From January 01, 2023: What are the documents that can be used to replace issued household registration books in Vietnam?
On December 21, 2022, the Government issued Decree 104/2022/ND-CP amending the Decree related to the submission and presentation of household registration books and paper temporary residence books when carrying out administrative procedures, and providing public service provision.
Along with that, in Clause 3, Article 38 of the Law on Residence 2020 there are provisions as follows:

3. Starting from the date on which this Law comes into force, issued household registration books and temporary residence registers may continue to be used and are equivalent to written confirmations of residence per this Law until December 31, 2022 inclusive.
Accordingly, from 2023, the issued household registration books will be officially "annulled", and replaced by the "electronic household registration books" in the Vietnam National Population Database.
Thus, December 31, 2022 will be the last day that the issued household registration book is still valid.
Therefore, people need to do the following things when the household registration book is declared from:
- Make a chip-based citizen ID card
- Update information in the Vietnam National Population Database
- Apply for a certificate of residence information
- Register for an electronic identity account
At the same time, people can use one of the following documents to prove their residence information instead of using an issued household registration book:
- Citizen ID card.
- Identity card.
- Certificate of residence information
- Notice of personal identification number and citizen information in the National Population Database.
Decree 104/2022/ND-CP will officially take effect from January 1, 2023.

What should Vietnamese citizens do when the issued household registration book is annulled from January 1, 2023?

Pursuant to Clause 1, Article 11 of Circular 59/2021/TT-BCA stipulates as follows:
Procedures for issuance, revision, re-issuance of Citizen Identity Cards
1. Citizens shall apply for issuance of Citizen Identity Cards at competent police authorities capable of receiving application for issuance, revision, re-issuance of Citizen Identity Cards in person.
Pursuant to Article 13 of Circular 59/2021/TT-BCA stipulating as follows
Location for submission of applications for issuance, revision, re-issuance of Citizen Identity Cards
1. Supervisory agencies of Citizen Identity Cards of district police or province police shall designate location for receiving and collecting applications for issuance, revision, re-issuance of Citizen Identity Cards for citizens register for permanent or temporary residence in their administrative divisions.
2. Supervisory agencies of Citizen Identity Cards of Ministry of Public Security shall designate locations for collecting and receiving applications for issuance, revision, re-issuance of Citizen Identity Cards for specific cases decided by heads of supervisory agencies of Citizen Identity Cards of Ministry of Public Security.
Accordingly, people can request the issuance of chip-based citizen identity cards at the police office where they permanently or temporarily reside.
Update information in the Vietnam National Population Database
People need to update information on the database as soon as possible to facilitate the implementation of administrative procedures after December 31, 2022 according to the provisions of Article 9 of the Law on Citizen identification 2014 and a number of regulations amended by Clause 1, Article 37 of the Law on Residence 2020 stipulates the information that needs to be collected and updated on the Vietnam National Population Database.
Apply for a residence information verification
Pursuant to Clause Article 17 of Circular 55/2021/TT-BCA stipulates as follows:
Residence information verification
1. Citizens wishing to have their residence information verified may visit registration authorities across the country regardless of their places of residence to request such verification or send a request for residence information verification via the national public service portal, public service portal of the Ministry of Public Security or public service portal for residence management.
Accordingly, citizens can request confirmation of residency information in one of two ways:
- Directly visit registration authorities across the country regardless of their places of residence to request such verification;
-Send a request for residence information verification via the national public service portal, public service portal of the Ministry of Public Security or public service portal for residence management
Register for an e-identity account
People need to register for an electronic identity account according to Article 12 of Circular 59/2021/TT-BCA
Accordingly, there are 2 levels of electronic identity accounts
+ The level -1 eID account of Vietnamese citizens includes personal information and portrait photos and people can use some basic features such as notification of residence, registration of permanent residence, temporary residence, declaration of temporary absence...
+ The level -1 eID account of Vietnamese citizens, in addition to the utilities at level 1, the level 2 identity account has more information about the citizen's biometrics, can use all the built-in utilities, including papers such as: Driver license, vehicle registration, health insurance, payment of various electronic bills
Once they have an electronic identity account, people can present their identification information, through the VNeID application, to prove their identity, carry out administrative procedures, and perform civil transactions.
