Based on Article 5 of Decree 61/2024/ND-CP, the interval between 2 events of awarding, announcing, and organizing the award of the title of People's Artist in Vietnam is regulated as follows:
- The titles "People's Artist," "Artist of Merit" are awarded and announced as stipulated in Clause 4, Article 66 of the Law on Emulation and Commendation 2022.

4. The titles "People's Artist," "Artist of Merit" are awarded and announced every 3 years on the occasion of the National Day of the Socialist Republic of Vietnam.

What are the standards for awarding the "Artist of Merit" title in Vietnam?
Based on Article 8 of Decree 61/2024/ND-CP, the standards for awarding the "Artist of Merit" title in Vietnam are as follows:
The title "Artist of Merit" is awarded to individuals stipulated in Clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following standards:
(1) Loyalty to the Fatherland; strict compliance with the guidelines of the Communist Party, policies, and laws of the State; rules, regulations, and policies of organizations, agencies, and localities.
(2) Good moral character, exemplary behavior in life, dedication to the profession; outstanding artistic talent in the recognized cultural and artistic forms, fields, or professions; having professional reputation; a spirit of serving the people, recognized and admired by colleagues and the general public.
(3) Having continuous or cumulative professional activity in the cultural and artistic field for 15 years or more, or 10 years or more for circus and dance art forms.
(4) Meeting at least one of the following criteria:
- Having at least 02 national Gold awards, including 01 individual national Gold award.
The conversion ratio for individual Gold awards or the awards of films, programs, plays, and performances is regulated in Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or for films, programs, plays, and performances will be reviewed and converted by the specialized cultural and artistic agency of the Ministry of Culture, Sports, and Tourism according to Appendix II attached to Decree 61/2024/ND-CP.
- Having at least 01 individual national Gold award and 02 national Silver awards.
The conversion ratio for individual Gold awards or the awards of films, programs, plays, and performances is regulated in Appendix II attached to Decree 61/2024/ND-CP.
The conversion ratio for individual Silver awards or the awards of films, programs, plays, and performances is equivalent to the conversion ratio for national Gold awards.
- In case there is no individual national Gold award, at least 03 national Gold awards converted for individuals according to Appendix II attached to Decree 61/2024/ND-CP.
The conversion ratio for individual Gold awards or the awards of films, programs, plays, and performances is regulated in Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or for films, programs, plays, and performances will be reviewed and converted by the specialized cultural and artistic agency of the Ministry of Culture, Sports, and Tourism according to Appendix II attached to Decree 61/2024/ND-CP.
- Having at least 02 national Gold awards for music or photography works.
The conversion ratio for Gold awards for music or photography works is regulated in Appendix II attached to Decree 61/2024/ND-CP.
International awards for music or photography works will be reviewed and converted by the specialized cultural and artistic agency of the Ministry of Culture, Sports, and Tourism according to Appendix II attached to Decree 61/2024/ND-CP.
- Having outstanding contributions and exceptional artistic talent but not meeting the criteria under points a, b, or c, Clause 4, Article 8 of Decree 61/2024/ND-CP, yet approved by the council at all levels for consideration and submission to the Prime Minister for one of the following specific cases:
Individuals who are elderly as defined in Article 2 of the Law on the Elderly 2009; have an additional 10 years of professional artistic activity compared to the stipulation in Clause 3, Article 8 of Decree 61/2024/ND-CP; have made many exceptional contributions in the recognized types, fields, or professions of art, particularly during the resistance years for national salvation.
Individuals who have an additional 10 years of professional artistic activity compared to the stipulation in Clause 3, Article 8 of Decree 61/2024/ND-CP; have made many exceptional contributions in the recognized types, fields, or professions of art; still actively participating in professional artistic activities and serving political missions at the provincial, municipal, ministry, and national levels.
Individuals who have an additional 10 years of professional artistic activity compared to the stipulation in Clause 3, Article 8 of Decree 61/2024/ND-CP; have made many exceptional contributions in the recognized types, fields, or professions of art; still actively participating in professional artistic performances in symphonic, operatic, and ballet music.
Individuals who are teachers and lecturers at professional cultural and artistic training institutions; directly training 03 students, where at least 02 students won Gold awards and 01 student won a Silver award in national or international artistic competitions (International awards for students will be reviewed and confirmed by the specialized agency of the Ministry of Culture, Sports, and Tourism as the basis for the teacher or lecturer's achievements), still actively participating in professional artistic activities and making exceptional contributions in the recognized types, fields, or professions of art. Alternatively, individuals who have an additional 10 years of professional artistic activity compared to the stipulation in Clause 3, Article 8 of Decree 61/2024/ND-CP, making exceptional contributions in the recognized types, fields, or professions of art, and still actively participating in professional artistic performances for provincial, municipal, department, and national level political missions.
