What is the interval between 2 events of awarding, announcing, and organizing the award of the title of People's Artist in Vietnam?
Based on Article 5 of Decree 61/2024/ND-CP, the interval between 2 events of awarding, announcing, and organizing the award of the title of People's Artist in Vietnam is stipulated as follows:
- The titles "People's Artist" and "Artist of Merit" are nominated and announced as per Clause 4, Article 66 of the Emulation and Reward Law 2022. To be specific:

4. The titles "People's Artist" and "Artist of Merit" are nominated and announced once every three years on the occasion of the National Day of the Socialist Republic of Vietnam.
- The Ministry of Culture, Sports, and Tourism organizes the Award Ceremony for the titles "People's Artist" and "Artist of Merit".
The the interval between 2 events of awarding, announcing, and organizing the award of the title of People's Artist in Vietnam is once every three years on the occasion of the National Day of the Socialist Republic of Vietnam.
What are criteria for awarding the Title of People's Artist in Vietnam?
Based on Article 7 of Decree 61/2024/ND-CP, thecriteria for awarding the Title of People's Artist in Vietnam are as follows:
The title "People's Artist" is granted to individuals stipulated in Clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following criteria:
(1) Loyal to the Fatherland; comply well with the directives of the Communist Party, policies, and laws of the State; the rules, regulations of agencies, organizations, and localities.
(2) Possess good moral character, exemplary in life, dedicated to their profession; possess exceptional artistic talent representative of cultural and artistic fields being honored; have professional prestige; have many contributions to the revolutionary cause of Vietnam, recognized and admired by colleagues and the people.
(3) Continuously or cumulatively work in the field of professional culture and art for over 20 years or over 15 years for the fields of circus and dance.
(4) Previously awarded the title "Artist of Merit" and subsequently continue to meet one of the following criteria:
- Have at least 02 national Gold Awards, with at least 01 national Gold Award being individual.
Individual or group achievements in domestic Gold Awards for films, programs, plays, performances are converted to individual achievements as per Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or groups for films, programs, plays, performances are reviewed and converted by professional agencies under the Ministry of Culture, Sports, and Tourism as a basis for evaluating individual achievements as per Appendix II attached to Decree 61/2024/ND-CP.
- In the absence of an individual national Gold Award, at least 03 national Gold Awards converted for individual achievements as per Appendix II attached to Decree 61/2024/ND-CP.
Individual or group achievements in domestic Gold Awards for films, programs, plays, performances can be converted to individual achievements as per Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or groups for films, programs, plays, performances are reviewed and converted by professional agencies under the Ministry of Culture, Sports, and Tourism as a basis for evaluating individual achievements as per Appendix II attached to Decree 61/2024/ND-CP.
- Have at least 02 national Gold Awards for music or photography works.
Domestic Gold Awards for music or photography works are converted per the ratio stipulated in Appendix II attached to Decree 61/2024/ND-CP.
International awards for music or photography works are reviewed and converted by professional agencies under the Ministry of Culture, Sports, and Tourism as a basis for evaluating individual achievements as per Appendix II attached to Decree 61/2024/ND-CP.
- Have outstanding contributions and exceptional artistic talent, not meeting the criteria under points a or b, Clause 4, Article 7 Decree 61/2024/ND-CP, but are discussed, unanimously presented by the Council at various levels to the Prime Minister of the Government of Vietnam for consideration and decision in specific cases such as:
Individual is elderly as defined in Article 2 of the Elderly Law 2009; has an additional 10 years of professional artistic activity beyond the regulations in Clause 3, Article 7 Decree 61/2024/ND-CP; has many outstanding contributions in the honored art form, especially during the resistance war for national salvation;
Individual has an additional 10 years of professional artistic activity beyond the regulations in Clause 3, Article 7 Decree 61/2024/ND-CP; has many outstanding contributions in the honored art form; continues to actively participate in professional artistic performances serving political tasks at the provincial, city, ministry, or national level;
Individual has an additional 10 years of professional artistic activity beyond the regulations in Clause 3, Article 7 Decree 61/2024/ND-CP; has many outstanding contributions in the honored art form; continues actively participating in professional symphony, ballet, opera performances;
Individual is a teacher, lecturer at professional cultural and artistic training schools; has directly trained 03 students who have won national or international Gold Awards (international awards for students are reviewed and confirmed by the professional agencies under the Ministry of Culture, Sports, and Tourism for evaluating teacher or lecturer achievements), continues to actively participate in professional artistic performances and has many outstanding contributions in the honored art form or has an additional 10 years of professional artistic activity beyond the regulations in Clause 3, Article 7 Decree 61/2024/ND-CP, has many outstanding contributions in the honored art form, continues to actively participate in professional artistic performances serving political tasks at the provincial, city, ministry, or national level.
