officers in active duty and candidates from Category 01).

- Students of the Cultural School and citizens who are permanent residents in the local area where they register for the initial selection must have a good or higher conduct record, be unmarried, and have no biological or adopted children according to the regulations of the law.

Eligibility and selection criteria for each method

For each method, candidates must meet the following conditions in addition to the general selection criteria mentioned above:

Method 1:

- Eligible candidates: High school graduates or equivalent in 2024. Awards according to the regulations of the Ministry of Education and Training and the time of receiving the award should not exceed 3 years up to the time of direct selection.

- Achievement requirements:

+ Candidates in the national science and technology competition or candidates selected to participate in the national selection for the International Olympic competition, as specified by the Ministry of Education and Training, can be directly admitted to one of the Vietnam People's Public Security education establishments according to their preference.

+ Candidates who achieve first prize in the national excellent high school student competition in subjects such as Mathematics, Physics, Chemistry, Literature, History, and English can be directly admitted to People's Security Academy, People's Police Academy, People's Security University, and People's Police University.

+ Candidates who achieve first prize in the national excellent high school student competition in subjects such as Mathematics, Physics, Literature, History, Geography, and English can be directly admitted to the Political Academy of the People's Police of Vietnam.

+ Candidates who achieve first prize in the national excellent high school student competition in English can be directly admitted to the English Language Department of the International Academy.

+ Candidates who achieve first prize in the national excellent high school student competition in Chinese can be directly admitted to the Chinese Language Department of the International Academy.

+ Candidates who achieve first prize in the national science and technology competition in high school can be directly admitted to the University of Fire Prevention and Fighting, People's Police University of Technology and Logistics, the medical field at Vietnam Military Medical Academy - Ministry of Defense of the People's Security Academy, and the field of high-tech crime prevention and cybersecurity of the People's Security Academy.

Method 2:

- Possess an international language certificate obtained no more than 2 years before April 1, 2024. The certificate should be issued by an organization authorized by the Ministry of Education and Training and should be one of the following certificates: IELTS (Academic) with a score of 7.5 or higher, TOEFL iBT with a score of 110 or higher; HSK level 5 for Chinese; DELE C1 for Spanish; DELF C1 for French; TRKI 3 for Russian; C1 for German; JLPT N1 for Japanese; TOPIK II Level 4 for Korean; CELI 4 for Italian. The Chinese Language Department of the International Academy only accepts candidates with a HSK certificate for Chinese.

For candidates planning to take an international language certificate during the selection period, they can still register, but the official exam date must be before May 30, 2024. They must complete and submit the test results to the Vietnam People's Public Security education establishments before the Selection Council evaluates Method 2.

- Achieve excellent academic performance in grades 10, 11, and 12, with an overall average foreign language score of 8.5 or higher in high school. For candidates in grade 12, they can still register, and after the final grade is available, the eligibility will be determined based on the regulations.

- Graduate from high school by the time of enrollment confirmation.

Method 3:

- For high school students who study a foreign language other than English (for candidates applying for programs that use English for admission) or Chinese (for candidates applying for programs that use Chinese for admission), they can use the score of that subject for initial selection.

- For candidates in grade 12 who have not received an evaluation of academic performance or conduct in grade 12 at the time of initial selection, they can still register. After the final grade is available, the eligibility will be determined based on the regulations.

- Graduate from high school by the time of enrollment confirmation.

(4) Registration for preliminary selection:

- Public security officers on active duty register for selection at their respective units.

- Students of the Cultural School register for selection at the school.

- General high school students (including students who have graduated in previous years), citizens who have completed their obligations to participate in the People's Public Security or military obligations, register for preliminary selection at the district-level Public Security office in their place of permanent residence.

- Candidates are not allowed to register for preliminary selection at multiple selection boards under the Ministry of Public Security. The Public Security units and local authorities will inform the candidates clearly that if they violate this rule, they will not be considered for admission to the Vietnam People's Public Security education establishments.

- Applicants for preliminary selection must come in person to register and bring the original or certified copy of their academic transcript and birth certificate, along with their national identity card or citizen identification card (residential confirmation is not required). For citizens who have completed their obligations to participate in the People's Public Security or military obligations, in addition to the aforementioned documents, they must also bring their discharge decision.

