Pursuant to Clause Article 17 of the 2009 Law on Overseas Vietnamese Representative Missions of the Socialist Republic of Vietnam (amended by Clause 5, Article 1 of the 2017 Law on amendments to some articles of the Law on Overseas Vietnamese Representative Missions of the Socialist Republic of Vietnam) stipulating the criteria of members of representative missions as follows:

Members of representative missions shall meet the following criteria:

- Being cadres, civil servants, public employees and employees as prescribed by law, except for contract employees specified in Article 29 of the 2009 Law on Overseas Vietnamese Representative Missions of the Socialist Republic of Vietnam.

- Having the qualifications, political, professional, professional skills, foreign languages and experience in accordance with the working requirements as prescribed by the Minister of Foreign Affairs on the basis of the master plan approved by the Prime Minister.

Ambassador Extraordinary and Plenipotentiary shall meet the above criteria and the following criteria:

- Absolutely loyal to the Fatherland and the Constitution of the Socialist Republic of Vietnam; have good moral qualities, firm political will, protect the interests of the nation and nation;

- Have a university degree or higher; have a bachelor's or advanced degree in political theory; have been trained and fostered in knowledge, expertise and foreign affairs; fluently use at least one foreign language suitable to work requirements;

- Firmly grasp and have the capacity to advise, direct and organize the effective implementation of the State's guidelines, guidelines and foreign policies; have the ability to synthesize, analyze and forecast; have the capacity to organize, administer, gather, unite internally and coordinate with relevant agencies, organizations and individuals to well perform their assigned tasks; have management experience, work in the field of foreign affairs; having held the position of deputy director or equivalent or more;

- Have enough health to complete assigned tasks; be of sufficient age to complete at least one working term, except in special cases, based on external requirements, working area, personal capacity and reputation, as prescribed by the Government.

Pursuant to the provisions of Article 19 of the 2009 Law on Overseas Vietnamese Representative Missions of the Socialist Republic of Vietnam (amended by Clause 6, Article 1 of the 2017 Law on amendments to some articles of the Law on Overseas Vietnamese Representative Missions of the Socialist Republic of Vietnam) stipulating as follows:

Heads of representative missions
1. The head of the diplomatic mission is the Ambassador Extraordinary and Plenipotentiary or the Chargé d'affaires in case the Ambassador is not yet appointed.
2. The head of the Consulate General is the Consul General. The head of the Consulate is the Consul.
3. The head of the representative mission to the United Nations is the Permanent Representative and holds the diplomatic post of Ambassador Extraordinary and Plenipotentiary. The heads of a representative mission at another international organization are a Permanent Representative, Permanent Observer or Representative of the President to an international organization and hold the diplomatic post of Ambassador or Ambassador Extraordinary and Plenipotentiary.

Thus, the heads of Vietnamese representative missions are prescribed as follows:

- Diplomatic missions: Ambassador Extraordinary and Plenipotentiary or Chargé d'affaires in case the Ambassador is not yet appointed.

- Consulate General: Consul General

- Consulate: Consulate

- Representative missions to the United Nations is the Permanent Representative: Permanent Representative

What are the responsibilities of members of Vietnamese representative missions?

Pursuant to the provisions of Article 24 of the 2009 Law on Overseas Vietnamese Representative Missions of the Socialist Republic of Vietnam stipulating the responsibilities of members of representative missions as follows:

- To observe Vietnam's laws and comply with regulations of the Ministry of Foreign Affairs and representative missions; to protect and enhance the image, prestige, honor and interests of the Socialist Republic of Vietnam at receiving countries or international organizations.

- To respect law and traditions and customs of receiving countries; to actively contribute to enhancing the cooperative relationship between the Socialist Republic of Vietnam and receiving countries or international organizations.

- To abide by the instruction and administration of heads of their representative missions: to report on and take responsibility before heads of their representative missions for the performance of their assigned tasks.

- To protect state secrets.

- To refrain from abusing privileges and immunities for personal benefits, adversely affecting the honor and prestige of the Socialist Republic of Vietnam and representative missions. During their working period at representative missions, to be prohibited from conducting professional operations for self-seeking purposes.
