What are the details of Circular 14/2024/TT-BCT on policies for periodic reporting on industrial clusters in Vietnam from October 1, 2024?
On August 15, 2024, the Minister of Industry and Trade of Vietnam issued Circular 14/2024/TT-BCT download to regulate policies for periodic reporting on industrial clusters, the national industrial clusters database, and several documents related to the management and development of industrial clusters in Vietnam.
Circular 14/2024/TT-BCT stipulates policies for periodic reporting on industrial clusters as per Decree 09/2019/ND-CP on reporting policies of state administrative agencies; the national industrial clusters database and several documents related to the management and development of industrial clusters as per Decree 32/2024/ND-CP on management and development of industrial clusters.
Circular 14/2024/TT-BCT applies to:
- Enterprises, cooperatives, organizations investing in building the technical infrastructure of industrial clusters.
- Organizations and individuals engaged in production and business activities within industrial clusters.
- Other organizations and individuals involved in the management, investment, and operations of industrial clusters.

What are the regulations on policies for periodic reporting on industrial clusters in Vietnam under Circular 14/2024/TT-BCT?
Based on Article 3 of Circular 14/2024/TT-BCT, the policies for periodic reporting on industrial clusters in Vietnam are as follows:
(1) Subjects of periodic reporting
- Departments of Industry and Trade of the provinces and centrally-run cities (hereinafter referred to as the Departments of Industry and Trade);- District-level People's Committees;- Investors in building the technical infrastructure of industrial clusters;- Organizations and individuals investing in production and business activities within industrial clusters.
(2) Timing for finalizing periodic report data
- The timing for finalizing six-month report data (early year) is from December 15 of the preceding year of the reporting period to June 14 of the reporting period;- The timing for finalizing annual report data is from December 15 of the preceding year of the reporting period to December 14 of the reporting period.
(3) Implementation of periodic reporting policies
- Periodically, before June 20 and December 20 every year, organizations and individuals investing in production and business within industrial clusters report the operational status of the investment projects within the industrial clusters for six months and annually according to Form No. 01 in Appendix I attached to Circular 14/2024/TT-BCT, submitted to the district-level statistical agency, simultaneously to the district-level People's Committee;
- Periodically, before June 20 and December 20 every year, investors building the technical infrastructure of industrial clusters report the operational status of the investment projects in building technical infrastructure of industrial clusters for six months and annually according to Form No. 02 in Appendix I attached to Circular 14/2024/TT-BCT, submitted to the district-level statistical agency, simultaneously to the district-level People's Committee and the Department of Industry and Trade;
- Periodically, before June 25 and December 25 every year, district-level People's Committees report the situation of industrial clusters in the area for six months and annually according to Form No. 03 in Appendix I attached to Circular 14/2024/TT-BCT, submitted to the provincial-level People's Committee and the Department of Industry and Trade;
- Periodically, before June 30 and December 31 every year, the Department of Industry and Trade reports on the situation of industrial clusters in the provincial area for six months and annually according to Form No. 04 in Appendix I attached to Circular 14/2024/TT-BCT, submitted to the provincial-level People's Committee and the Ministry of Industry and Trade (Local Industry Department).
(4) Methods of sending and receiving periodic reports
Periodic reports are presented in either paper or electronic form, and sent to the receiving agency by one of the following methods: direct submission, postal service, the national document interoperability platform, email, or other methods as stipulated by law.
If the national industrial clusters database has been established and is operational, the Department of Industry and Trade sends periodic reports to the Ministry of Industry and Trade (Local Industry Department) through data updates and report submissions on the national industrial clusters database.
What are the regulations on building and operating the national industrial clusters database in Vietnam?
Based on Article 4 of Circular 14/2024/TT-BCT, the regulations are as follows:
Building and operating the national industrial clusters database
1. The Local Industry Department cooperates with the E-commerce and Digital Economy Department and related agencies and units to organize the construction and operation of the national industrial clusters database.
2. The Department of Industry and Trade is responsible for updating the industrial cluster data of the provincial area into the national industrial clusters database as per the regulations and guidance of the Ministry of Industry and Trade.
Accordingly, the building and operating of the national industrial clusters database are implemented as follows:
- The Local Industry Department cooperates with the E-commerce and Digital Economy Department and related agencies and units to organize the construction and operation of the national industrial clusters database.
- The Department of Industry and Trade is responsible for updating the industrial cluster data of the provincial area into the national industrial clusters database as per the regulations and guidance of the Ministry of Industry and Trade.