(5) Considerations for admission for each method:

Admission for candidates applying through Method 1:

- Based on the assigned quotas and the number of applications received, the Vietnam People's Public Security education establishments will conduct direct admissions. In case of exceeding the allocated quotas, the following order will be used to determine admission:

+ First, candidates who are selected to participate in the national team selection for international Olympic competitions or national-level science and technology competitions.

+ Second, candidates who have achieved first place in the national excellent student selection for high school or national-level science and technology competitions for high school.

+ Third, candidates with the highest average scores over three years of high school.

- In case the awards are determined by gold, silver, and bronze medals, the gold medal is considered equivalent to the first prize, the silver medal to the second prize, and the bronze medal to the third prize.

- Candidates applying through Method 1 can also participate in admissions through Method 2 or Method 3 (if they submit complete applications and meet the required conditions).

Admission for candidates applying through Method 2:

- In case of exceeding the allocated quotas, the following order will be used to determine admission:

+ First, candidates with IELTS Academic, TOEFL iBT, HSK, DELE, DELF, TRKI, German C1, JLPT N1, TOPIK II, CELI scores, evaluated in descending order.

+ Second, candidates with the highest average academic scores over three years of high school.

+ Third, candidates with the highest average foreign language scores in the subjects of grades 10, 11, and 12 of high school.

- Candidates applying through Method 2 can also participate in admissions through Method 1 or Method 3 (if they submit complete applications and meet the required conditions).

Admission for candidates applying through Method 3:

- The admission score is the total score of three subjects in the selection combination for Vietnam People's Public Security education establishments (accounting for 40%) and the entrance examination score of the Ministry of Public Security converted to a 30-point scale (accounting for 60%), rounded to two decimal places, plus bonus points for regional priority, priority for certain groups according to the regulations of the Ministry of Education and Training, and bonus points according to the regulations of the Ministry of Public Security.

The calculation formula is as follows: DXT = (M1+M2+M3)*2/5+BTBCA*3/5+DC, where: + DXT: Admission Score + M1, M2, M3: scores of the three subjects in the selection combination for Vietnam People's Public Security education establishments + BTBCA: the entrance examination score of the Ministry of Public Security + DC: priority points

+ First, candidates with the total score of three subjects in the selection combination for Vietnam People's Public Security education establishments (accounting for 40%) and the entrance examination score of the Ministry of Public Security (accounting for 60%), rounded to two decimal places, will be considered in descending order until the quotas are filled.

+ Second, candidates with the highest entrance examination score of the Ministry of Public Security will be considered in descending order until the quotas are filled.

+ Third, candidates with the highest score in the essay section of the entrance examination of the Ministry of Public Security will be considered in descending order until the quotas are filled.

What are the health requirements for admission to the Vietnam People's Public Security education establishments?

Pursuant to the provisions of Article 4 of Circular 62/2023/TT-BCA, the health requirements for admission to the Vietnam People's Public Security education establishments according to the latest regulations must meet the following two criteria:

General criteria

Citizens participating in the admission process for new recruits to the Vietnam People's Public Security, who have completed their mandatory service period in the Vietnam People's Public Security, will be considered for transfer to a recognized professional service regime when they meet the following health standards:

(1) Have health classification of Type 1 (one) or Type 2 (two);

(2) Height between 1m64 and 1m95 for males, between 1m58 and 1m80 for females, unless specific cases are allowed to have reduced height standards as stipulated in Clause 2, Clause 3 of this Article;

(3) Visual acuity without glasses: each eye achieves 09-10/10, and the total visual acuity of both eyes is 18/10 or higher. If there is a refractive error: myopia, hyperopia, each eye should not exceed 03 (three) diopters; if there is an astigmatism, it should be physiological or less than 01 (one) diopter per eye; visual acuity test for one eye through glasses should be at least 09/10, and the total visual acuity for both eyes through glasses should be 19/10 or higher (must commit to maintaining the visual acuity standards as required if admitted for new recruits, selected citizens for the Vietnam People's Public Security, and transferred to a professional service regime within the Vietnam People's Public Security), unless otherwise stipulated in Point b, Clause 3 of Article 4 of Circular 62/2023/TT-BCA;

(4) Meet the following specific criteria:

- Not addicted to narcotics and precursors as regulated by Decree 57/2022/ND-CP;

- Normal hair color and style (according to the regulations of the Vietnam People's Public Security);

- No disorders of skin pigmentation, except for darkening of the cheek area (facial freckles);

- No body piercings on the nose or other locations on the body for wearing jewelry. For males, no ear piercings or ear piercings that have healed into scars; for females, no more than 02 piercings on one ear or only one piercing on the ear, with any other ear piercings having healed into scars;

- No raised scars or keloids on the head, face, neck, wrist, palm, or sole of the foot;

- No tattoos, including permanent makeup, on the skin, except for eyebrow or lip cosmetic tattoos for females.

