Regarding the List of 2166 GHG emission facilities subject to GHG inventory development in Vietnam from October 1, 2024 (List of sources required to perform GHG inventory) as follows:
(1) List of 1805 GHG sources required to perform GHG inventory in the industrial sector as detailed in Appendix II issued with Decision 13/2024/QD-TTg;
(3) List of 75 GHG sources required to perform GHG inventory in the transportation sector as detailed in Appendix III issued with Decision 13/2024/QD-TTg;
(4) List of 229 GHG sources required to perform GHG inventory in the construction sector as detailed in Appendix IV issued with Decision 13/2024/QD-TTg;
(5) List of 57 GHG sources required to perform GHG inventory in the resources and environment sector as detailed in Appendix V issued with Decision 13/2024/QD-TTg.

What are the 6 sectors subject to GHG inventory development in Vietnam?
According to Article 1 of Decision 13/2024/QD-TTg, 6 following sectors are subject to GHG inventory development in Vietnam
(1) Energy: Energy production industry; energy consumption in industry, commerce, services, and residential; coal mining; oil and natural gas extraction.
(2) Transportation: Energy consumption in transportation.
(3) Construction: Energy consumption in the construction industry; industrial processes in the production of building materials.
(4) Industrial processes: Chemical production; metallurgy; electronics industry; use of products as substitutes for ozone-depleting substances; production and use of other industrial products.
(5) Agriculture, forestry, and land use: Livestock; forestry and land use change; cultivation; energy consumption in agriculture, forestry, and fisheries; other emission sources in industry.
(6) Waste: Solid waste landfill; biological treatment of solid waste; incineration and open burning of waste; wastewater treatment and discharge.
What are the details of guidance on organizing the implementation of GHG inventory in the sectors and GHG emission facilities?
According to Article 2 of Decision 13/2024/QD-TTg:
(1) The facilities emitting greenhouse gases specified in Article 1 of Decision 13/2024/QD-TTg shall conduct facility-level GHG inventory according to guidelines from the Ministries of Industry and Trade, Transportation, Construction, Natural Resources, and Environment; submit the facility’s greenhouse gas inventory report in accordance with the Decree of the Government of Vietnam regulating GHG mitigation and ozone layer protection.
(2) Provincial and municipal People's Committees directly under central authority:
- Direct related sub-ordinate specialized agencies to urge the facilities emitting greenhouse gases within their locality, listed in the appendix issued with this Decision, to conduct GHG inventory according to regulations.
- Update, adjust the list of facilities emitting greenhouse gases within their locality that must conduct GHG inventory, and send it to the Ministry of Natural Resources and Environment and relevant sector management ministries according to regulations.
(3) The Ministry of Natural Resources and Environment shall preside and coordinate with the Ministries of Industry and Trade, Transportation, Construction, Agriculture, and Rural Development, and provincial and municipal People's Committees directly under central authority to review and update the list of sectors and facilities emitting greenhouse gases that must conduct GHG inventory, and submit it to the Prime Minister of the Government of Vietnam for review and decision.
When does Decision 13/2024/QD-TTg take effect in Vietnam?
Article 3 of Decision 13/2024/QD-TTg specifies the entry into force as follows:
Entry into force
1. This Decision takes effect from October 01, 2024. Decision No. 01/2022/QD-TTg dated January 18, 2022, of the Prime Minister of the Government of Vietnam issuing the list of sectors and facilities emitting greenhouse gases required to perform GHG inventory shall cease to have effect from the effective date of this Decision.
2. Facilities emitting greenhouse gases listed in Decision No. 01/2022/QD-TTg but not listed in this Decision shall not be obligated to perform and submit the facility-level greenhouse gas inventory report for the year 2025.
3. Ministers, Heads of ministry-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and municipal People's Committees directly under central authority, and legal representatives of the facilities listed in the List of Greenhouse Gas Emitting Facilities Required to Perform GHG inventory shall be responsible for enforcing this Decision.
Therefore, Decision 13/2024/QD-TTg takes effect in Vietnam from October 01, 2024.
Decision 01/2022/QD-TTg shall cease to have effect in Vietnam from October 01, 2024.
Facilities emitting greenhouse gases listed in Decision 01/2022/QD-TTg but not in this Decision shall not be obligated to perform and submit the facility-level greenhouse gas inventory report for the year 2025.
Ministers, Heads of ministry-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and municipal People's Committees directly under central authority, and legal representatives of the facilities listed in the lists of sectors and GHG emission facilities subject to GHG inventory development in Vietnam shall be responsible for enforcing Decision 13/2024/QD-TTg.
