On July 30, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 3935/BGDDT-GDTrH of 2024 providing guidance on implementing secondary education tasks for the 2024-2025 academic year.
According to Part A Official Dispatch 3935/BGDDT-GDTrH of 2024 outlines general tasks for secondary education for the 2024-2025 academic year as follows:
(1) Implement the General Education Program 2018 for all grade levels, focusing on adequately preparing the conditions to deploy General Education Program 2018 for grades 9 and 12 to ensure the completion of the academic year and enhance secondary education quality. Preparation to organize the evaluation and summary of the deployment of General Education Program 2018 for the period 2020-2025.
(2) Effectively implement teaching methods, forms of organizing teaching, assessment methods to develop students' qualities and capabilities; diversify forms of organizing integrated educational activities to develop students' skills; promote and improve the quality of STEM education, career education, and vocational orientation for students after secondary and high school.
(3) Focus on developing the network of schools and classes; enhance the infrastructure and teaching equipment to meet the requirements of the deployment of General Education Program 2018; improve the quality of universal secondary education.
(4) Focus on developing the contingent of teachers and educational managers ensuring the quality of General Education Program 2018 implementation; emphasize regular professional training to enhance the professional competence and skills of the teaching staff.
(5) Effectively manage education, school governance ensuring democracy, discipline, order, quality, and efficiency in secondary education institutions; organize well various emulation movements. Strengthen advisory work, guidance, supervision, inspection, and control according to authority.
(6) Effectively and practically implement digital transformation in teaching and educational management; focus on implementing digital transformation in managing students' academic and training results.

What are the regulation on tasks of effectively implementing methods and forms of testing and assessment in Vietnam?
In Subsection 3, Section I, Part B Official Dispatch 3935/BGDDT-GDTrH of 2024, specific tasks, including those off effectively implementing testing and assessment methods and forms, are regulated as follows:
- Assess secondary and high school students according to the requirements, not exceeding the required attainments of the program, paying attention to some contents such as:
+ Develop testing and assessment plans suitable to the teaching plan;
+ Increase the implementation of periodic assessments through practical exercises and learning projects;
+ For the Vietnamese Literature subject, avoid using texts or excerpts already learned in textbooks for comprehension and writing assessment materials in periodic tests to overcome the situation of students just memorizing or copying available materials.
- Enhance the construction of question banks and test matrices according to program requirements for each subject; prepare grade 9 students to become familiar with entrance exam orientation for grade 10, and grade 12 students to become familiar with the high school graduation exam orientation.
How to enhance the conditions to ensure the quality of secondary education and improve the quality of universal secondary education in Vietnam?
According to Section 2, Part B Official Dispatch 3935/BGDDT-GDTrH of 2024, it guides the enhancement of conditions to ensure the quality of secondary education and improve the quality of universal secondary education as follows:
Developing the network of schools and classes
- Develop the network of schools and classes associated with conditions ensuring the quality of secondary education.
Continue to invest resources in building national standard schools associated with the national target program on building new rural areas.
- Continue to innovate the organizational model and management activities of high schools specializing in nurturing talents in certain subjects for students achieving good results in training and learning on the basis of comprehensive general education, creating sources for talent training, and meeting the country’s development needs.
Developing the contingent of teachers and educational managers
- Successfully recruit teachers ensuring both quantity and quality, balance the structure, especially teachers of Informatics, Foreign Languages, Arts, Music, Natural Sciences, History, and Geography to meet the requirements of General Education Program 2018 deployment. Continue to implement the roadmap to raise the training standards of secondary school teachers as regulated by the Government of Vietnam.
- Regularly review and supplement the contingent of core teachers for subjects and educational activities;
Effectively utilize the contingent of core teachers and core management staff of general education institutions to implement training for teachers and general education management staff on a large scale;
Link the training for using textbooks with continuous training content and the content of professional group activities within the school and school clusters.
Enhance the effectiveness of training for management staff and teachers working in career education and counseling for high school students.
Ensuring textbooks and local education materials
- Maximize the autonomous role of teachers and educational institutions in organizing the selection of textbooks as regulated.
Cooperate with publishers to provide training for teachers on using textbooks and supplying textbooks for students fully and promptly before the commencement of the 2024-2025 academic year and prepare for subsequent years, ensuring promptness, quality, and conformity.
- Complete the organization of compiling, appraising, and providing local educational materials for grades 9 and 12 (for provinces that have not yet completed) promptly for the 2024-2025 academic year.
Enhancing infrastructure and teaching equipment, learning resources
- Ensure the conditions on infrastructure and minimum teaching equipment as regulated to effectively perform academic year tasks; invest and fully utilize the school’s infrastructure to organize teaching more than 6 sessions/week, ensuring proactivity, flexibility in program implementation.
- Continue to develop digital learning resources to support teachers in organizing teaching and assessing achieving quality and efficiency.