Specific health criteria for the admission of citizens to the Vietnam People's Public Security

Citizens participating in the admission process for new recruits to the Vietnam People's Public Security must meet the following specific health criteria:

(1) Citizens applying to Vietnam People's Public Security education establishments as mandatory enlisted officers in the Vietnam People's Public Security: The height requirement is based on the height standard at the time of enrollment for fulfilling service obligations in the Vietnam People's Public Security.

(2) Citizens applying to Vietnam People's Public Security education establishments as ethnic minorities: The height requirement is between 1m62 and 1m95 for males, and between 1m56 and 1m80 for females. Citizens belonging to the priority policy group 01 - UT1 category in Appendix II of Circular 08/2022/TT-BGDDT dated June 6, 2022, issued by the Minister of Education and Training, which regulates the enrollment regulations for universities and colleges in the field of early childhood education: The height requirement is between 1m60 and 1m95 for males, and between 1m55 and 1m80 for females.

- Citizens applying to Vietnam People's Public Security education establishments as Vietnamese citizens with a university degree from domestic or foreign universities: Citizens with degrees in natural sciences, engineering, computer science, and information technology are required to meet the height standard between 1m62 and 1m95 for males, and between 1m56 and 1m80 for females.

- Citizens applying to Vietnam People's Public Security education establishments as candidates with a high school diploma: The height requirement is 1m55 or above for males, and 1m50 or above for females.

- Citizens with multiple priority criteria are only entitled to the highest priority level

What are the procedures for health examination for the new admission to the Vietnam People's Public Security?

Pursuant to Article 8 of Circular 62/2023/TT-BCA, the health examination for the new admission to the Vietnam People's Public Security is carried out as follows:

Health examination content

- Physical and clinical examination according to the criteria specified in Appendix I issued with Circular 62/2023/TT-BCA.

- Close clinical examination.

- Blood tests: Complete blood count, blood type, glucose, AST, ALT, urea, creatinine, HIV, HBsAg, anti-HCV; urine analysis including drug and precursor testing; chest X-ray; abdominal ultrasound; electrocardiogram.

If necessary, other close clinical examinations may be prescribed to serve the health conclusion as required by the Board or Health Examination Committee.

Health conclusion:

- The person conducting the clinical and close clinical examination for the subjects undergoing health examination must clearly record the examination results, classify health by specialization, sign and take legal responsibility for their examination and the examination results.

- Based on the results of each specialization, the Board or Health Examination Committee shall make a health classification conclusion according to the regulations in Article 4 and Article 6 of Circular 62/2023/TT-BCA.

- After classifying health, the Chairman of the Board or the Head of the Health Examination Committee is responsible for signing, clearly stating their name, and stamping the health examination form of the medical facility. The conclusion of the Board or Health Examination Committee should clearly state whether the citizen meets the health standards for admission to the Vietnam People's Public Security or has fulfilled the service obligation as a conscript officer in the Vietnam People's Public Security and is eligible for transfer to the professional service regime.

Points to note:

- In case of acute illness or diseases that can temporarily improve or worsen over time or after treatment, the corresponding point must be accompanied by the letter "T" (meaning "temporary"). The examiner must provide a brief summary of the disease in Vietnamese next to it (it can be written in international terms in parentheses). When making the conclusion, if the "T" is the highest point in the criteria, the letter "T" must be written in the health classification section.

- In case of doubt or inability to make a conclusion, the Board or Health Examination Committee will refer the citizen to a specialized medical facility that meets the conditions for an accurate conclusion. A maximum of 10 days is allowed to obtain a conclusion and this is only done when necessary.

- In cases where the health form has the letter "T" written, the Board or Health Examination Committee is responsible for guiding the citizen to medical facilities for treatment.

- If a citizen has a disease that has not been classified according to Table 2 in Appendix I issued with Circular 62/2023/TT-BCA, the Health Examination Board will assess the comprehensive functions of the affected organ, the degree of impact on training, work, and daily life, and the prognosis of the disease to make a health classification conclusion
