On October 31, 2023, the Government of Vietnam issued Resolution 178/NQ-CP in 2023 promulgating the Government's Action Plan to implement the Politburo's Conclusion 49-KL/TW in 2023 on the development orientation of Vietnam's railway transport to 2030 with a vision to 2045.
What is the purpose of Vietnam's railway transport development program to 2030 with a vision to 2045?
Pursuant to Subsection 1 Section I of the Action Plan promulgated together with Resolution 178/NQ-CP in 2023, the Government of Vietnam stipulates the purpose of Vietnam's railway transport development program to 2030 with a vision to 2045 as follows:
- Organize profound insight, fully and seriously, and effectively implement the Politburo's Conclusion 49-KL/TW in 2023.
- Clearly define the key contents and tasks for the Government of Vietnam, ministries, ministerial-level agencies, Government-attached agencies, People's Committees of provinces and centrally-run cities to focus on directing and organizing the successful implementation of the objectives of Conclusion 49-KL/TW in 2023.
What are the objectives of Vietnam's railway transport development program to 2030 with a vision to 2045?
Accordingly, in subsection 3 of Section I of the Government's Action Plan promulgated together with Resolution 178/NQ-CP in 2023, the objectives of Vietnam's railway transport development program to 2030 with a vision to 2045 are as follows:
Objectives by 2025:
- Complete regional plannings, provincial plannings, 5-year land use plans (2021 - 2025), plannings of specialized technical nature of railways, general planning of urban construction to concretize Conclusion 49-KL/TW of 2023 and railway network planning for the period 2021 - 2030, vision to 2050.
- Strive to complete the approval of investment guidelines for high-speed railway projects on the North-South axis; formulate proposals for investment guidelines on newly built railways and urban railways with investment roadmaps before 2030.
- Continue to implement and complete projects to renovate and upgrade existing national railways identified as capital sources in the medium-term investment plan 2021 - 2025.
Objectives by 2030:
- Strive to start construction of the North-South high-speed railway project in priority sections of Hanoi - Vinh, Ho Chi Minh City - Nha Trang.
- Strive to start construction of a number of railway lines connecting international gateway seaports (Hanoi - Hai Phong, Bien Hoa - Vung Tau), international border gates (Hanoi - Lao Cai, Hanoi - Lang Son, Vung Ang - Tan Ap - Mu Gia), international airports (Thu Thiem - Long Thanh), the eastern ring railway of Hanoi junction area (Ngoc Hoi - Lac Dao - Yen Vien - Bac Hong - Thach Lei), Ho Chi Minh City - Can Tho railway; invest in completing the Yen Vien - Pha Lai - Ha Long - Cai Lan railway lines.
- Strive to build and put into operation about 50% of the total length of urban railways planned in Hanoi and Ho Chi Minh City. Implementing the planning, depending on transport needs, will study mobilizing investment capital for a number of urban railways in large cities with a population of over 01 million people.
- Renovate, upgrade, and electrify a number of existing sections of national lines and railways to ensure traffic safety, improve the efficiency of exploitation, and implement the United Nations Framework Convention on Climate Change (COP26).
Objectives by 2045:
- Complete and put into operation the entire North-South high-speed railway.
- Complete the railway line of Hanoi junction area, Ho Chi Minh City junction area; railway lines connecting with transport hubs with large traffic (seaports, industrial parks, economic zones), Central Highlands provinces; coastal railway, Inter-Asian Railway.
- Complete the urban railway network in Hanoi (connected to the Capital Region) and Ho Chi Minh City by 2035; strive to complete a number of urban railways in urban areas with a population size of over 01 million people.
- Strive to basically complete the renovation, upgrading, and electrification of existing railways, meeting COP26 requirements.
What is the improvement of institutions and policies on railway transport development in Vietnam?
Pursuant to Subsection 2 Section II of the Government's Action Plan promulgated together with Resolution 178/NQ-CP in 2023, the Government of Vietnam has proposed tasks and solutions on the improvement of institutions and policies on railway transport development in Vietnam as follows:
- Continue to improve the legal system of railways in the direction of promoting development investment; diversify and mobilize maximum resources for railway development investment; strengthen decentralization and decentralization for localities to invest, and develop industry and human resources for railways.
- Review, amend, and supplement the Law on Public-Private Partnership in Vietnam to create a favorable environment, and attract and encourage economic sectors to invest in railway development; and concession for the exploitation of railway infrastructure.
- Review, amend, and supplement the Law on Construction in the direction of strengthening decentralization and decentralization for localities to accelerate the progress and shorten investment procedures.
- Review, amend, and supplement the Law on State Budget in the direction that localities may use local budgets to invest in the development of national railways through their localities.
- Formulate and promulgate institutions and policies to prioritize, encourage, and support the development of the railway industry and invest in the development of the railway industry.
- Formulate and promulgate institutions and policies to promote research and application of modern science and technology, digital transformation in investment, exploitation, and maintenance of railway infrastructure, industry, and services; prioritize the annual allocation of the State budget for the development of railway science and technology.
- Review and perfect the system of railway norms, standards, norms, and unit prices, creating favorable conditions for entities involved in railway construction and management.
