Pursuant to the regulations stipulated in Article 8 of Circular 03/2024/TT-TTCP on the standards for consideration for awarding Diplomas of Merit in the Inspection sector,

The Heads of units under the Government Inspectorate of Vietnam shall award Diplomas of Merit to individuals under their management authority according to the following criteria:

- Successfully completing tasks or higher;

- Demonstrating good ethical qualities, fostering internal cohesion, serving as a role model in implementing the Party's guidelines and policies, state laws, internal regulations, and working rules of the agency or unit; actively participating in competitions and movements launched by the agency or unit;

- Regularly improving professional knowledge and skills through continuous learning.

- The Heads of units under the Government Inspectorate of Vietnam shall award Diplomas of Merit to collectives under their management authority according to the following criteria:

- Successfully completing tasks or higher;

- Maintaining internal cohesion, with no complaints or accusations submitted; effectively implementing democratic regulations at the grassroots level and organizing competitions well;

- Taking care of the material and spiritual lives of the collective, practicing thrift and preventing wastefulness;

- Fully implementing the regimes and policies for members of the collective.

What are the criteria for consideration for awarding Diplomas of Merit in the Inspection sector in Vietnam under the Circular 03/2024/TT-TTCP?

Vietnam: How much are the bonuses for entities awarded Diplomas of Merit for 2024?

Pursuant to Article 58 of Decree 98/2023/ND-CP, bonus for Diplomas of Merit for 2024 for each entity are as follows:

Emulation titles for individuals:

- Individuals awarded Diplomas of Merit as specified in points a, b, c, and d of Clause 1 of Article 75 of the Law on emulation and commendation 2022 shall receive a Certificate, a frame, and a bonus of 0.3 times the statutory pay rate.

- Individuals awarded Diplomas of Merit by the Chairman of the People's Committee at the commune level shall receive a Certificate, a frame, and a bonus of 0.15 times the statutory pay rate.

Emulation titles for collectives

- Collectives awarded Diplomas of Merit at various levels shall receive a Certificate, a frame, and a bonus twice the bonus for individuals as prescribed above

Bonus for households

Households awarded various forms of commendation shall receive a Certificate, a frame, and a bonus equal to 1.5 times the corresponding bonus for individuals

What are the procedures for announcing, awarding, and receiving emulation titles and commendation forms in Vietnam?

Pursuant to Article 26 of Decree 98/2023/ND-CP, the procedures for announcing, awarding, and receiving emulation titles and commendation forms in 2024 are as follows:

Step 1:

The person in charge of the ceremony is a representative of the leadership of the ministry, department, or provincial People's Committee, or the organizing unit of the ceremony. The unit hosting the ceremony must prepare a script for the announcement, awarding, and receiving of emulation titles and commendation forms.

Step 2:

Announcing the decision to award emulation titles and commendation forms:

- The leader of the agency in charge of emulation and commendation work or the representative of the organizing unit announces the full text of the decision to award emulation titles and commendation forms.

- Announcing the State President's decision: Before the announcement, the announcer invites the traditional flag team (if any), representatives of the party committee, local authorities, the Vietnam Fatherland Front, the Trade Union, the Ho Chi Minh Communist Youth Union (or representatives of the generations of leaders of the awarded collective) or individuals to the podium to listen to the announcement of the decision.

- Announcing the Government's decision and the Prime Minister's decision: After the announcement, the announcer invites the representatives of the awarded collective or individuals named in the decision to the podium to receive emulation titles or commendation forms.

Step 3:

Awarding emulation titles and commendation forms:

- The person awarding emulation titles and commendation forms is the person with the authority to decide on the award or the person authorized by the person with the authority to decide on the award, or the representatives of higher-level leaders attending the ceremony. The person awarding stands in the center of the podium.

- Awarding in order: Attach the Order (or Medal, Badge with the title) first, then award the Diplomas, and then award the Hero Flag (for collectives receiving the Title of Hero).

- For collectives with a traditional flag: The person awarding attaches the Order (or Badge with the title) to the top right corner of the traditional flag. The position of the Order (or Badge with the title) on the traditional flag is determined by the hierarchy from highest to lowest.

- For collectives without a traditional flag: The person awarding presents the Diplomas with the pre-attached Order (or Badge with the title).

- Presenting to individuals: The person awarding attaches the Order (or Medal, Badge with the title) to the left chest of the recipient's clothing, and then presents the Diplomas.

- Posthumous awards: The person awarding presents the Diplomas with the pre-attached Order (or Medal, Badge with the title) to the representative of the individual's family.

Step 4:

Receiving emulation titles and commendation forms:

- Receiving commendation forms under the authority of the State President: The recipient stands upright in a horizontal line at the center position on the podium to listen to the announcement of the award.

- Receiving emulation titles and commendation forms under the authority of the Government and the Prime Minister: The recipient of the award is invited to the center position of the podium to receive the award.

- When receiving Diplomas (or Flags), the recipient holds the Diplomas or Flags horizontally at chest level and maintains the posture until leaving the podium.

- In necessary cases, the representative of the collective (or individual, family) receiving the award may make a statement after receiving the award.

Step 5:

Protocol service personnel:

- Do not turn your back to the audience; stand behind and to the right (if right-handed) of the person awarding when handing over the Order (or Medal, Badge with the title, Diplomas, Flags).

- Place the Order (or Medal, Badge with the title, Diplomas) in a tray covered with red cloth; Diplomas must be placed in a frame; hold the tray and present the Order, Diplomas, and Flags with both hands to the person awarding.
