What are the duties of the Mobile Police as regulated?
According to the provisions of Article 9 of the 2022 Mobile Police Law, the duties of the Mobile Police are as follows:
- Advise the Minister of Public Security on armed measures to protect national security, ensure social order, and safety; develop a revolutionary, regular, elite, and modern Mobile Police force.
- Mainly use armed measures to combat acts of rebellion and terrorism.
- Use armed measures and other operational measures to carry out the following tasks:
+ Attack and prevent subjects from carrying out acts of kidnapping, using violence to infringe upon, or threatening to infringe upon the life, health, and property of individuals and organizations;
+ Disperse large gatherings causing disorder to security and order;
+ Protect important political, economic, diplomatic, scientific - technical, cultural, and social events and targets and protect the transportation of special goods;
+ Patrol and control to ensure security and order.
- Build and rehearse plans to execute the tasks specified in clauses 2 and 3 of this Article. The Minister of Public Security regulates the process of building and implementing the Mobile Police’s plans.
- Train and provide orders, military, martial arts, technical, and tactical training to Mobile Police officers and soldiers and officers, soldiers, and students in the People's Public Security; preside and coordinate anti-terrorism training for specialized and mobilized forces participating in anti-terrorism activities; participate in professional security training for protection forces of ministries, sectors, and localities according to law.
- Manage, train, and use service animals for national security protection, ensuring social order, and safety.
- Perform ceremonies in the People's Public Security and important events as regulated.
- Coordinate and support forces in the People's Public Security and agencies, organizations, units, and other forces in protecting national security, ensuring social order, combating crime; preventing and overcoming disasters, natural calamities, epidemics; search, rescue, and salvage; building a national movement for homeland security protection.
- Perform other duties as prescribed by the People's Public Security Law and relevant legal regulations.

What are the prohibited acts for the Mobile Police?
Based on Article 8 of the 2022 Mobile Police Law, the prohibited acts for the Mobile Police are:
- Opposing and obstructing the activities of the Mobile Police; retaliating, threatening, infringing upon the life, health, honor, and dignity of Mobile Police officers, agencies, organizations, and individuals participating in coordination, collaboration, support, or assistance to the Mobile Police in the performance of public duties or for reasons of public duties.
- Seizing, destroying, intentionally damaging, storing, manufacturing, trading, and using illicit weapons, explosives, support tools, vehicles, and technical equipment of the Mobile Police.
- Bribing, offering bribes, or coercing Mobile Police officers to act against their assigned tasks and authorities.
- Impersonating Mobile Police officers; falsifying means, forging, trading, and illegally using uniforms, insignias, seals, special operational certificates of the Mobile Police.
- Mobile Police officers abusing or exploiting their functions, duties, and work positions to violate the law, infringe upon the legitimate rights and interests of agencies, organizations, individuals, or acting in a manner that is harassing and causing difficulties for agencies, organizations, individuals.
Principles of operation of the Mobile Police as regulated?
According to Article 4 of the 2022 Mobile Police Law, the principles of operation of the Mobile Police are as follows:
- Operate under the absolute and direct leadership in all aspects of the Communist Party of Vietnam, the command of the President, the unified state management of the Government of Vietnam, and the direct management and command of the Minister of Public Security.
- Comply with the Constitution, Vietnamese law, and international treaties to which the Socialist Republic of Vietnam is a member.
- Rely on the people, promote the people's strength, and be subject to the people's supervision; protect the interests of the State, and the legitimate rights and interests of agencies, organizations, and individuals according to the law.
- Closely combine armed measures with other operational measures of the People's Public Security force in performing assigned functions and tasks.
- Ensure centralized and unified command from the central to local levels.
