What is the position and functions of the President Ho Chi Minh Mausoleum Protection Command?
According to Article 1 of Circular No. 152/2017/TT-BQP stipulating the position and functions of the President Ho Chi Minh Mausoleum Protection Command as follows:
- Position: President Ho Chi Minh Mausoleum Protection Command is a unit directly under the Ministry of National Defense of Vietnam; specialized unit in coordination with the Management Board of President Ho Chi Minh Mausoleum, an agency under the Government.
- Functions:
+ Advise the Party, State, Central Military Commission, Ministry of National Defense of Vietnam and the Management Board of President Ho Chi Minh Mausoleum on direction and implementation of the task of long-term preservation and absolute protection of the body of the President. Ho Chi Minh; ensure security and order and organize the reception of people and international guests to visit President Ho Chi Minh, memorialize heroic martyrs, visit President Ho Chi Minh's relic at Da Chong, Ba Vi, Hanoi (hereinafter referred to as special political task);
+ As a specialized agency to assist the Management Board of President Ho Chi Minh Mausoleum in directing the performance of special political tasks and organization of political and cultural activities in order to propagate and promote the political and cultural significance of President Ho Chi Minh Mausoleum works;
+ Build, manage and command agencies and units under their authority.

According to Article 3 of Circular No. 152/2017/TT-BQP, the relationship between the President Ho Chi Minh Mausoleum Protection Command and other units is as follows:
Working relationship
1. The relationship with the Central Military Commission and the Minister of National Defense is a relationship of submission to the leadership, direction and command.
2. The relationship with the General Staff and the General Department of Politics is the relationship of submission to command and direction:
a) To submit to the military and defense command, the direction of force organization building, ceremonial security and combat readiness training of the Chief of the General Staff;
b) To submit to the direction of Party and political activities of the Director of the General Department of Politics.
3. The relationship with functional agencies under the Ministry of National Defense of Vietnam is a cooperative and synergistic relationship in the performance of political tasks and is subject to the direction and guidance of professional expertise and sector work.
4. The relationship with units under the Ministry of National Defense of Vietnam is a cooperative and synergistic relationship in terms of ensuring rituals, security and safety in the area of President Ho Chi Minh Mausoleum during major State holidays; activities, propaganda to promote political and cultural significance at President Ho Chi Minh Mausoleum, Ba Dinh Square, Monument to Heroes and Martyrs and K9 Monument.
5. The relationship with the Management Board of the President Ho Chi Minh Mausoleum is a subordination relationship, subject to the direction of:
a) Perform the tasks and powers assigned by the Management Board of the President Ho Chi Minh Mausoleum;
b) Implement the regulations on coordination of activities with specialized units under the functions, tasks, powers and organizational structure of the Management Board of the President Ho Chi Minh Mausoleum.
6. Relations with agencies and organizations outside the Army include:
a) Coordinate with units under the Ministry of Public Security to ensure security and order, organize the reception of people and international guests to visit President Ho Chi Minh, memorialize heroic martyrs and visit the Mausoleum. Ho Chi Minh president;
b) Coordinating with ministries, branches and localities in organizing the reception of mass organizations, social organizations, people with meritorious services to the revolution, international delegations to visit President Ho Chi Minh, memorializing heroes martyrs, visit the K9 Relic Area and ensure the security and safety of President Ho Chi Minh Mausoleum;
c) Coordinating with forces in Ba Dinh historical-cultural relic cluster in performing tasks as prescribed by the Prime Minister.
Thus, the relationship of forces of the President Ho Chi Minh Mausoleum Protection Command with other units is carried out in accordance with the above provisions.

Pursuant to Article 2 of Circular No. 152/2017/TT-BQP stipulating as follows:
- Carry out the task of long-term preservation and absolute protection of the body of President Ho Chi Minh.
- Operational management, technical assurance of President Ho Chi Minh Mausoleum and related technical works:
+ Management and operation of machinery and equipment systems for President Ho Chi Minh Mausoleum, Monuments of Heroes and Martyrs, Ba Dinh Square, backup works, technical works and architectural objects associated with the above works;
+ Maintain technical parameters in the work of President Ho Chi Minh Mausoleum to ensure compliance with the prescribed standards for the preservation of the body and the visit of President Ho Chi Minh;
+ Master architectural planning, participate in detailed embellishment of technical infrastructure systems in the area of President Ho Chi Minh Mausoleum, Ba Dinh Square, Monument to Heroes and Martyrs, citizen reception area is in line with the overall planning of the Ba Dinh Political Center.
- Ensure security, be ready to fight and perform rituals:
+ Safeguarding the ceremony to visit President Ho Chi Minh and political and cultural activities in order to propagate and promote the political and cultural significance of the President Ho Chi Minh Mausoleum.
Organize the honor guard and guard to ensure security and safety in the area of President Ho Chi Minh Mausoleum and works under its management.
Responsible for security and safety checks before holding a visitation ceremony at President Ho Chi Minh Mausoleum, Monument to Heroes and Martyrs, memorial service at President Ho Chi Minh Monument at Da Chong, Ba Because, Hanoi (hereinafter referred to as the K9 Relic Area); coordinate with units to ensure security during major holidays.
+ Perform military and state ceremonies at the President Ho Chi Minh Mausoleum, the Monument to Heroes and Martyrs, and the K9 Relic Area as prescribed;
+ Manage and protect the absolute safety of K9 Relic Area and backup works.
- Organize to welcome and guide domestic and international visitors to visit President Ho Chi Minh, memorialize heroes and martyrs visiting the K9 relic site and political and cultural activities in order to propagate and promote the political and cultural significance of Ho Chi Minh Mausoleum, Ba Dinh Square, Monument to Heroes and Martyrs and K9 Relic.
- Research, cooperate in applying science and technology on embalming technology to preserve corpses for visiting and in renewing and improving the quality of technical systems of President Ho Chi Minh Mausoleum.
- Coordinate and cooperate with units in the Management Board of President Ho Chi Minh Mausoleum, Ba Dinh Historical-Cultural Relic Cluster, ministries, branches and localities where they are stationed to perform assigned tasks.
- Implement regulations, regulations and legal documents of the Party, State and Army related to the direction and performance of special political tasks. To promulgate decisions, regulations, and regulations on unit management according to the scope of authority prescribed by the Ministry of National Defense of Vietnam.
- Implement the reporting regime to the Ministry of National Defense of Vietnam and functional agencies of the Ministry as prescribed.
- Perform other tasks assigned by competent authorities.
